HomeMy WebLinkAbout10475 RES - 09/15/1971JRR:JKH RESOLUTION WHEREAS, THE CONSTITUTION OF THE TEXAS MUNICIPAL LEAGUE PROVIDES FOR A BOARD OF DIRECTORS AS FOLLOWS: "ARTICLE IV - BOARD OF DIRECTORS SECTION 4.1 - BOARD OF DIRECTORS. THE AFFAIRS OF THE LEAGUE SHALL BE CONDUCTED BY A BOARD OF DIRECTORS COMPOSED OF THE FOLLOWING: (1) ONE DIRECTOR TO BE ELECTED BY AND FROM EACH OF THE REGIONAL DISTRICTS AND DEPARTMENTS OF THE LEAGUE) (P) ONE DIRECTOR -AT -LARGE TO BE DESIGNATED BY RESOLUTION BY THE GOVERNING BODY OF EACH CITY WHOSE POPULATION IS IN EXCESS OF THE MEDIAN POPULATION OF ALL REGIONAL DISTRICTS, WHEN THE REMAIN- ING POPULATION IN SUCH DISTRICT EQUALS OF EXCEEDS THAT OF THE LEAST POPULOUS OF THE REGIONAL DISTRICTS; (3) THE LAST THREE IMMEDIATE PAST PRESIDENTS OR NEXT ELIGIBLE PAST PRESIDENTS OF THE LEAGUE. ONLY CITY OFFICIALS OF MEMBER CITIES MAY SERVE AS DIRECTORS." AND WHEREAS, THE FINANCIAL SUPPORT FOR THE LEAGUE COMES FROM ITS MEMBER CITIES AND SUCH SUPPORT IS BASED ON THE POPULATION OF SUCH CITIES; AND WHEREAS, THE MEDIAN AND EXCESS POPULATION CRITERIA FOR REPRESENTA- TION ON THE BOARD FOR SEPARATE CITIES IS DIFFICULT TO APPLY AND MAY OR MAY NOT AT ANY GIVEN TIME BE CONSISTENT WITH THE PRESENT BOARD OF MEMBER- SHIP WHICH INCLUDES REPRESENTATION FROM THE FIVE LARGEST CITIES OF THE STATE; AND WHEREAS, A DEFINITE POPULATION BRACKET WOULD ELIMINATE THE EXISTING DIFFICULTY OF INTERPRETATION AND PROVIDE ADDITIONAL REPRESENTATION FOR CER- TAIN CITIES; AND WHEREAS, THE BOARD HAS BEEN EXPANDED BY THE ADDITION OF NEW DEPART- MENTS WHILE THE REPRESENTATION OF CITIES HAS NOT BEEN EXPANDED: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: THAT THE BOARD OF DIRECTORS OF THE TEXAS MUNICIPAL LEAGUE BE REQUESTED TO SUBMIT AN AMENDMENT TO THE LEAGUE CONSTITUTION AT THE 1971 ANNUAL CONFERENCE TO REVISE ARTICLE 4 - BOARD OF DIRECTORS, SECTION 4.1 - BOARD OF DIRECTORS TO HEREAFTER READ AS FOLLOWS: 2L®" / 5 ri "SECTION 4.1 - BOARD OF DIRECTORS.
