AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT WITH COUCH - CONSTRUCTION COMPANY
OF HOUSTON, TEXAS, FOR THE CONSTRUCTION OF
.THE BROWNLEE- LEATHERS AREA DRAINAGE SYSTEM
AND JOHN STREET OUTFALL; APPROPRIATING OUT
OF NO. 295 STORM SEWER BOND FUND THE SUM OF
$417,000, OF WHICH $391,950.70 IS FOR THE
CONSTRUCTION CONTRACT AND $25,049.30 IS FOR
CONTINGENCIES AND INCIDENTAL EXPENSES, ALL
IN CONNECTION WITH PROJECT NO. 295- 70 -60;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager be, and he is hereby
authorized and directed to execute, for and on behalf of the
City of Corpus Christi, a contract with Couch Construction
Company of Houston, Texas, for the construction of the Brownlee-
Leathers Area Drainage System and John Street Outfall, applicable
to Project No. 295- 70 -60, all as is more fully described in the
plans and specifications and contract documents on file in the
office of the City Secretary, all of which are made a part
hereof by reference, and according to the bid of Couch Construction
Company opened on the 12th day of May, 1971, the said bid of Couch
Construction Company being the lowest and most advantageous to
the City of Corpus Christi.
SECTION 2. There is hereby appropriated the sum of
$417,000 out of No. 295 Storm Sewer Bond Fund, of which $391,950.70
is for the construction contract and $25,049.30 is for contingencies
and incidental expenses.
SECTION 3. The necessity to execute the aforesaid
contract and to appropriate the sums thereof creates a public
emergency and imperative public necessity requiring the suspen-
sion of the Charter rule that no ordinance or resolution shall
be passed finally on the date of its introduction and that such
ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency
and necessity to exist, and having requested the suspension of

the Charter rule and that this ordinance be passed finally on
the date of its introduction and take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO

for the contract, agreement, obligation or expenditures contemplated in the
above and foregoing ordinance is in the Treasury of the City of Corpus Christi

BE PASSED FINALLY ON THE DATE IT IS INTRODUCED1 AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCILS I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
