HILLCREST AREA; INCLUDING $5140 FOR LABORATORY TESTING AND $133.88 FOR LEGAL ADVER- TISING; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THERE IS HEREBY APPROPRIATED THE SUM OF $673.88 OUT OF THE NO. 220 STREET BOND FUND FOR SOIL TESTING AND FOR INCIDENTAL EXPENSES INCURRED DURING DESIGN PHASE p S AND PROCESS OF BIDDING, INCLUDING $540 FOR LABORATORY TESTING AND $133.88 FOR LEGAL ADVERTISING, APPLICABLE TO PROJECT NO. 220 -67 -92.4, N.I.P. HILLCREST AREA. SECTION 2. THE NECESSITY FOR MAKING THE APPROPRIATION AS HEREIN- ABOVE DESCRIBED CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLU- TION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDI- NANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE = DAY OF JULY, 1971.
