AN ORDINANCE
AMENDING ORDINANCE NO. 8848 BY AMENDING SECTION 2
THEREOF SO AS TO AUTHORIZE THE ASSISTANT DIRECTOR
OF FINANCE AND THE CHIEF ACCOUNTANT, IN ADDITION TO
THE CITY MANAGER AND DIRECTOR OF FINANCE, TO EXECUTE
RELEASE OF LIENS AFTER PAYMENT OF THE INDEBTEDNESS
REPRESENTED BY SUCH LIEN; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 8848, passed and approved by the
City Council on the 24th day of April, 1968, be and the same is hereby
amended by amending Section 2 to hereafter read as follows:
"Section 2. The Director of Finance is hereby directed to
provide a form of certificate which will recite the pertinent facts
pertaining to the indebtedness, the release of which is desired from
the City, providing on such form a space for the signature of the City
Manager, the Director of Finance, the Assistant Director of Finance,
or Chief Accountant, whichever the case may be, to evidence the fact that
he has executed a release thereof. The Director of Finance shall keep
such certificate on file as a part of the records of the Finance Department."
SECTION 2. The necessity to immediately enact the hereinabove
provisions to enable more efficient operation of the City affairs by pro-
viding for additional alternate signatures of authorized personnel of the
City in releasing liens after payment of the indebtedness represented by
such lien creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordi-
nance or resolution shall be read at three several meetings of the City
Council, and the Mayor having declared such emergency and necessity
exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
