ADOPTING MINUTE ORDER NO. 64966 AND MINUTE ORDER
NO. 64967 PASSED BY THE STATE HIGHWAY COMMISSION
ON MAY 31, 1971, FOR THE FOLLOWING "TOPICS" PROJECTS:
1. SOUTH STAPLES STREET AND SWANTNER STREET, NEW
TRAFFIC SIGNALIZATION, INTERSECTION WIDENING
AND PAVEMENT OVERLAY, AND
2. AIRPORT ROAD, OLD BROWNSVILLE ROAD, MORGAN STREET
INTERSECTION (F.M. HIGHWAY 665 FROM 650 FEET WEST
OF MORGAN STREET TD 500 FEET NORTH OF MORGAN STREET),
CURB, INTERSECTION 114PROVEMENTS AND WIDENING, RIGHT -
TURN LANES, AND SIGNALIZATION;
AND DECLARING AN EMERGENCY.
WHEREAS, THE STATE HIGHWAY DEPARTMENT HAS SUBMITTED A COPY OF
MINUTE ORDER NUMBER 64966, PASSED BY THE STATE HIGHWAY COMMISSION ON MAY
31, 1971, AS FOLLOWS:
"WHEREAS, IN NL'ECES COUNTY, THE CITY OF CORPUS CHRISTI
HAS REQUESTED ASSISTANCE IN THE IMPROVEMENT OF SOUTHp
STAPLES STREET AND SWANTNER STREET, EXTENDING FROM 18TH
STREET, SOUTHEAST TO ANNAPOLIS DRIVE, A DISTANCE OF
APPROXIMATELY 0.8 MILE; AND
VfIILREAS, If HAa BLEN DETERMINED THAT SUCH WORK IS ELIGIBLE
FOR PARTICIPATION IN THE FEDERAL TOPICS PROGRAM:
NOW, THEREFORE, THE STATE HIGHWAY ENGINEER IS DIRECTED TO
TENDER THE FOLLOWIIG PROPOSAL TO THE CITY OF CORPUS CHRISTI
FOR DEVELOPMENT OF SUCH A PROJECT:
PROVIDED THE CITY OF CORPUS CHRISTI WILL:
1. ADJUST ALL UTILITIES AS MAY BE REQUIRED AND PRO-
VIDE FOR THE CONSTRUCTION OF CURB AND GUTTER,
STORM SEWERS, DRIVEWAYS AND SIDEWALKS AND AGREE
TO MAKE SUCH INSTALLATIONS IN ACCORDANCE WITH
GOVERNING POLICIES AND REGULATIONS OF THE TEXAS
HIGHWAY DEPARTMENT.
2. MAINTAIN AND OPERATE ALL THE WORK CONSTRUCTED AS
A PART OF THE PROJECT AND AGREE TO REGULATE TRAFFIC
AND PREVENT ENCROACHMENT ON THE RIGHT OF WAY.
3. ADOPT AND ENFORCE SUCH ORDINANCES AND REGULATIONS
AS MAY BE NECESSARY FOR PROPER OPERATION OF THE
INSTALLATION ";
AND
WHEREAS, THE STATE HIGHWAY DEPARTMENT HAS SUBMITTED A COPY OF
MINUTE ORDER NUMBER 64967, PASSED BY THE STATE HIGHWAY COMMISSION ON MAY
31, 1971, AS FOLLOWS:

"WHEREAS, IN NUECES COUNTY ON FARM TO MARKET ROAD 665,
FROM 650 FEET WEST OF MORGAN STREET TO 500 FEET NORTH
OF NIORGAN STREET, A DISTANCE OF APPROXIMATELY 0.4 MILE,
THE CITY OF CORPUS CHRISTI HAS REQUESTED ASSISTANCE IN
RECONSTRUCTION OF THE INTERSECTION INCLUDING WIDENING,
RESURFACING,,CHANNELIZATION AND INSTALLATION OF A TRAFFIC
SIGNAL SYSTEM; AND
WHEREAS, IT HAS BEEN DETERMINED THAT SUCH W)RK IS ELIGIBLE
FOR PARTICIPATION IN THE FEDERAL TOPICS PROGRAM:
NOW, THEREFORE, THE STATE HIGHWAY ENGINEER IS DIRECTED
_ TO TENDER THE FOLLOWING PROPOSAL TO THE CITY OF CORPUS
CHRISTI FOR DEVELOPMENT OF SUCH A PROJECT:
PROVIDED THE CITY OF CORPUS CHRISTI WILL:
1. ADJUST ALL UTILITIES AS MAY BE REQUIRED AND PROVIDE
FOR THE CONSTRUCTION OF CURB AND GUTTER, STORM SEWERS,
DRIVEWAYS AND SIDEWALKS AND AGREE TO MAKE SUCH IN-

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT MINUTE ORDER No 64966 AND MINUTE ORDER N0.
64967, PASSED AND APPROVED BY THE STATE HIGHWAY COM14ISSION ON MAY 31,
1971, REGARDING THE FOLLOWING TOPICS PROJECTS:
A. SOUTH STAPLES STREET AND SWANTNER STREET, NEW TRAFFIC
SIGNALIZATION, INTERSECTION WIDENING AND PAVEMENT OVERLAY; AND
B. AIRPORT ROAD, OLD BROWNSVILLE ROAD, MORGAN STREET INTER-
SECTION (F.M. Hwy. 665 FROM 650 FEET WEST OF MORGAN STREET TO 500 FEET
NORTH OF MORGAN STREET), CURB, INTERSECTION IMPROVEMENTS AND WIDENING,

BE AND THE SAME ARE HEREBY ADOPTED BY THE CITY OF CORPUS CHRISTI, TEXAS.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
