AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH
LOYD W. RICHARDSON CONSTRUCTION CORPORATION FOR THE
CONSTRUCTION OF IMPROVEMENTS FOR CORPUS CHRISTI MARINA -PIER
AND PILING WORK FOR BOAT SLIPS, PROJECT NO. 292 -70 -1;
APPROPRIATING AND REAPPROPRIATING $197,000, OF WHICH
$182,000 IS OUT OF THE NO. 292 MARINA IMPROVEMENTS BOND
FUND, $179,068.58 BEING FOR THE CONSTRUCTION CONTRACT AND
$2,931.42 FOR CONTINGENCIES AND INCIDENTAL EXPENSES, AND
$15,OQ0 IS REAPPROPRIATED OUT OF THE NO. 102 GENERAL
FUND, ACTIVITY 4151, CODE 502, ALL FOR THE CONSTRUCTION
CONTRACT; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be, and he is hereby, authorized
to execute a contract with Loyd W. Richardson Construction Corporation for
the construction of improvements for Corpus Christi Marina, pier and
piling work for boat slips, all as is more fully described in the plans
and specifications and contract documents on file in the office of the City
Secretary, all of which are made a part hereof by reference and according
to the bid of Loyd W. Richardson Construction Corporation, opened on the
5th day of April, 1972, the said bid of Loyd W. Richardson Construction
Corporation being the lowest and most advantageous to the City of Corpus
Christi.
SECTION 2. There is hereby appropriated and reappropriated the
sum of $197,000, of which $182,000 is out of the No. 292 Marina Improvements
Bond Fund, $179,068.58 being for the construction contract and $2,931.42
being for contingencies and incidental expenses, and $15,000 is reappropriated
out of the No. 102 General Fund, Activity 4151, Code 502, all for the
aforesaid construction contract, applicable to Project No. 292 -70 -1.
SECTION 3. The necessity to execute the aforesaid contract and
to appropriate the sums hereinabove set forth at the earliest possible
date in order that construction may be commenced, creates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date
of its introduction and that such ordinance or resolution shall be read
at three several meetings of the City Council, and the Mayor, having
declared such emergency and necessity to exist, having requested the

suspension of the Charter rule and that'this ordinance be passed finally
on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this
