HomeMy WebLinkAbout10487 RES - 09/29/1971Bdw:9 /21/71 • A RESOLUTION DETERMINING THE NECESSITY OF ESTABLISHING A COMMITTEE TO ASSIST THE CITY OF CORPUS CHRISTI IN THE OPERATION OF A WORKABLE PROGRAM AND ESTABLISHING THE CITIZENS COMMITTEE FOR COWAUNITY IMPROVEMENT, SAID COMMITTEE TO CONSIST. OF MEMBERS FROM A CROSS SECTION OF THE POPULA- TION OF THE CITY OF CORPUS CHRISTI; AND DECLARING AN EMERGENCY: WHEREAS, THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI HAS DETERMINED THE NECESSITY FOR THE ESTABLISHMENT OF A CITIZENS COMMITTEE FOR COMMUNITY IMPROVEMENT; AND WHEREAS, THERE ARE IN THE CITY OF CORPUS CHRISTI, AREAS OF SUB- STANDARD HOUSING WHICH CAN BE EFFECTIVELY IMPROVED UNDER A WORKABLE PROGRAM THROUGH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT; AND WHEREAS, MANY CITIZENS OF THE CITY OF CORPUS CHRISTI, REPRESENT- ING A CROSS SECTION OF OUR CITY'S POPULATION, HAVE INDICATED A DESIRE TO ASSIST IN AND WORK WITH THE WORKABLE PROGRAM THROUGH A CITIZENS COMMITTEE FOR COMMUNITY IMPROVEMENT; AND WHEREAS, IT APPEARS TO THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI THAT MUCH GOOD FOR THE COMMUNITY CAN BE DONE THROUGH THE CITIZENS COMMITTEE FOR COMMUNITY IMPROVEMENT; AND WHEREAS, THE CITY COUNCIL HAS DETERMINED THAT THE CITIZENS COMMITTEE FOR COMMUNITY IMPROVEMENT SHOULD CONSIST OF MEMBERS WHO ARE A CROSS SECTION OF THE CITY'S POPULATION: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THERE IS HEREBY ESTABLISHED A CITIZENS COMMITTEE FOR COMMUNITY IMPROVEMENT, UNDER THE DEPARTMENT OF HOUSING AND URBAN DEVELOP- MENT, CONSISTING OF MEMBERS WHO REPRESENT A CROSS SECTION OF BUSINESS, LABOR, SOCIAL, NEIGHBORHOOD, RELIGIOUS AND ETHNIC GROUPS, TO ASSIST THE CITY IN THE IMPLEMENTATION OF A WORKABLE PROGRAM. SECTION 2. THE MEMBERS OF SAID COMMISSION SHALL BE APPOINTED ON THE EFFECTIVE DATE OF THIS ORDINANCE AS FOLLOWS: FOUR (4) MEMBERS OF SAID COMMISSION SHALL BE APPOINTED FOR ONE TERM OF THREE (3) YEARS; FOUR (4) MEMBERS OF SAID COMMISSION SHALL BE APPOINTED FOR ONE TERM OF TWO (2) YEARS; AND FOUR (4) MEMBERS OF SAID COMMISSION SHALL BE APPOINTED FOR ONE TERM OF ONE (1) YEAR, 10487 i • UPON THE EXPIRATION OF EACH OF THE AFORESAID TERMS OF OFFICE, THE SUCCEEDING TERM OF OFFICE FOR EACH OF THE SAID 12 MEMBERS SHALL THEREAFTER BE FOR A PERIOD OF THREE (3) YEARS. SECTION 3. THE NECESSITY TO ESTABLISH THIS COMMITTEE, IN ORDER TO IMPLEMENT THE PROGRAM AT THE EARLIEST POSSIBLE DATE, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED THAT SUCH EMERGENCY AND NECESSITY EXIST, AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT ,�a FROM AND AFT ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE � �/ DAY OF aJc J , 1971.
