AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
WITH HUMBLE OIL AND REFINING COMPANY IN CONNECTION
WITH THE RELOCATION OF HUMBLE'S 4" HIGH PRESSURE GAS
LINE ACROSS N.A.S. DRIVE, AS MORE FULLY SET FORTH IN
THE AGREEMENT, A COPY OF WHICH, MARKED EXHIBIT "A ",
IS ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZED
AND DIRECTED TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
AN AGREEMENT WITH HUMBLE OIL AND REFINING COMPANY IN CONNECTION WITH THE
RELOCATION OF HUMBLE OIL AND REFINING COMPANY,S 4" HIGH PRESSURE GAS LINE
ACROSS N.A.S. DRIVE, A COPY OF SAID AGREEMENT BEING ANNEXED HERETO, MARKED
EXHIBIT "A ", AND INCORPORATED HEREIN BY THIS REFERENCE.
SECTION 'L. THE NECESSITY TO EXECUTE THE AFORESAID AGREEMENT AT
THE EARLIEST POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE
PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUC-
TION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL
MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY
AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE
AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
AND THAT SUCH ORDINANCE TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND
AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE EP y°y DAY OF

Dear Sir:
Humble Oil & Refining Company has a 4 -inch high pressure
gas pipeline that crosses Texas State Highway No. 358, Nueces
County, near the South Cate of the Naval Air Station. The loca-
tion of this pipeline is indicated on Highway, Department drawing
No. 617 -1 -7. The City of Corpus Christi and the State Highway
Department have entered an agreement regarding widening of the
existing highway, curbs, gutters, drainage, etc.
Humble has been advised that in the agreement between the
City and the Highway Department, the City has agreed to bear the
expense of lowering or relocating such items as pipelines when
necessary or requested by the Highway Department. Since it is neces-
sary that the above pipeline be relocated, cased, and installed at
a lower depth, Humble is willing to furnish certain materials and
financial assistance to the City in making such relocation, casing
and lowering.
Therefore, for the mutual benefits to be derived herefrom
and the covenants contained herein, it is agreed that the City of
Corpus Christi shall:
1. Install a 4" flowline inside of an 8" casing with
vents (such pipe and casing to be furnished by Humble
as provided below) from the right of way line to the
right of way line in accordance with bottom of pipeline
elevation of 6.6' as shown on Texas State Highway Depart-
ment drawing No. 617 -1 -7 at the approximate location shown
thereon.
2. Hydrostatically test the 4d' flowline to 1500 psi and
furnish Humble a 24 -hour pressure recorder chart indicating
the satisfactory test.

3. Perform the work in accordance with Title 49 of the
Code of Federal Regulations and Humble's Special Provisions
attached hereto. In the event of,a conflict between the
Special Provisions and this letter, this letter shall prevail.
4. Be responsible for all rerouting of traffic, giving of
notices of construction and shall save Humble harmless from
and against-all claims or damages arising out of or connected
or incident to this agreement and the work to be performed
by the City hereunder save and except claims or damages
caused by the negligence of Humble Oil & Refining Company.
5. Give to Humble, Attention: Mr. Al Clark, at least 24
hours notice prior to commencing operations hereunder.
6. Furnish well point equipment for pumping water out of
excavation while Humble installs the connecting piping
provided for below.
Humble Oil & Refining Company shall:
1. Furnish all necessary pipe and weld fitting materials
of the size and quality as shown by the attached Humble
plat, File No. SWT -E -930 so that the City may install the
flowline and casing as provided in 1 above. Humble will
weld the 4" pressure piping.
2. Fabricate, test and install connecting piping from the
new crossing to the existing facilities and abandon the
existing 4" line in place insofar as it lies within the road
right of way.
3. Within 30 days after all work has been completed by the
City, as provided for above, and accepted as satisfactory
by Humble, Humble pay to the City of Corpus Christi the sum
of $3,194.00.
If the work required by the City of Corpus Christi is not
commenced prior to December 31, 1971, and prosecuted with reasonable
diligence, Humble shall be relieved of all obligations hereunder.
If the above is satisfactory, both copies of this letter
should be signed in the space provided below and one executed copy

returned to Mr. Samuel B. Buchanan, Wilson Tower, Corpus Christi,
Texas 78401 in the envelope provided.

SPECIAL PP,OVISIONS
1. LOCATION AND SCOPE OF 1'.ORP,.
1.1 To accommodate improvements planned by the Texas Highway Department
to that portion of State Highway 358 extending from Padre Island Drive
to the South Gate of the Naval Air Station, hu:;:ble proposes to abandon
the existing crossings of two gas pipelines, reroute portions of the pipe-
lines and install two new cased crossings.
1.2 The pipelines are located on State Highway 358 approximately 0.25
mile south of the South Gate of the Naval Air Station.
1.3 It is the intent and spirit of this proposal that the Contractor
shall turn over to Hubble an installation completed in a neat and workman-
like manner.
2. SPrCIF1CAi1ONS A \TD DRAWINGS.
2.1 All work shall be performed in accordance with these Special Provisions
and the latest revision of all applicable sections of Humble's South Texas
Division Standard Specifications.
2.2 All work shall be performed in accordance with the following listed
drawings.

3. MATERIALS AND SERVICES FURNISHED BY IiUI1CLE.
3.1 Humble does not anticipate furnishing any material or equipment required
to complete the project. However, Humble reserves the right to furnish any,
or all, of the material the Contractor is required to furnish. Prior to
issuing purchase orders, the successful Contractor shall furnish Humble a
list of materials to be furnished by him, complete with firm price quotations.
Humble will promptly review this material list and advise the Contractor as
to any material Humble will furnish. These items will be supplied at the
jobsite at the prices shown on the Contractor's material list.

3.3 Texas Highway Department approval to crnmuence work.
3.4 Humble shall take the pipelines out of service and blow the lines down.
3.5 radiographic inspection of tie -in welds.
3.6 Water for testing will be available at Mumble's Flour Bluff Production
Office and Flour Bluff Gas Plant.
4. TIATPRIALS., r0UTPMFlTT AND SEI2VICF.S TO BE FURNISTIED BY CO \TRACTOR.
4.1 Contractor shall furnish -i11- labor, materials, equipment-, transportation
and services (except those specifically listed in Section 3 of these Special
Provisions as being furnished by llumble) required to construct and turn over
to Mumble a complete, operating facility with all work perforined in accor-
dance with the Plans, these Special Provisions and the Standard Specifications
referred to herein.
4.2 The following is a partial list of materials and services to be furnished
by the Contractor. Reference is also made to Item 3 of. the Standard Specifi-
cation, "General Construction Spccificat-ions, Revised: January 1970 ".
4.2.1 Line Pipetand Conduit-. Contractor shall furnish all line pipe
and conduit required to complete the project- in accordance with the
Plar_s, Standard Specifications and these Special Provisions. All line
pipe and conduit furnished by Contractor shall conform to the following:
4.2.1.1 Steel Line Pipe. All steel line pipe shall be Grade B,
seamless, of the sizes and weights specified on the plans.
4.2.1.2 Steel Conduit. All steel conduit shall be a minimum of
the sizes and weights specified oil the plans. Conduit may be
mill reject or serviceable second class line pipe. Mumble shall
be the sole judge as to the serviceability of conduit furnished
by Contractor.
4.2.2 All material, equipment, and labor required to clean, coat and
wrap all line pipe and conduit (except vent pipe), including field joints,
to Iumble's A -1 or A -2 Specification. Vent piping shall be coated with
Plicoflex No. 340 -25 pipeline tape from connections at conduit to
immediately below vent caps.
4.2.3 Neoprene slip -on "S" shaped conduit end seals with stainless steel
bands, insulators and vent caps.
4.2.4 Labor and equipment- required to excavate and /or bore roadway and
to backfill and compact all excavations to the satisfaction of Humble and
Texas Highway Department representatives.

11 .2.5 Lahor.'aud ugi;ipment required to properly mark and protect
job sites from traffic and livu:;Cock.
4.2.6 Pumping and well point equipment, if required.
4.2.7 Labor, material and equipment to construct compacted shell
all weather detours around construction sites if conduit is installed
by open ditch method rather than boring.
4.2.8 Labor, material and equipment- to out concrete roadway.and to
repair same in accordance with Texas Highway Department specifications
if conduit is installed by open ditch method.
5. SPECIAL CONSTRUCTION P.EQUIREM NTS S METHODS.
5.1 Construction Methods.
5.1.1 Installation of the crossings may be accomplished by either the
open ditch method or the boring method. It- is therefore requested that
bid proposals be submitted for each of the two named methods.
5.1.2 Humble shall have the option of cahich of the two installation
methods shall be employed and shall award the contract with this
stipulation.
5.2 Construction Requirements.
5.2.1 No work will be performed within the highway right -of -way on
Sunday.
5.2.2 The Senior Maintenance Foreman shall be notified by the Contractor
at least two days (48 hours) prior to actual starting of work in order
that he may arrange to have a representative at the jobsite if desired.
5.2.3 If conduit- is to be installed by the open ditch method, approxi-
mately one -half of the highway shall be left open to traffic at all
times or an adequate all weather detour shall be constructed and main-
tained until the crossing has been completed.
5.2.4 Necessary barricades and warning signs shall be provided. Flares
must be used at night and flagmen shall be provided when required.
5.2.5 Any excavation done within the highway right -of -way shall be
backfilled in lifts not exceeding one foot in depth. Each lift shall
be thoroughly compacted before placement of succeeding lifts.
5.2.6 If conduit is installed by the open ditch method, a minimum of ten
inches of compacted flexible base shall be placed in the excavated portion
of the roadbed and the section resurfaced as soon as possible.

5.2.7 Upon completion of installation all :surplus tnaLerial excavated
shall be removed from the right- of -way and all axcavaL'i.ons finished
flush with Lhe surrounding natural ground.
5.2.E If conduit- is installed by boring,Lhe diameter of the bore
shall be the minimum possible to allow passage of Lhe conduit.
5.3 Testing and Plowin. Contractor shall. hydrostatically all new piping
installed by him at Lhe following pressures.
5.3.1 500 psi Hydrostatic Test-.
6 -5/8" O.D. road crossing section between tie-in points to
existing pipeline.
5.3.2 1500 psi Hydrostatic Test.
4i" O.D. road crossing section between tie -in points to
existing pipeline.
5.3.3 All tie -in welds shall be radiographically inspected.
5.3.4 Road crossing sections shall be bloom clean with compressed air
at the conclusion of successful hydrostatic tests.
6. BASIS OP PAY3V%NT, t, ,
6.1 Contractor's unit bid prices for the installation of conduit shall
include the costs of conduit, conduit coating, conduit end seals, insulators,
vent piping, vent caps and all labor, equipment and transportation required
to install the conduit by either the open ditch or boring methods.
6.2 Contractor's unit bid prices for the installation of line pipe shall
include the cost of pipe,•pipe coating, hydrostatic testing, tie -in connections,
cutting and capping of existing pipeline section to be abandoned in place
and all labor, equipment and transportation required to install the line pipe.
