HomeMy WebLinkAbout10915 ORD - 06/14/1972JRR:MM:dp:6 /14/72:1st AN ORDINANCE AMENDING CHAPTER 19 -B, HUMAN RELATIONS, OF CODE OF THE CITY OF CORPUS CHRISTI, 1958, AS AMENDED, AND PARTICULARLY AS AMENDED BY ORDINANCE NO. 9410 PASSED AND APPROVED BY THE CITY COUNCIL ON JULY 2, 1969, AND AS AMENDED BY ORDINANCE N0. 10422, PASSED AND APPROVED BY THE CITY COUNCIL ON THE 18TH DAY OF AUGUST, 1971, BY AMENDING SECTION 19 -B -8 THEREOF TO INCREASE THE MEMBERSHIP OF THE HUMAN RELATIONS COMMISSION FROM TEN (10) MEMBERS TO THIRTEEN (13) MEMBERS BY ADDING THREE MEMBERS, WHO WILL SERVE ONE (1) YEAR TERMS, UNSTAGGERED, SAID THREE MEMBERS TO BE NOT LESS THAN EIGHTEEN (18) YEARS OF AGE, NOR MORE THAN TWENTY -FIVE (25) YEARS OF AGE; PRO- VIDING FOR PUBLICATION; PROVIDING A SEVERABILITY CLAUSE; REPEALING ALL ORDINANCES IN CONFLICT; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: • SECTION 1. That Chapter 19 -B, HUMAN RELATIONS, of the Code of the City of Corpus Christi, 1958, as amended, and particularly as amended by Ordinance No. 9410, passed and approved by the City Council of the City of Corpus Christi on July 2, 1969, and as amended by Ordinance No. 10422, passed and approved by the City Council'of the City of Corpus Christi on August 18, 1971, be and the same is hereby amended by amending Section 19 -B -8 to hereafter read as follows: "Sec. 19 -B -8. ESTABLISHED; COMPOSITION; APPOINTMENT; TERM AND COMPENSATION OF MEMBERS; FILLING VACANCIES. "There is hereby established a commission advisory to the City Council to be known as the Corpus Christi Human Relations Commission. Said Commission shall consist of twelve (12) members appointed by the Mayor with the approval of the City Council. Three (3) of these twelve members will each serve a term of one (1) year, unstaggered, and shall be not less than eighteen (18) years of age, nor more than twenty -five (25) years of age. The members shall be broadly representative of the total community, drawn from various racial, religious and ethnic groups. The Commission shall also have a thirteenth (13) member, the director of the Nueces County Legal Aid Society or a member of his staff designated to represent him. "The members of the Commission shall serve without compensation. Members of such Commission, exclusive of those members whose terms are pro- vided in the paragraph next above, and the member of the staff of the Nueces County Legal Aid Society, shall serve staggered terms of three (3) years;,, Initial appointment of three (3) of the members shall be for one (1) year, three (3) 1-0915 a of the members for two (2) years, and three (3) of the members for three (3) years. All terms shall begin on the anniversary date of the adoption of this Ordinance, but each member shall serve until a successor is appointed. The thirteenth member, the representative from the Nueces County Legal Aid Society, shall serve continuously and shall not be subject to the appoint- ment required under this Section." SECTION 2. Publication shall be made one time in the official publication of the City of Corpus Christi, by publishing the caption of this Ordinance, stating in substance the purpose of the ordinance. SECTION 3. If for any reason any section, paragraph, subdivision, clause, phrase, or provision of this Ordinance shall be held invalid by final judgment of a court of competent jurisdiction, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. SECTION 4. All ordinances or parts of ordinances in conflict herewith shall be and are hereby repealed to the extent of conflict herewith. SECTION 5. The necessity to provide representation for the youth of the City of Corpus Christi on the Human Relations Commission creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage and publication, IT IS ACCORDINGLY SO ORDAINED, this the � day of 1972.
