AN ORDINANCE
ACCEPTING THE DESIGNATION BY THE TEXAS LIBRARY AND
HISTORICAL COMMISSION, SSION, UNDER THE LIBRARY SYSTEMS
ACT, 1969, HOUSE BILL 260, ACTS 1g6g, 61ST LEGIS-
LATURE, OF THE CITY OF CORPUS CHRISTI LA RETAMA
PUBLIC LIBRARY AS A MAJOR RESOURCE CENTER WITHIN
THE MEANING OF SAID ACT; DESIGNATING THE CHAIRMAN
OF THE LA RETAMA LIBRARY BOARD AS CITY'S LAY REP-
RESENTATIVE TO THE SYSTEM ORGANIZATIONAL MEETING;
ASSUMING THE POWERS AND DUTIES AS MAJOR RESOURCE
CENTER HEADING THE SYSTEM DISTRICT NO. 4 AND DE-
FINING THE SERVICE AREA THEREIN, ANNEXING EXHIBITS
"A" AND "B" HERETO; DESCRIBING THE SERVICES TO BE
RENDERED BY THE CITY'S MAJOR RESOURCE CENTER TO THE
LIBRARIES IN SAID DISTRICT; DECLARING SEVERABILITY;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THE CITY OF CORPUS CHRISTI HEREBY ACCEPTS THE DESIGNA-
TION BY THE TEXAS LIBRARY AND HISTORICAL COMMISSION, UNDER THE LIBRARY SYSTEMS
ACT, 1969 (HOUSE BILL 260, ACTS 1g6g, 61ST LEGISLATURE), OF THE SAID CITY'S
LA RETAMA PUBLIC LIBRARY AS A MAJOR RESOURCE CENTER WITHIN THE MEANING OF
SAID ACT.
SECTION 2. THE CHAIRMAN OF THE LA RETAMA LIBRARY BOARD IS HEREBY
DESIGNATED THE CITY'S LAY REPRESENTATIVE OF SAID CITY AND LIBRARY TO THE
SYSTEM ORGANIZATIONAL MEETING AND TO THE ADVISORY COUNCIL.
SECTION 3. THE LA RETAMA PUBLIC LIBRARY, A MUNICIPAL LIBRARY OF
THE CITY OF CORPUS CHRISTI, IS HEREBY DIRECTED TO ASSUME THE POWERS AND DUTIES
AS MAJOR RESOURCE CENTER HEADING THE SYSTEM DISTRICT NO. 4, AS DELINEATED BY
THE TEXAS LIBRARY ASSOCIATION. PRESENTLY QUALIFIED SYSTEM MEMBERS IN SAID
DISTRICT ARE LISTED IN EXHIBIT "A ", ANNEXED HERETO AND BY THIS REFERENCE
MADE A PART HEREOF. THE SERVICE AREA OF DISTRICT NO. 4 INCLUDES THOSE
COUNTIES, AND WITHIN WHICH ALL OF SAID MEMBERS ARE SITUATED, LISTED IN
EXHIBIT "B ", ANNEXED HERETO AND BY THIS REFERENCE MADE A PART HEREOF.
SECTION 4. THE SERVICES TO BE PERFORMED BY SAID CITY LIBRARY AS
A MAJOR RESOURCE CENTER FOR SAID DISTRICT ARE THOSE DESCRIBED IN SUCH
LIBRARY'S APPLICATION FOR MAJOR RESOURCE CENTER GRANT, SIGNED AND TRANSMITTED
TO THE STATE LIBRARY OCTOBER 28, 1971, FOR LIBRARY SERVICES AND CONSTRUCTION
ACT TITLE I GRANT, AND IN THE SAID CITY LIBRARY'S APPLICATION FOR LIMITED
LIBRARY SYSTEMS 1972 GRANT IN THE SUM OF $3,837.50, TO WHICH REFERENCE IS
HEREBY MADE FOR ALL PURPOSES. GENERALLY, AS A MAJOR RESOURCE CENTER, CORPUS
CHRISTI WILL CONCENTRATE ON CONTINUED ENRICHMENT OF ITS BOOK COLLECTION TO
BETTER SERVE AS AN AREA RESOURCE, PARTICIPATE IN THE STATEWIDE COMMUNICATION
NETWORK, AND PROVIDE REFERENCE, REFERENCE REFERRAL, AND CONSULTING SERVICES,
IN ADDITION TO WORKSHOP TRAINING. ADDITIONALLY, A PLAN OF SERVICE PROMOTION
THROUGH A SPECIFIC PROGRAM OF PUBLIC RELATIONS AND PUBLICITY FOR SYSTEM MEM-
BERS WILL BE CONDUCTED WITH THE 1972 LIBRARY SYSTEMS GRANT.
SECTION 5. IF FOR ANY REASON ANY SECTION, PARAGRAPH, SUBDIVISION,
CLAUSE, PHRASE, OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALID BY FINAL
JUDGMENT OF A COURT OF COMPETENT JURISDICTION, IT SHALL NOT AFFECT ANY VALID
PROVISIONS OF THIS OR ANY OTHER ORDINANCE OF THE CITY OF CORPUS CHRISTI TO
WHICH THESE RULES AND REGULATIONS RELATE.
SECTION 6. THE NECESSITY FOR FINAL PASSAGE AND SUBMISSION OF THIS
ORDINANCE TO THE TEXAS LIBRARY AND HISTORICAL COMMISSION BY JANUARY 6, 1972,
CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE
SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE
PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND
THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING
REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE
PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN
FULL FORCE AND EFFECT FROM AND AFTERO PASSAGE, IT IS ACCORDINGLY SO
