HomeMy WebLinkAbout10548 RES - 11/03/1971A RESOLUTION AUTHORIZING APPLICATION FOR FINANCIAL ASSISTANCE FROM THE BUREAU OF OUTDOOR RECREATION THROUGH THE STATE PARKS AND WILDLIFE DEPARTMENT FOR RENOVATION OF THE OLD OSO BRIDGE AND FOR CONSTRUCTION OF BOAT LAUNCHING RAMP AT THE BRIDGE, FOR PUBLIC OUTDOOR RECREATIONAL PURPOSES; CERTI- FYING THE ELIGIBILITY OF THE CITY OF CORPUS CHRISTI TO RECEIVE FINANCIAL ASSISTANCE, DESIGNATING THE CITY MANAGER AS THE RESPONSIBLE OFFICER FOR THE CITY OF CORPUS CHRISTI FOR THE PROJECT, AND DESIGNATING THE FINANCE DIRECTOR AS FISCAL OFFICER FOR THE CITY FOR THE PROJECT; AND DECLARING AN EMERGENCY. WHEREAS, THE CITY OF CORPUS CHRISTI 15 A MUNICIPAL CORPORATION, A HOME RULE CITY AND A POLITICAL SUBDIVISION OF THE STATE OF TEXAS AND IS p � AUTHORIZED BY ARTICLE 6O81R, V.A.C.S., TO APPLY TO THE STATE PARKS AND WILDLIFE DEPARTMENT FOR FEDERAL FINANCIAL ASSISTANCE IN PLANNING, DESIGNAT- ING AND DEVELOPING PUBLIC OUTDOOR RECREATION AREA; AND WHEREAS, A PLAN FOR THE DEVELOPMENT OF THE OLD 050 BRIDGE AS A FISHING PIER AND FOR CONSTRUCTION OF A BOAT LAUNCHING RAMP HAS BEEN PREPARED; AND WHEREAS, THE CITY COUNCIL DESIRES TO DESIGNATE THE CITY MANAGER AS THE RESPONSIBLE OFFICER -OR THE CITY FOR THE*PROJECT; AND WHEREAS, THE CITY COUNCIL DESIRES TO DESIGNATE THE DIRECTOR OF FINANCE OF THE CITY OF CORPUS CHRISTI AS THE FISCAL OFFICER FOR THE PROJECT: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT IT IS HEREBY DETERMINED THAT THE CITY OF CORPUS CHRISTI IS ELIGIBLE TO RECEIVE FEDERAL FINANCIAL ASSISTANCE THROUGH THE PARKS AND WILDLIFE DEPARTMENT OF THE STATE OF TEXAS FOR THE PLANNING, ACQUIRING AND AND DEVELOPING OF PUBLIC OUTDOOR RECREATION AREA. SECTION 2. THAT THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI IS HEREBY DESIGNATED AS THE RESPONSIBLE OFFICER FOR THE CITY FOR THE AFORESAID PROJECT, SAID OFFICE NOW BEING HELD BY R. MARVIN TOWNSEND. SECTION 3. THERE IS HEREBY DESIGNATED AS FISCAL OFFICER FOR THE CITY FOR THE SAID PROJECT THE DIRECTOR OF FINANCE OF THE CITY OF CORPUS CHRISTI, WHICH OFFICE IS PRESENTLY HELD BY HAROLD F. ZICK. SECTION 4. THE OLD OSO BRIDGE IS HEREBY DEDICATED AND DESIGNATED FOR PUBLIC OUTDOOR RECREATIONAL PURPOSES. cIr SECTION 5. THE NECESSITY AND URGENCY FOR IMMEDIATE APPLICATION FOR FEDERAL FINANCIAL ASSISTANCE THROUGH THE PARKS AND WILDLIFE DEPARTMENT OF THE STATE OF TEXAS AS AUTHORIZED BY ARTICLE 6081R, V.A.C.S., AS PROMPTLY AS POSSIBLE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLU- TION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THAT SUCH CHARTER RULE BE SUSPENDED, AND THAT THIS RESOLUTION BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO RESOLVED, THIS THE ,3 ttP DAY OF NOVEMBER, 1971.
