THE PERSON OR PERSONS RESPONSIBLE FOR THE DEATH OF
PATROLMAN JOHN W. SARTAIN WHO WAS SHOT ON OR ABOUT
AUGUST 19, 1971, AND SUBSEQUENTLY PASSED AWAY
PROMOTES THE PUB/ LIC SAFETY AND WELFARE; OFFERING A
REWARD OF O O ®0,.. FOR INFORMATION DIRECTLY
LEADING TO THE ARREST AND FINAL CONVICTION OF THE 2 ✓,/
PERSON OR PERSONS RESPONSIBLE FOR THE DEATH OF
PATROLMAN JOHN W. SARTAIN; EXCLUDING CERTAIN PERSONS
AND CITY EMPLOYEES FROM ELIGIBILITY FOR THE REWARD;
AUTHORIZING THE MAYOR AND CITY SECRETARY TO EXECUTE
THE ATTACHED PROCLAMATION; AUTHORIZING THE MAYOR TO
PLACE SAID PROCLAMATION IN PUBLIC BUILDINGS; PROVIDING
FOR SEVERABILITY; PROVIDING FOR PUBLICATION; AND
DECLARING AN EMERGENCY.
WHEREAS, ON OR ABOUT AUGUST 19, 1971, JOHN W. SARTAIN, A
PATROLMAN OF THE CORPUS CHRISTI POLICE DEPARTMENT WAS SHOT AND CRITICALLY
WOUNDED AT OR NEAR THE CORPUS CHRISTI POLICE BUILDING; AND
WHEREAS, PATROLMAN JOHN W. SARTAIN SUBSEQUENTLY PASSED AWAY IN
THE CITY OF CORPUS CHRISTI; AND
WHEREAS, THE ASSAILANT OF PATROLMAN JOHN W. SARTAIN HAS NOT
BEEN APPREHENDED; AND
WHEREAS, THE CITY COUNCIL FINDS THAT ARREST AND CONVICTION OF
THE PERSON OR PERSONS RESPONSIBLE FOR THE DEATH OF JOHN W. SARTAIN PROMOTES
THE PUBLIC SAFETY AND WELFARE OF THE CITIZENS OF THE CITY OF CORPUS CHRISTI,
TEXAS; AND
WHEREAS, THE CITY COUNCIL FINDS THAT THE PUBLIC SAFETY AND WELFARE
OF THE CITIZENS CAN BE FURTHER PROMOTED BY THE OFFERING OF A REWARD FOR
INFORMATION DIRECTLY LEADING TO THE ARREST AND CONVICTION OF THE PERSON OR
PERSONS RESPONSIBLE FOR THE DEATH OF PATROLMAN JOHN W. SARTAIN:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. THAT THERE 15 HEREBY OFFERED BY THE CITY OF CORPUS
CHRISTI, A REWARD OF FOR INFORMATION DIRECTLY LEADING 114
TO THE ARREST AND CONVICTION OF THE PERSON OR PERSONS RESPONSIBLE FOR
THE DEATH OF PATROLMAN JOHN W. SARTAIN. THE REWARD AUTHORIZED HEREIN
WILL BE PAID BY THE CITY TO THE PERSON OR PERSONS ELIGIBLE THEREFOR WITHIN
TEN (10) DAYS AFTER THE DATE OF FINAL CONVICTION OF THE PERSON OR PERSONS

ARRESTED AND CONVICTED FOR THE DEATH OF PATROLMAN JOHN W. SARTAIN. IN
THE EVENT THAT MORE THAN ONE (1) PERSON SHALL PROVIDE INFORMATION
DIRECTLY LEADING TO THE ARREST AND FINAL CONVICTION OF THE PERSON OR
PERSONS RESPONSIBLE FOR THE DEATH OF PATROLMAN SARTAIN, THEN AND IN
THAT EVENT,THE REWARD PROVIDED IN THIS ORDINANCE SHALL BE PAID JOINTLY
TO ALL SUCH PERSONS ELIGIBLE9AS CITY SHALL FINALLY AND EXCLUSIVELY DETERMINE.
SECTION 2. NO EMPLOYEE OF THE CITY OF CORPUS CHRISTI, TEXAS
SHALL BE ELIGIBLE FOR THE REWARD PROVIDED IN THIS ORDINANCE. THE PRINCIPAL (S)
IN THE SHOOTING OF PATROLMAN SARTAIN SHALL NOT BE ELIGIBLE FOR THE REWARD
PROVIDED IN THIS ORDINANCE.
SECTION 3. THAT THE MAYOR IS HEREBY AUTHORIZED TO ISSUE THE
ATTACHED PROCLAMATION WHICH IS INCORPORATED IN THIS ORDINANCE THE SAME
AS IF WRITTEN HEREIN, AND THE CITY SECRETARY IS AUTHORIZED TO ATTEST
SAID ATTACHED PROCLAMATION.
SECTION 4. THE PURPOSE OF THIS ORDINANCE BEING THE FURTHERANCE
OF THE PUBLIC SAFETY AND WELFARE BY THE ARREST AND CONVICTION OF THE PERSON
OR PERSONS RESPONSIBLE FOR THE DEATH OF PATROLMAN JOHN W. SARTAIN, THE
MAYOR IS HEREBY AUTHORIZED TO POST THE PROCLAMATION AUTHORIZED IN SECTION 3
HEREOF IN PUBLIC BUILDINGS THROUGHOUT THE CITY OF CORPUS CHRISTI WHICH
IN HIS JUDGMENT WILL FURTHER THE PURPOSE OF THIS ORDINANCE.
SECTION 5. IF FOR ANY REASON ANY SECTION, PARAGRAPH, SUBDIVISION,
CLAUSE, PHRASE, OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALID BY
FINAL JUDGMENT OF A COURT OF COMPETENT JURISDICTION, IT SHALL NOT AFFECT
ANY VALID PROVISIONS OF THIS OR ANY OTHER ORDINANCE OF THE CITY OF CORPUS
CHRISTI TO WHICH THESE RULES AND REGULATIONS RELATE.
SECTION 6. PUBLICATION SHALL BE MADE ONE TIME IN THE OFFICIAL
PUBLICATION OF THE CITY OF CORPUS CHRISTI, BY PUBLISHING THE CAPTION OF
THIS ORDINANCE, STATING IN SUBSTANCE THE PURPOSE OF THE ORDINANCE.
SECTION 7. THE DANGER TO THE PUBLIC SAFETY AND WELFARE OF
THE CITIZENS.OF THE CITY OCCASIONED BY THE INCIDENTS CAUSING THE DEATH OF

PATROLMAN JOHN W. SARTAIN CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRO-
DUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE
SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH
EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF
THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE
OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT
FROM AND AFTER ITS PASSAGE AND PUBLICATION, IT IS ACCORDINGLY SO ORDAINED,
THIS THE 20 4 DAY OF AUGUST, 1971.

THE CITY COUNCIL ON , 1971, THE CITY OF CORPUS CHRISTI,

REWARD WILL BE PAID BY THE CITY WITHIN TEN (10) DAYS OF THE DATE OF FINAL
CONVICTION OF THE PERSON OR PERSONS RESPONSIBLE FOR PATROLMAN SARTAINvS
DEATH. IF MORE THAN ONE (1) PERSON PROVIDES INFORMATION THE REWARD WILL
BE DIVIDED. NO EMPLOYEE OF THE CITY IS ELIGIBLE FOR THE REWARD, AND THE
PRINCIPAL IN THE SHOOTING IS NOT ELIGIBLE. THIS PROCLAMATION IS NOTICE
OF THE OFFER OF REWARD BUT THE ACTUAL OFFER IS CONTAINED IN ORDINANCE

ORDINANCES A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
