AN ORDINANCE
APPROVING AND PROVIDING FOR THE ACCEPTANCE AND EXECUTION
OF A PROPOSED URBAN PLANNING GRANT AWARD OF $80,000 FROM
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR COMMUNITY
RENEWAL PROGRAM, PROJECT NUMBER CPA- TX -06 -59 -1020, AND
DECLARING AN EMERGENCY.
WHEREAS, Under Section 701 of the Housing Act of 1954, as amended,
the United States of America (herein called the "Government ") has tendered
to the City of Corpus Christi) herein called the ( "Planning Agency ") a
proposed Urban Planning Grant Award under which the Government agrees to
make a Grant to the'Planning Agency to aid in Financing a program, desig-
nated Program No. CPA- TX -06 -59 -1020; and
• WHEREAS, the Planning Agency has given due consideration to said
proposed Grant Award; and
WHEREAS, the Planning Agency, a municipal corporation and body
politic, is duly authorized, under and pursuant to the Constitution and
laws of the State of Texas, to undertake and carry out said Program and to
accept the Grant Award;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI AS FOLLOWS:
SECTION 1. The proposed Award, designated "Comprehensive Planning
Assistance Grant, Program N. CPA-TX- 06 -59- 1020 ", consisting of Parts T. II,
and III, will make an Urban Planning Grant under Section 701 of the Housing
Act of 1954, as amended, to the Planning Agency to aid in financing the
cost of Program No. CPA- TX -06 -59 -1020, situated in Corpus Christi, Texas,
is hereby in all respects accepted.
SECTION 2. The City Manager is hereby authorized and directed to
execute said Grant Award in three counterparts on behalf of the Planning
Agency, and the City Secretary is hereby authorized and directed to impress
and attest the official seal of the Planning Agency, if any, on each such
counterpart and to forward such counterparts to the Department of Housing
and Urban Development, together with such other documents relative to the
acceptance and execution thereof as may be required by the Government.
SECTION 3. The City Manager of this Planning Agency is hereby
authorized to file requisitions, together with necessary supporting

documents with the Government, from time to time as Grant funds are
required, requesting payments to be made to it on account of the Grant
provided for in the Award, and to do and perform all other things and
acts required to be done or performed in order to obtain such payments.
SECTION 4. The Planning Agency agrees to abide by all of the
provisions, terms, and conditions of said Grant Award.
SECTION 5. This Ordinance shall take effect this day of
May, 1972.
SECTION 6. The necessity to authorize the City Manager to execute
the aforesaid Grant Award in order to continue this Program at the earliest
possible date, creates a public emergency and imperative public necessity
requiring the suspension of the Charter Rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such ordi-
nance or resolution shall be read at three several meetings of the City
Council, and the Mayor having declared such emergency and necessity to exist,
and having requested the suspension of the Charter Rule and that this ordi-
nance be passed finally on the date of its introduction and take effect and
be in full force and effect from and after its passage, IT IS ACCORDINGLY,
SO ORDAINED, this the "day of May, 1972.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT 15 INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
