WHEREAS, the Honorable Jack R. Blackmon is this day terminating his tenure
of four years as Mayor of the City of Corpus Christi; and

WHEREAS, Mayor Blackmon has, for the past eight years on the Corpus
o Christi City Council, tirelessly devoted himself in the public service to the
,
i improvement of Corpus Christi and the fostering of plans and projects which will
contribute to the life and happiness of the City of Corpus Christi and its visitors;

t WHEREAS, Mayor Blackmon discharged the duties of his office with dignity,
• - kindness and unselfish devotion to duty, displaying outstanding leadership during
the City's greatest crisis of Hurricane Celia; and
WHEREAS, many improvements in municipal government and municipal projects
• have been fostered and carried out; and

WHEREAS, his devotion to duty and civic projects for so many years before,
becoming Mayor of the City, and continuing with the unselfish devotion to the
L responsibilities of his office, reinforced with the public's realization of his
t -
personal integrity and judgment, has made public improvements and inspired a public
iKN. confidence in municipal government which will be effective for a long time in the
t future and should merit the continued appreciation of the public:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS
}• CHRISTI, TEXAS: That we, as the governing body of the City of Corpus Christi and
representatives of its citizens, do hereby express the appreciation of this City
R M - and all of its citizens to Jack R. Blackmon on this occasion of his retirement from
p s• y• the official duties as Mayor of the City but continuing his activities as a civic
F leader in the City;

f BE IT FURTHER RESOLVED that asp a continuing expression of gratitude for
7 a the services and devotion of Jack R. Blackmon to the City of Corpus Christi, and
e- the general public opinion that the City will always recognize the permanent
timprovements occasioned during his tenure as Mayor, Jack R. Blackmon is hereby
• appointed to the position of MAYOR EMERITUS of the City of Corpus Christi, and
�. with the sincere appreciation of all of the people of Corpus Christi for the years
of civic service, and in particular his service as Mayor, we hereby publicly

Mayor Emeritus Jack R. Blackmon.
