AUTHORIZING THE CITY MANAGER TO MAKE APPISCATION TO
THE TEXAS HIGHWAY DEPARTMENT FOR FEDERAL ASSISTANCE
FOR THE CONSTRUCTION OF AYERS STREET FROM NORTON TO
PORT AVE. AND S. STAPLES STREET FROM PADRE ISLAND
DRIVE TO SARATOGA BLVD. PURSUANT TO THE FEDERAIrAID
HIGHWAY ACT OF 1970 FOR URBAN SYSTEMS; AND FURTHER
AUTHORIZING THE CORPUS CHRISTI TRANSPORTATION STUDY
COA'ID WEE TO HANDLE THE NECESSARY MMSSIONS TO THE
HIGHWAY COMMISSION AND PREPARE PLANS FOR CONSTRUCTION;
AND DECLARING AN EMERGENCY.
WHEREAS, it is contemplated that the City of Corpus Christi,
Texas, will construct street improvements on Ayers Street from Norton to
Port and South Staples Street from Padre Island Drive to Saratoga; and
WHEREAS, these streets are classified as urban principal
arterials in the National Highway Functional Classification and Needs
Study; and
WHEREAS, it is found that the City of Corpus Christi is unable
to provide the total cost of such improvements; and
WHEREAS, it is deemed necessary and proper to apply for Federal
assistance pursuant to the Federal -Aid Highway Act of 1970 (Public Law
91 -605) in order to have sufficient funds to complete these two street
projects:
NOW. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, that R. Marvin Townsend, City Manager of the
City of Corpus Christi, be, and he is hereby authorized to make application
to the Texas Highway Department for such assistance on behalf of the City
of Corpus Christi. BEING FURTHER RESOLVED that the Corpus Christi.
Transportation Study Committee be and is hereby authorized to handle the
necessary submission and plan preparation to the Highway Commission. The
City of Corpus Christi hereby agrees that if a Federal Grant for the Project
is made pursuant to the Federal -Aid Highway Act of 1970 (Public Law 91 -605)s
the City will pay the remaining costs of the approved project.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of'the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
