AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE DOCUMENTS
NECESSARY FOR THE ACQUISITION OF PARCELS NO. 2, 6, 8,
10, 17, 18, 20, 21, 22, 23, AND 24, FOR SOUTH STAPLES
STREET PROJECT, FROM PADRE ISLAND DRIVE TO SARATOGA
BOULEVARD; APPROPRIATING OUT OF NO. 220 STREET BOND
FUND $48,770, THE AMOUNT OF $43,870 BEING FOR LAND
PURCHASES AT THE APPROVED VALUES AND $4,900 FOR AP-
PRAISALS, INCLUDING PARCEL NO. 41, AND FOR INCIDENTAL
COSTS RELATED TO CLOSING OF THE PURCHASES AFORESAID,
ALL APPLICABLE TO PROJECT NO. 220 -70 -107; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
TO EXECUTE DOCUMENTS AS NECESSARY FOR THE ACQUISITION OF PARCELS N0. 2, 6,
8, 10, 17, 18, 20, 21, 22, 23, AND 24, FOR SOUTH STAPLES STREET PROJECT
FROM PADRE ISLAND DRIVE TO SARATOGA BOULEVARD, PROJECT NO. 220 -70 -107.
SECTION 2. THERE IS.HEREBY APPROPRIATED OUT OF NO. 220 STREET
BOND FUND THE SUM OF $48,770, OF WHICH AMOUNT $43,870 IS FOR LAND PURCHASES
AT THE APPROVED VALUES AND $4,900 IS FOR APPRAISALS, INCLUDING PARCEL NO. 41,
AND FOR INCIDENTAL COSTS RELATED TO CLOSING OF THE PURCHASES AFORESAID,
ALL APPLICABLE TO PROJECT N0. 220 -70 -107.
SECTION 3. THE NECESSITY TO MAKE THE APPROPRIATION HEREINABOVE
DESCRIBED AND TO AUTHORIZE THE EXECUTION OF THE NECESSARY INSTRUMENTS OR
DOCUMENTS TO ACQUIRE THE ABOVE DESCRIBED PARCELS OF LAND SO THAT THE PROJECT
DESCRIBED HER:EINABOVE MAY CONTINUE WITHOUT DELAY CREATES A PUBLIC EMERGENCY
AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER
RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS
OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECES-
SITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND
THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND
TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE,
IT IS ACCORDINGLY SO ORDAINED, THIS THE AY OF SEPTEMBER, 1971.

Comments on the appraisal reports on Parcels No. 6 and 41
Parcel No. 6
This parcel owned by Gladys E. Laird and husband John Laird. In reviewing the
appraisal and checking out the improvements I find that the appraiser did not
give any value to two mesquite trees and the shell driveway. I have added
$50.00 to the value making the total amount of the value from $750.00 to 800.00.
I believe this is fair and equitable and recommend it.
Parcel No. 41
This parcel owned by Katherine Krissikopoulos Lontos has been appraised by three
fee appraisers and the results are as follows:

Paul J. Koepke, M.A.I., S.R.E.A. April 1, 1971 $24,500.00
R. V. Coulter, A.S.A., S.R.A. September 1, 1971 22,875.00
John A. Erickson, S.R.A. September 3, 1971 23,500.00
A difference from Mr. Koepkes appraisal between Coulters appraisal of $1,625.00
and Erickson appraisal of $1,000.00. In my opinion, this is very close. However,
we have recognized the Koepke appraisals on all of the parcels located on the South
side of Staples Street previously being the area in which the Lontos property is
located. I am of the opinion we should accept the value of the Koepke appraisal
and approve the purchase at the appraised value of $24,500.00.

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
