RESOLUTION
RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION
FOR LOW-RENT PUBLIC HOUSING BY THE HOUSING AUTHORITY OF
CORPUS CHRISTI TO THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT; AND DECLARING AN EMERGENCY.
WHEREAS, it is the policy of this locality to eliminate sub-
standard and other-inadequate housing, to prevent the spread of slums
and blight, and to realize as soon as feasible the goal of a decent home
in a suitable living environment for all of its citizens; and
WHEREAS, the United States Housing Act of 1937, as amended
provides that there shall be local determination of need for low -rent
housing to meet needs not being adequately met by private enterprise; and
WHEREAS, the Housing Authority of the City of Corpus Christi,
Texas (herein called the "Local Authority ") is a public housing agency and
is applying to the Department of Housing and Urban Development for the devel-
opment of low -rent housing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. There exists in the City of. Corpus Christi, Texas a

need for such low -rent housing at rents within the means of low- income
families.
SECTION 2. The application of the Local Authority to the Depart-
ment of Housing and Urban Development for low -rent housing projects not to
exceed approximately 300 dwelling units is hereby approved.
SECTION 3. The necessity to immediately approve the aforesaid
application for low -rent housing projects in the City of Corpus Christi
creates a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution'shall
be passed finally on the date of its introduction and that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor having declared that such emergency and necessity exist,
having requested the suspension of such Charter rule, and that this
resolution be passed finally on the date of its introduction and take

effect and be in full force and effect from and after its passage, IT
IS ACCORDINGLY SO PASSED AND APPROVED, this the 6fW —day of December,
1971.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
