HomeMy WebLinkAbout10723 ORD - 02/23/19722- 22 -72:js ORDINANCE FINDING THAT A SUBSTANTIAL SHORTAGE OF HOUSING EXISTS IN THE CITY OF CORPUS CHRISTI, TILAT THERE Ala; NUMEROUS BLIGHTED, DRTEP,IORA'Tl:D BUILDINGS IN NNIGHBOR1100D AREAS; THAT Tlll: COMMUNITY RENEWAL PROGRAM OF TIIE CITY OF CORPUS CHRISTI, TEXAS, CURRENTLY FUNDED UNDER SECTION 103(D) OF ThE HOUSING ACT OF 1949, AS AMENDED, AND THAT WI1TI THIS APPLICATION AND ALL SU13SLQUENT ONES, TO BE FUNDED UNDER SECTION 701 OF THE HOUSING ACT OF 1954, AS AMENDED, THE RULES AND REGULATIONS, THEREUNDER, AND BY CONTRACT AND GRANT 1•L1DF,, PURSUANT THERETO, SHALL AFFORD VERY SIGNIFICANT IMPROVE,•L?NT IN THE CITY'S HOUSING AND RELATED PROBLEMS, AND SERVE THE PUBLIC AUTHORIZING THE CITY MANAGER TO SIGN THE GENERALIZED APPLICATION FOR PLANNING AND MANAGEMENT ASSISTANCE GRANT AND AMENDMENTS THERETO AND OTHER REQUIRED DOCUMENTS PURSUANT TO SAID HOUSING ACT; AUTHORIZING AND APPROVING THE APPLICATION FOR $120,156.FOR FISCAL YEAR 1972 -1973 TO ASSIST IN FINANCING A COMMUNITY RENEWAL PROGRAM UNDER SAID HOUSING ACT; AND DECLARING AN EMERGENCY. WHEREAS, it is the finding of the City Council of the City of Corpus Christi, Texas, that there is a substantial shortage of habitable housing within the City; and WHEREAS, it is the finding df the said City Council that there are numerous blighted and deteriorated buildings, neighborhoods and areas within the City; and WHEREAS, it is the finding of the said City Council that the Com- munity Renewal Program of the City of Corpus Christi, Texas, currently funded under Section 103(D) of the Housing Act of 1949, as amended, and with this application and all subsequent ones, to be funded under section 701 of the housing Act of 1954, -as amended, the rules and regulations thereunder, and by contract and grant made pursuant thereto, shall afford very significant improvement in the City's housing and related problems, and would substantially serve the public interest and advance the public safety, health, and welfare; and WHEREAS, it is the finding of the said City Council that said application, upon approval and implementation, would afford very significant improvement in the City's Housing and related problems, and would substantially serve the public interest and advance the public safety, health, and welfare; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: 1, That the City Manager of the'City of Corpus Christi, Texas, is hereby authorized to sign, execute and transmit to the Department of Housing and Urban Development for and in behalf of the City, the 10723 - 2 - Generalized Application for Planning and Management Assistance Grant, and amendments and additions pursuant thereto, if any, and all other documents required in support of said application, under the provisions of Section 701 of the Housing Act of 1954, as amended, and rules and regulations thereunder, 2. That the filing of an application by the City of Corpus Christi for a grant under Section 701 of the Housing Act of 1954, as amended, in an amount not to exceed $120,156 for the fiscal year 1972 -1973, to assist in financing the preparation of a Community Renewal Program for -the Locality is hereby authorized and approved; 3. The necessity to authorize the City Manager to execute the aforesaid application in order to continue this program at the earliest possible date, creates a public emergency and imperative public necessity requiring the suspension of the Charter Rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter Rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage and pu lication, IT IS ACCORDINGLY SO ORDAINED, this the day of 72, V The City of Corpy/Cvisti, Texas CORPUS CHRISTI, TEXAS 02 � DAY 0 , 1972- dr TO THE MEMBERS OF THE CITY COUNCIL CORPUS CHRISTI, TEXAS FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN- SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE, REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI- NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE CITY COUNCIL. =R EC TFUL Y, V 0 OR THE CITY OF CO CHRISTI, TEXAS THE CHARTER RULE WAS SUSPENDED BY THE FOLLOWING VOTE: RONNIE SIZEMORE CHARLES A.
