HomeMy WebLinkAbout10752 ORD - 03/15/1972IrHG:jkh:3 -14 -72 AN ORDINANCE AUTHORIZING THE CITY MANAGEk TO ENTER INTO A CONTRACT WITH BROOKS - FERGUSON AND ASSOCIATES FOR THE PROPER PLANNING AND CONTROL FOR SUCCESSFUL DEVELOPMENT OF THE CORPUS CHRISTI LAW ENFORCEMENT INFORMATION SYSTEM IN ACCORDANCE WITH THE ATTACHED EXHIBIT "A ", INCORPORATED HEREIN BY REFERENCE THE SAME AS IF WRITTEN HEREIN; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be, and he is hereby, authorized and directed, for and on behalf of the City of Corpus Christi, to enter into a contract with Brooks - Ferguson Associates for the proper planning i and control for successful development of the Corpus Christi Law Enforcement Information System in accordance with the attached Exhibit "A ", incorporated herein by reference the same as if written herein. SECTION 2. The necessity to provide proper planning and control for successful development of the Corpus Christi Law Enforcement Information System creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolu- tion shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read "at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally onthe date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED,.this the/&Cday of March, 1972. ATTEST: c Cit Secret ry MAYOR THE CITY OF CORP61RISTI, TEXAS APPROVED: /DAY OF MARCH, 1972: Aaac-i y Attorney I 10752 THE STATE OF TEXAS X COUNTY OF NUECES X WHEREAS, the City has a grant to develop the Corpus Christi Law Enforcement Information System from the Texas Criminal Justice Council; and WHEREAS, said grant is for the development of a major systems project and as such requires proper planning and control for its success- ful development; and WHEREAS, Brooks - Ferguson & Associates is well qualified to . provide the aforesaid proper planning-and control for successful develop- ment of said project as shown in the attached Exhibit "A ", which is made a part hereof the same as if written herein: NOW, THEREFORE, for and in consideration of the payments and undertakings stated herein, the City of Corpus Christi, hereinafter called "City ", and Brooks - Ferguson & Associates, hereinafter called "Contractor ", do agree, covenant and contract and bind the respective parties as follows: I The City agrees to pay Contractor, upon receipt of a properly verified bill, a sum equal to the amount of said monthly invoice. Said invoice shall cover the amount of hours billed reflecting the time required for proper planning and control of the Corpus Christi Law Enforcement Information-System as such duties are more fully set out herein. While both parries agree that this contract is restricted to the proper planning and control of said project, and upon its completion no further liability shall exist on the part of the City -under this contract in no event may the total of all invoices submitted exceed $19,500. II Contractor agrees to perform proper planning and control of the Corpus Christi Law Enforcement Information System and to submit monthly invoices therefor in accordance with Paragraph I above. Contractor agrees to perform said services in accordance with the letter proposal dated July 19, 1971, as attached hereto, as Exhibit "B ", and as further defined and explained in the Project Control and Project Planning systems narrative attached hereto as Exhibit "C ", both of which exhibits are made a part hereof, the same asif written herein. Contractor agrees to allow, and City agrees to conduct adequate monitoring of the provision of said services, and Contractor further agrees to make any necessary modifications in the provision of said services. Data Processing: - E.D.P. Systems Design: developed new system for a company converting from a manual system to a medium -sized computer for a company in the convenience store industry. - Feasibility Study and Computer Selection: evaluated computer manufacturer's proposals and aided in selection of medium - sized computer configuration for a company in the convenience store industry. - Feasibility Study and Computer Selection - Municipality: in addition to computer selection, prepared an implementation plan, performed general systems design and made personnel and staffing recommendations. - Project Control: developed and monitored an implementation plan for a new computer system. - Documentation Standards: developed custom - tailored system documentation and programming standards for a new computer installation and for an existing installation. Financial Planning: - Designed profit planning system for a company in the food processing business. Also helped develop plan to turn company around. They had lost money the past two years and didn't know why. Analyzed business and developed new strategy that enabled them to show a.profit the next year. - Developed financial and operating projections for company entering food processing business. Developed detailed profit plan for furniture manufacturer. - Reviewed and evaluated an investment in a large ranch, com- mented on various alternatives available to owners. Police Division. This proposal includes both systems analysis and project planning, control and supervisory assistance during the next two years. Of particular importance to the success of this major systems development project, will be the detailed planning and coordination of the efforts of the various groups involved, including the Police Division, City Data Processing Division and the computer vendor. Not to be overlooked is the importance of finalizing,the detailed design of each system and the specifications for each individual computer program before actual pro- gramming begins. These tasks are essential if potential problems are to be identified and resolved at an early stage in the project. Qualifications Mr. Robert P. Brooks, who successfully conducted the initial Systems Planning Study for the Corpus-Christi Police Division, will participate as a member of our consultant project team. His assistance will be invalu- able to the other participants in this project to develop these new computer systems which he helped to define. In addition, Mr. Stanley B. Ferguson's background of almost ten years experience in the p'lanning,analysis,progranmming and management of signifi- cant computer projects will contribute greatly to the project organization and provide the balance and technical experience needed for successful systems development and implementation. Specifically, his service as project manager on the consulting engagement which defined the City's computer requirements provided him with a working knowledge of the City's Data Processing Division and its plans. Consultant Effort Considering the major work steps and timetable planned by the City for this project, our participation would be required to a varying degree depending upon the phase of the project as follows: Consultant Activity Man /Days -- Project Organization 5 -- Training and Orientation 2 -- Supervision of Six Applications 65 - Detail Systems Analysis - Program Specifications - Programming - Testing - Install Equipment - User Training - Conversion - Implementation -- Project Planning and Control 18 -- Project Review 5 Total 95 Man /Days A goal of both the City Police and Data Processing Divisions should be to train City personnel as quickly as possible to maintain the initial systems and play a major supervisory role at the detail level in the development of the remaining applications. This is a very desirable aim, so approximately 75 man /days of consultant effort will be allocated to the first year of the project. The remaining consultant man /days will be expended in the second year when a City Data Processing Division staff member should conceivably be able to assume-more of the project responsi- bility. If a qualified City staff member is not available, additional consultant assistance may be required during the second year of the project and can be defined at that time. Mr. Archie Walk r July 19, 1971 Page 3 Consultant Cost The 95 man /days of consultant assistance required to successfully develop and implemenE the Police Division Automated Information System over a two year period, as discussed above,will cost $19,5oo. M is figure includes normal out -of- pocket travel and lodging expenses. Progress bills will be rendered to the City monthly based on actual effort expended at normal hourly billing rates. As the work moves through the development phases more precise estimation is possible. Revised estimation of tasks remaining and reporting of project status is essential to project management. Project Planning Project Planning consists of stating the project scope and objec- tives, defining a statement of work and developing an implementation schedule. The statement of work is defined by dividing the project into major activites and then by breaking down these activities into the basic work A units of tasks and sub - tasks. The amount of effort and skills required to do the work are then estimated. An implementation schedule is i developed by applying the available resources to the estimated work. It is useful to view the Project Planning phase as consisting of four basic elements. These include: 1 Preparation of job guidelines Work definition Planning schedules Approval and turnover to production control The preparation of job guidelines, the first element, is performed at the very outset of the planning process. It is very important that the work to be accomplished by a project be clearly understood and agreed to by top management, the user organization, and the systems group, before the project begins. Therefore, the project should be carefully described in the form of job guidelines.
