HomeMy WebLinkAbout10914 ORD - 06/14/1972JRR:dp:6 /14/72:lst TEXAS: e AN ORDINANCE AUTHORIZING THE CITY MANAGER TO SUBMIT AN AMENDMENT TO CPA -TX -06 -1020 REQUESTING A FEDERAL GRANT UNDER SECTION 701 OF THE HOUSING ACT OF 1954 AS AMENDED, FOR $50,000 REPRESENTING 75% OF THE TOTAL COST OF PLANNING FOR ANNUAL ARRANGEMENTS; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That the City Manager be and he hereby is authorized to submit an amendment to CPA -TX -06 -1020 requesting a Federal Grant under Section 701 of the Housing Act of 1954, as amended, for $50,000, representing 75% of the total cost of planning for annual arrangements, a copy of which amendment is attached hereto, marked Exhibit "A ", for all pertinent purposes. SECTION 2. The necessity to submit the hereinabove amendment at the earliest possible date, so that this program may proceed without delay creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution shall be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the L-Tz .day of , 1972. OVERALL PROC;R/ffl DESIGN SU MARY .y PROGRAM CATEGORY 100.0: Overall Program Design The first responsibility of the staff of this 701 planning and management project will be to develop an Overall Program Design. The purpose of the Program Design will be to provide an outline of the planning work to be completed in the next three to five years, and a detailed outline of the planning work to be completed in the first year of operation. It will discuss the organization of work elements, the relationships of studies to each other, and the`timing and costs of studies. It is*to be used by staff members and consultants in the performance of work elements. The -development -of -the Overall -Program Design 'is expected 'to require approximately two months for completion. PROGRAM CATEGORY 200.0: Collection of Basic Data The supplementary grant funds will be used to increase management capability by expanding basic data about the City of Corpus Christi. Census data gathered in April of 1970, was outdated in November of 1970, by hurricane Celia. Although figures vary, the Federal Housing Administration's 1971 Analysis of the Corpus Christi, Texas Housing Market estimates that around 2,000 housing units were destroyed in the hurricane. The last land land use and condition of structure survey was done before the Census in 1967. The lack of accurate basic information about land use and condition of structures makes planning and projection of needs difficult. PROGRAM SUBCATEGORY 201.0: Verification of Existing Land Use Data Information on land use in Corptis Christi is stored in the Land Use Data Bank. It is updated using building permits and demolition permits. However, 1 since the last field survey was done before the hurricane,'it is felt tha, the data should be checked by another field survey and updated if necessary. This will be done in conjunction with the condition of structure survey by the staff and two additional surveyors. ,The field survey and transfer of information to the Land Use Data Bank are expected to be completed in approximately four months. PROGRAM SUBCATEGORY 202.0: Condition of Structures Survey for Housing Program and Land Use Data System I The field survey on condition of structures was done in 1967 along with the land use survey. The 1970 census did not classify housing by structural condition, and Hurricane Celia made much of the original field survey obsolete. The only current information available about- housing deterioration is general information from the Neighborhood Improvement Division's 1971 housing conditions maps. Accurate information on housing conditions will be necessary for the completion of a housing program, which is being developed by the Community Renewal Program. The housing study will include a housing market analysis,'a study of housing problems, and a housing program specifying ways of solving housing problems, particularly those of low income and minority groups. PROGRAM CATEGORY 300.0: Annual Arrangements and Capital Improvements Program Planning The staff will engage in planning for annual arrangements funding which will include improving current City processes of: 1) identifying community needs and issues; 2) setting priorities for responding to needs; 3) devel- oping governmental policies; 4) formulating programs to meet needs; 5) im- plementing and evaluating programs; and 6) coordinating proposed programs with counties and State agencies. Included in the planning will be a 2 ;0"_ review of proposedcapiCal expenditures of the Capital Improvements Program to realign them with the priorities determined in the annual arrangements planning. The planning will be coordinated with planning being done by the Planning Department and the Community Renewal Program, as well as other City departments. The study will include an evaluation of the impact of existing 701 planning on community development in Corpus Christi. PROGRAM CATEGORY 400.0: Advanced Planning The advanced planning category comprises both short term studies of specific problems and long range plans which will reflect and implement policy formulation by the executive body of the City. The first year program is comprised of the Bayfront Open Space Utilization Study. Succeeding years' work programs will include elements determined to be vital to planning and management by the City administration. PROGRAM SUBCATEGORY 401.0: Bayfront Open Space Utilization Study The Bayfront Open Space Utilization Study will evaluate the recreational and other potential uses of the shorelines and beaches of the various bays and estuaries in and adjacent to the City. Primary emphasis will be placed upon open space preservation and utilization, but additional investigation will be made of waterfront and water related activities and relationships. The study will cover the entire bayfront area, from North Beach to the Cayo del Oso. Projections will be made of bayfront oriented development and es- timations will be made of the impact of this development upon: (1) the central business district, (2) the Arts & Sciences Bayfront Park, (3) the tourist industry, (4) the proposed convention center complex, (5) recreational development, (6j the need for protection against tides and storm damage, (7) deteriorating neighborhoods near the bayfront. This study will be d6ne by a consultant. PROGRAM CATEGORY 500.0: General Administration The General Administration category includes all work necessary to the operation of the project which is not directly related to a particular study. Included are program updating and application preparations, along with office management- and administrative functions such as budgeting and maintaining liaison with other departments. 4 S't .
