URGING ALL CORPUS CHRISTI HOME OWNERS IN DESIGNATED
SPECIAL FLOOD HAZARD AREAS WITHIN THE CITY TO APPLY
TO ANY LICENSED PROPERTY OR CASUALTY AGENT OR BROKER
FOR FEDERAL FLOOD INSURANCE PRIOR TO THE JUNE 19,
1971 DEADLINE; AND DECLARING AN EMERGENCY.
WHEREAS, AS A RESULT OF EFFORTS OF THE CITY OF CORPUS CHRISTI AND
OTHERS, THE FEDERAL INSURANCE ADMINISTRATION, PURSUANT TO SECTION 1336 OF
THE NATIONAL FLOOD INSURANCE ACT OF 1968, HAS AUTHORIZED AS OF JUNE 19,
1970 THE SALE OF SUCH INSURANCE TO HOME OWNERS IN DESIGNATED SPECIAL FLOOD
HAZARD AREAS WITHIN THE CITY; AND
WHEREAS, SUCH INSURANCE IS OBTAINABLE FROM LICENSED PROPERTY OR
CASUALTY AGENTS OR BROKERS UNTIL JUNE 19, 1971 FOR HOME OWNERS WITHIN SUCH
AREAS, BEING GENERALLY CORPUS CHRISTI BEACH, CENTRAL BUSINESS DISTRICT UNDER
THE BLUFF, LOW LYING AREAS OF THE CAYO DEL OSO, INCLUDING OSO BAY, FLOUR
BLUFF, PHARAOH VALLEY, SOUTH BAY, AND ANCHOR HARBOR, AND FLOUR BLUFF ADJACENT
TO THE CAYO AND LAGUNA MADRE, AS WELL AS THE LOW AREA ALONG UPRIVER ROAD
EAST OF THE MISSOURI PACIFIC RAILROAD; AND
WHEREAS, THE FAILURE OF A HOME OWNER TO OBTAIN SUCH INSURANCE
PRIOR TO JUNE 19, 1971 MAY RESULT IN LOSS OF ALL FEDERAL ASSISTANCE TO SUCH
HOME OWNER IN AN AMOUNT EQUAL TO THE INSURABLE VALUE OF HIS HOME, IN THE
EVENT OF A NATURAL DISASTER INVOLVING FLOOD; AND
WHEREAS, SUCH LOST FEDERAL ASSISTANCE WOULD INCLUDE U. S. CORPS OF
ENGINEERS DEBRIS REMOVAL AND STRUCTURAL DEMOL4TION SERVICES, SMALL BUSINESS

ADMINISTRATION LOANS, AND PROGRAM BENEFITS FUNDED BY THE OFFICE OF EMERGENCY

PREPAREDNESS, AS WELL AS OTHER ASSISTANCE PROVIDED BY THE DISASTER RELIEF
ACT OF 1970:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:

SECTION 1. THAT ALL CORPUS CHRISTI HOME OWNERS IN DESIGNATED
SPECIAL FLOOD HAZARD AREAS, AS PARTICULARLY SHOWN FOR LOCATIONS WITHIN THE
CITY LIMITS ON SPECIAL MAPS IN THE BUILDING OFFICIALS OFFICE AND THE PLANNING
DEPARTMENT OFFICE AT CITY HALL AND ON SPECIAL MAPS IN THE OFFICE OF THE COUNTY
JUDGE AND THE OFFICE OF THE COUNTY ENGINEER FOR LOCATIONS OUTSIDE THE CITY

LIMITS WITHIN THE COUNTY, ARE HEREBY URGED TO APPLY PROMPTLY, AND BEFORE THE
JUNE 19, 1971 DEADLINE, TO LICENSED PROPERTY OR CASUALTY• AGENTS OR BROKERS
FOR FEDERAL FLOOD INSURANCE ON THEIR PROPERTY.
SECTION Z. THE.PUBLIC IMPORTANCE OF URGING ALL CORPUS CHRISTI
HOME OWNERS IN DESIGNATED SPECIAL FLOOD HAZARD AREAS WITHIN THE CITY TO
MAKE APPLICATION TO ANY LICENSED PROPERTY OR CASUALTY AGENT OR BROKER FOR
FEDERAL FLOOD INSURANCE PRIOR TO THE JUNE 19, 1971 DEADLINE CREATES A PUBLIC
EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF
THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON
THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE
"RE'AD "AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING
DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE
SUSPENSION OF SAID CHARTER RULE AND THAT THIS RESOLUTION BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND
EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE
DAY OF MAY, 1971.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of_the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
