AN ORDINANCE ESTABLISHING THE CORPUS CHRISTI MUSEUM ADVISORY BOARD, SETTING FORTH THE COMPOSITION OF ITS MEMBERS AND DESIGNATING TERMS, DEFINING ITS FIELD OF ACTIV- ITY AND SETTING FORTH RELATED MATTERS; REPEALING ORDINANCES IN CONFLICT, AND SPECIFICALLY ORDINANCE NO. 8407 PASSED AND APPROVED BY THE CITY COUNCIL ON APRIL 5, 1967; AND DECLARING AN EMERGENCY. WHEREAS, a group of public - spirited citizens has established, developed, and supported a community museum known as the Corpus Christi Museum; and WHEREAS. the operation of such an institution as the Corpus Christi Museum requires the cooperation of the public educational agencies within the City and the governing body of the City as well as the continuing advice, financial support, and leadership of public - spirited private citizens; and WHEREAS, such cooperation can best be provided by the creation of an advisory board composed of representatives of these interested groups: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. There is hereby created the Corpus Christi Museum Advisory Board which shall consist of sixteen (16) members through September 1, 1973, and twelve (12) members thereafter. The "initial Board" is that Board appointed by the City Council after the passage of this ordinance, to serve until September 1, 1973, at which time their terms shall terminate. The initial Board shall include all of the members of the existing Advisory Board,, all of the members of the Museum Board of Trustees, the President of the Museum Guild, and two representatives of the Friends of the Museum. The Chairman of the Board shall be appointed 5:. by the Mayor with the consent of the City Council, to serve as chairman of the initial Board until September 1, 1973. The initial Board may elect such other officers as it shall deem necessary. From and after September 1, 1973, the Board shall consist of twelve members selected as follows: three (3) members shall be nominated 111®9® by the Board of Trustees ofthe Corpus Christi Independent School District and submitted to the City Council for confirmation; two (2) members shall be nominated by the Friends of the Museum and submitted to the City Council for confirmation; one (1) member shall be nominated by the Museum Guild and submitted to the City Council for confirmation; three (3) members nominated by the Museum Advisory Board from those who have provided significant financial gifts to the Museum and submitted to the City Council for confirmation; and three (3) appointed by the Mayor with the advice and consent of the City Council. Within each group of those appointed effective September 1, 1973, their terms shall run for one, two and three years as determined by lots, and thereafter each term shall be for a full three years. Upon the occurrence of any vacancy, it shall be filled for the unexpired term by nomination by the same agency as nominated the out- going member and submitted to the City Council for confirmation. At the expiration of each term, the vacancy shall be furnished by nomination from each agency which nominated the respective outgoing member and submitted to the City Council for confirmation. The Board shall adopt its own rules of procedure for the conduct of its business and from and after September 1, 1973, shall elect its own Chairman and such other officers as the Board may determine are neces- sary. The regular election of the Chairman and other offices shall be in October of each year. All Board members shall serve without compensation. SECTION 2. The Board shall hold regular meetings at least once each month and such special meetings as may be called by the Chairman with notice to all members. The Board shall act as an adviser to the Museum Department of the City and to the City Council in matters pertaining to the operation, support, and development of the Corpus Christi Museum. SECTION 3. All ordinances or parts of ordinances in conflict herewith are hereby expressly repealed by the adoption of this ordinance, and Ordinance No. 8407, passed and adopted by the City Council on April 5, 1967, is specifically repealed. SECTION 4. The necessity for providing advisory assistance to the Museum Department of the City and the City Council creates a public -2- emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the2L-j day of SeptemUar'"q.
