IN RECOGNITION AND APPRECIATION OF THE SERVICES OF
WAYLAND D. PILCHER TO THE CITY OF CORPUS CHRISTI;
AND DECLARING AN EMERGENCY.
WHEREAS, WAYLAND D. PILCHER HAS ABLY SERVED THE CITY OF CORPUS
CHRISTI FOR ELEVEN YEARS, SUCCESSIVELY AS AN ASSISTANT CITY ATTORNEY,
HUMAN RELATIONS ADMINISTRATOR, POLICE LEGAL ADVISOR, AND DIRECTOR OF
PUBLIC SAFETY SINCE JULY 16, 1908, ADDITIONALLY AND RECENTLY PROVIDING
CAPABLE SUPERVISION OF THE TRANSIT DIVISION AND THE CITY'S CIVIL DEFENSE;
AND
WHEREAS, MR. PILCHER HAS BROUGHT TO HIS PUBLIC SERVICE AN
INVALUABLE COMBINATION OF TRAINING AND EDUCATION IN LAW AND GOVERNMENT;
AND
WHEREAS, DURING HIS TENURE SUBSTANTIAL IMPROVEMENTS HAVE BEEN
MADE IN THE FIELD OF HUMAN RELATIONS AND IN POLICE ADMINISTRATION; AND
WHEREAS, HE HAS DEVOTED HIMSELF UNTIRINGLY AND SELFLESSLY TO
THE PUBLIC SAFETY OF THE INHABITANTS OF CORPUS CHRISTI:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT, BY THIS RESOLUTION, THE RECOGNITION AND
APPRECIATION OF THE CITY OF CORPUS CHRISTI FOR THE OUTSTANDING AND
MERITORIOUS SERVICE OF WAYLAND D. PILCHER TO THE CITY BE RECORDED AND
CONVEYED TO HIM.
SECTION 2. THE IMMINENT DEPARTURE OF WAYLAND D. PILCHER FROM
THE CITY TO ENTER UPON THE DUTIES OF AN ASSOCIATE PROFESSORSHIP IN SAM
HOUSTON STATE UNIVERSITY CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRO-
DUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE
SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH
EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF
THE CHARTER RULE AND THAT THIS RESOLUTION BE PASSED FINALLY ON THE DATE

OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM
AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE 4TH DAY
OF AUGUST, 1971.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
