NAVAL AIR STATION; DETERMINING AND FIXING THE PORTION OF SAID COSTS TO BE PAID AND ASSESSED AGAINST ABUTTING PROPERTY, THE PORTION TH.EREbF TO BE PAID BY THE CITY OF CORPUS CHRISTI; DETERMINING THE NECESSITY OF LEVYING AN ASSESSMENT AGAINST SAID ABUTTING PROPERTY; ORDERING AND SETTING A HEARING To BE HELD NOy�MBER 1�, �, ATE 00 O'CLOCK P.F1., TO GIVE NOTICE OF SAID HEARING AS REQUIRED BY THE LAWS OF THE STATE OF TEXAS AND THE CHARTER OF THE CITY OF CORPUS CHRISTI; AND DECLARING AN EMERGENCY. WHEREAS, HERETOFORE ON THE J_3_ DAY OF OCTOBER , 1971 , THE CITY COUNCIL BY ENACTMENT OF ORDINANCE NO. DETERMINED THAT IT WAS NECESSARY TO- IMPROVE THE FOLLOWING BY PAVING: N.A.S. DRIVE, FROM PARK ROAD 22 TO THE SOUTH GATE OF THE U. S. NAVAL AIR STATION; AND WHEREAS, BY THE TERMS OF SAID ORDINANCE, SPECIFICATIONS WERE ORDERED TO BE MADE BY THE DIRECTOR OF ENGINEERING SERVICES, FOR THE IMPROVEMENT OF THE AFORESAID STREETS, WITHIN THE LIMITS DEFINED, AS PRO- VIDED BY SAID ORDINANCE; AND WHEREAS, THE SAID SPECIFICATIONS HAVE BEEN PREPARED AND ARE NOW SUBMITTED TO THE CITY COUNCIL FOR APPROVAL AND ADOPTION; AND WHEREAS, THE CITY COUNCIL OF THE CITY OF CUPUS CHRIS74 IS OF THE OPINION. THAT IT IS NECESSARY TO LEVY AN ASSESSMENT AGAINST THE PROPERTY AND THE OWNERS THEREOF ABUTTING UPON THE AFORESAID STREETS, WITHIN THE LIMITS DEFINED, AND AGAINST STREET AND RAILWAY COMPANIES WHOSE TRACKS OCCUPY SAID STREET, IF ANY, FOR A PART OF THE COST OF IMPROVING SAID STREET, FIXING A TIME FOR THE HEARING OF THE OWNERS OF SAID PROPERTY, AND THE SAID RAILWAY COMPANIES, CONCERNING THE SAME, AND DIRECTING THE CITY SECRETARY TO GIVE NOTICE OF SAID HEARING, AS REQUIRED BY LAW; AND 10509 WHEREAS, THE CITY COUNCIL HAS HERETOFORE BY ORDINANCES ORDERED THE IMPROVEMENTS OF THE STREET AND PORTIONS ENUMERATED ABOVE. ANY EXISTING CURBS OR GUTTERS IN PLACES MEETING THE SPECIFICATIONS SET BY THE CITY COUNCILS OR WHICH CAN BE UTILIZED; SHALL BE LEFT IN PLACES IF ANY AND CORRESPOND114G CREDITS TO THE PROPERTY OWNERS SHALL BE ALLOWED ON THE ASSESSMENTS; AND WHEREAS, THE DIRECTOR OF ENGINEERING SERVICES OF THE CITY OF CORPUS CHRISTI HAS, IN ACCORDANCE WITH THE LAW, FILED HIS REPORT WITH THE CITY COUNCIL] SETTING FORTH THE PARTICIPATION BY THE RAILWAY COMPANIES AND STREET RAILWAY COMPANIES, IF ANY AND THE PROPERTY OWNERS, IN THE COST THEREOF, TOGETHER WITH THE NAMES OF THE OWNERS AND THE DESCRIPTION OF SAID PROPERTY AND THE WORK TO BE DONE ADJACENT THERETO) AND THE AMOUNT TO BE ASSESSED AGAINST EACH LOT OR PARCEL AND ITS OWNER AND ALL OTHER MATTERS REQUIRED BY THE APPLICABLE LAW: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE SPECIFICATIONS SO PRESENTED TO THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI BY THE DIRECTOR OF ENGINEERING SERVICES AND PREPARED BY HIM FOR THE IMPROVEMENT OF THE AFORESAID STREETS, WITHIN THE LIMITS SET FORTH, HAVING BEEN CAREFULLY CONSIDERED BY THE CITY COUNCIL] BED AND THE SAME ARE HEREBY, APPROVED AND ADOPTED AS THE SPECIFI- CATIONS FOR THE IMPROVEMENT OF SAID STREETS HEREINABOVE ENUMERATED WITHIN THE LIMITS DEFINED. SECTION 2. THAT THE CITY SECRETARY BED AND HE IS HEREBY, INSTRUCTED TO ADVERTISE FOR SEALED BIDS FOR THE CONSTRUCTION OF THE IMPROVEMENTS CALLED FOR BY THIS ORDINANCES SUCH ADVERTISEMENT FOR BIDS TO BE PUBLISHED IN THE CORPUS CHRISTI TIMES, THE OFFICIAL PUBLICATION OF THE CITY OF CORPUS CHRISTIj WHICH IS A NEWSPAPER OF GENERAL CIRCULATION IN THE CITY OF CORPUS CHRISTI. THE ADVERTISEMENT SHALL BE PUBLISHED AT LEAST ONCE IN EACH WEEK FOR TWO (2) CONSECUTIVE WEEKS. DRIVE FROM PARS ROAD 22 TO THE SOUTH GATE OF THE U.S. N.A.S. This project is described as State Highway 358. The construction will consist of excavations to permit the installation of pavement, 6" curbs, and gutters in accordance with the Texas Highway Department plans. Also to be installed are reinforced concrete driveways 4' wide, reinforced concrete walks, and header curbs. The pavement portion of the project will be the responsibility of the State Highway Department. The drainage right -of -way, utilities, and concrete work will be the City's portion. The assessment rates have been tabulated in accordance with the assessment ordinance by using the unit prices received on the low bid submitted by Heldenfels. These rates have been applied to the abutting property owners and the assessments have so been calculated. Only that portion of the work in which the City is participating has been assessed to the property owners. The rates are as follows: Curb and Gutter $2.61/L.F. Header Curb 3.20/L.F. Sidewalk .57/S.F. Concrete Driveways 8626/S.Y. Asphalt Drive 3 :419/S.Y.
