AN ORDINANCE
DECLARING AN END TO THE STATE OF CIVIL EMERGENCY
HERETOFORE EXISTING IN THE CITY OF CORPUS CHRISTI
AS A RESULT OF HURRICANE CELIA AND CLARING THAT
v / THE REHABILITATION AND REST TIO OF PROPERTY
DAMAGED BY HURRICANE CELIA TO B SUBSTANTIALLY
COMPLETE, EXCEPTING THE CITY MOBILE HOME PROGRAM-AT
CABANISS FIELD; PROVIDING SEVERABILITY; PROVIDING
NOTICE AND PUBLICATION; AND DECLARING AN EMERGENCY.
WHEREAS, a state of civil emergency has heretofore existed in the
City of Corpus Christi as a result of Hurricane Celia; and
WHEREAS, the City Council of the City of Corpus Christi has
'heretofore declared such a state of emergency; and
WHER S, said emergency has ceased to exist except at the City
Mobile Home Program at Cabaniss Field; and
WHEREAS, the terms of Ordinance No. 9884, passed and approved by
the City Council on August 12, 1970, and Ordinance No. 9895, passed and

approved by the City Council on August 19, 1970, and Ordinance No. 9970,
passeLd approved by the City Council on October 28, 1970, make necessary
an ordinance declaration that the rehabilitation and restoration of property
damaged by Hurricane Celia to be substantially complete:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the state of civil emergency heretofore existing
in the City of Corpus Christi as a result of Hurricane Celia is declared to
be ended and it is hereby declared by the City Council that the rehabilita-
tion and restoration of property damaged by Hurricane Celia is substantially
complete.
SECTION 2. That the City Mobile Home Program at Cabaniss Field
is hereby exempted from the terms, condition and declarations of this
ordinance.
SECTION 3. If for any reason any section, paragraph, subdivision,
clause, phrase, or provision of this ordinance shall be held invalid by
final judgment of a court of competent jurisdiction, it shall not affect
any valid provisions of this or any other ordinance of the City of Corpus
Christi to which these rules and regulations relate.

SECTION 4. Notice of the passage of this ordinance shall be
given as provided by Art. 5890e, V.A.C.S., Texas, and by one publication of
a statement of its substance in the official newspaper.
SECTION 5. The necessity to declare an end to the state of
civil emergency heretofore existing in the City of Corpus Christi as a
result of Hurricane Celia creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its intro-
duction but that such ordinance or resolution shall be read at three several
,meetings of the City Council .,;and,,the,�14yor,having declared such emergency
and necessity to exist, and having requested the suspension of the Charter
rule and that this ordinance be passed finally on the date of its intro-
duction and take effect and be in full force and effect from and after its
passage and publication,'IT IS ACCORDINGLY SO ORDAINED, this the /�,/

SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
