HomeMy WebLinkAbout10570 ORD - 11/17/1971HG: 1KHaS -11 -71 AN ORDINANCE + AMENDING THE CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, BY AMENDING SECTION 21 -131 (A) SO AS TO DELETE SUBSECTION 3 THEREFROM; AMENDING SECTION 21 -131 (B) SO AS TO AMEND, REVISE AND/OR RE -ADOPT PROVISIONS FOR PARKING ON THE STREETS HEREINAFTER DESCRIBED, AS RELATES TO METER ZONE NO. 2; AMENDING SECTION 21 -131 50 AS TO ADD A NEW SUBSECTION (E) PROVIDING FOR METER ZONE 6 AND PROVIDING FOR PARKING ON THE HEREINAFTER DESCRIBED STREETS, LIMITED TO THIRTY MINUTES UPON DEPOSIT OF FIVE -CENT COIN, ONE HOUR UPON DEPOSIT OF TEN CENTS, AND TWO HOURS UPON DEPOSIT OF FOUR FIVE -CENT COINS, TWO DIME COINS OR ONE QUARTER COIN; AMENDING SECTION 21 -131 (D) 50 AS TO DELETE SUBSECTION 2 THEREFROM; AMENDING SECTION 21 -131 SO AS TO ADD A NEW SUBSECTION (F) PROVIDING FOR METER ZONE 7 AND PROVIDING FOR PARKING ON CERTAIN STREETS, MORE FULLY DESCRIBED HEREINAFTER, LIMITED TO FIFTEEN MINUTES UPON THE DEPOSIT OF FIVE -CENT COIN, AND THIRTY MINUTES UPON 1HE DEPOSIT OF TEN CENTS; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR SEVER - ABILITY; PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY. + ti BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT SECTION 21 -131 (A) OF THE CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, BE AND THE SAME IS HEREBY AMENDED BY DELETING SUBSECTION 3 THEREOF. SECTION 2. THAT SECTION 21 -131 (B) OF THE CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, BE AND THE SAME IS HEREBY AMENDED TO HEREAFTER READ AS FOLLOWS: "(B) METER ZONE No. 2 IS ESTABLISHED IN WHICH PARKING SHALL BE LIMITED TO ONE HOUR UPON THE DEPOSIT OF A FIVE -CENT COIN IN A ONE -HOUR METER, AND TO TWO HOURS UPON THE DEPOSIT OF TWO FIVE -CENT COINS IN A TWO- HOUR METER, BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M. ON ANY DAY, EXCEPT SUNDAYS AND HOLIDAYS OFFICIALLY SET BY THE CITY COUNCIL, AND EXCEPT SATURDAY AFTERNOON, UPON THE FOLLOWING STREETS: 1. BLUCHER STREET, FROM UPPER BROADWAY TO CARANCAHUA STREET. 2. CARANCAHUA STREET, FROM LIPAN STREET TO COMANCHE STREET. 3. CHAPARRAL STREET, IN THE 100 BLOCK THEREOF ON THE EAST SIDE OF THE STREET, FOR 6 PARKING SPACES EXTENDING SOUTHWARD FROM t� LAGUNA STREET. 4. COMANCHE STREET, NORTH SIDE, FROM CARANCAHUA STREET TO TANCAHUA STREET. ' 5. LEOPARD STREET, FROM NORTH CARRIZO STREET TO SAM RANKIN STREET. 6. LIPAN STREET, FROM UPPER BROADWAY TO TANCAHUA STREET. 7. NORTH STAPLES STREET, FROM LEOPARD STREET TO ANTELOPE STREET. 10570 8. SOUTH STAPLES STREET, FROM KINNEY AVENUE TO ALAMEDA STREET. 9.. SOUTH STAPLES STREETS EAST SIDE OF THE 1600 BLOCK, FIRST 8 PARKING SPACES NORTH OF ALAMEDA STREET. 10. CHAPARRAL STREET, WEST SIDE, FROM PEOPLES STREET TO SCHATZEL STREET. 11. MESQUITE STREETS EAST SIDES FROM PEOPLES STREET TO SCHATZEL STREET. 12. SCHATZEL STREET, NORTH SIDES FROM CHAPARRAL STREET TO MESQUITE STREET." SECTION 3. THAT SECTION 21 -131 OF THE CORPUS CHRISTI CITY CODE, 1958, AS AMENDED] BE AND THE SAME IS HEREBY AMENDED TO ADD A NEW SUBSECTION (E) TO HEREAFTER READ AS FOLLOWS: - "(E) METER ZONE 6 IS ESTABLISHED IN WHICH PARKING SHALL BE LIMITED TO THIRTY MINUTES UPON DEPOSIT OF A FIVE -CENT COINS ONE HOUR UPON DEPOSIT OF TWO FIVE -CENT COINS OR ONE DIME COIN, AND TWO HOURS UPON DEPOSIT OF FOUR FIVE -CENT COINS OR TWO DIME COINS OR ONE QUARTER COIN' BETWEEN THE HOURS OF 8:00 A.M. MESTINA STREET, FROM UPPER N. BROADWAY TO NORTH CARANCAHUA STREET. 8. NORTH TANCAHUA STREET,-FROM MESTINA STREET TO BUFFALO STREET. 9. NORTH CARANCAHUA STREET: FROM LIPAN STREET TO BUFFALO STREET. 10. UPPER BROADWAY FROM MESQUITE TO WINNEBAGO STREETS EXCEPT THAT PORTION DESCRIBED IN METER ZONE 7. ij. 700 BLOCK OF MIDDLE BROADWAY." SECTION 4. THAT SECTION 21 -131 (D), CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, BE AND THE SAME IS HEREBY AMENDED TO DELETE SUBSECTION 2 THEREOF. ..� -2- L SECTION 5. ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH SHALL BE AND ARE HEREBY REPEALED TO THE EXTENT OF CONFLICT HEREWITH. SECTION 7. IF FOR ANY REASON ANY SECTION, PARAGRAPH, SUBDIVISION, CLAUSE, PHRASE, OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALID BY FINAL JUDGMENT OF A COURT OF COMPETENT JURISDICTION, IT SHALL NOT AFFECT ANY VALID PROVISIONS OF THIS OR ANY OTHER ORDINANCE OF THE CITY OF CORPUS CHRISTI TO WHICH THESE RULES AND REGULATIONS RELATE. SECTION 8. PUBLICATION SHALL BE MADE ONE TIME IN THE OFFICIAL PUBLICATION OF THE CITY OF CORPUS CHRISTI, BY PUBLISHING THE CAPTION OF THIS ORDINANCE, STATING IN SUBSTANCE THE PURPOSE OF THE ORDINANCE. SECTION 9. THE NECESSITY TO IMMEDIATELY ADOPT THE PROVISIONS HEREINABOVE SET FORTH IN ORDER TO MAINTAIN AT ALL TIMES A COMPREHENSIVE TRAFFIC ORDINANCE FOR THE CITY OF CORPUS CHRISTI CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING -3- DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE AND PUBLICATTII.OLN,,IT IS ACCORDINGLY SO ORDAINED, THIS THE /b DAY OF DiAP�) , 1971• ATTEST: 6 O c CITY SECRETA7Y % M YOR (i// THE CITY OF C U CHRISTI, TEXAS APPROVED: 1� DAY OF NOVEMBER 1971: C Y ATTORNEY ' CORPUS CHRISTI, TEXAS /�/ 14 74b DAY OF P�"'� -` j �9 /!
