HomeMy WebLinkAbout11271 ORD - 01/17/1973JRR: ml: 1-17-73;:-6t AN ORDINANCE AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE CONTINUATION OF THE COMMUNITY RENEWAL PROGRAM IN THE AMOUNT OF $69,000; AND DECLARING AN EMERGENCY. WHEREAS, Ordinance No. 10089 passed.and approved on Janauary 27, 1971, authorized the filing of an application for funding of the Community Renewal Program and said program was renewed by Ordinance No. 10723 passed and approved on February 23, 1972; and WHEREAS, in order to continue said program in an attempt to solve the problems mentioned in the aforesaid Ordin- ances it is necessary to file a renewal application: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager of the City of Corpus Christi, Texas, is hereby authorized to sign, execute and transmit to the Department of Housing and Urban Development for and in behlaf -of the City, the Generalized Application for Planning and Management Assistance Grant, and amendments and additions pursuant thereto, if any, and all other documents required in support of said application, under the provisions of Section 701 of the Housing Act of 1954, as amended, and rules and regulations there- under. SECTION 2. That the filing of an application by the CitY of Corpus Christi for a grant under Section 701 of the Housing Act of 1954, as amended, in an amount of not to exceed $69,000 for the fiscal year 1972 -1973, to assist in financing the preparation of a Community Renewal Program for the locality is hereby authorized and approved; SECTION 3. The necessity to authorize the City Manager to execute the aforesaid application in order to continue this program at the earliest possible date, creates a public emergency ° ° 2 JL and imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, -and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from'and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the /.?_-t_k day of January, 1973. In addition to maintaining a library on community devel- opment, particularly as related to Corpus Christi,.the staff- has re -, sponded to special requests for information from other City departments, citizen groups, and organizations. Although there is no great lack of general data on problems in the City, there appears to be a lack of knowledge of how to use the data. Statistics are also scattered among agencies, governments and groups, with no system for coordinating and .collecting it in one place. Since there has been a growing demand for , the,basic research and information services function of the program, the staff proposes to maintain and expand that function in the next three years. Key Issue - - - - How much of the staff's time should be assigned to research and infor- mation projects? Objectives 1. To continue the research and acquisition of statistics needed for policy making, grant applications and departmental operations. 2. To work with other departments to organize available statistics into a useful information system. 3. To follow through on studies begun by the Community Renewal Pro- gram by updating and expanding them. Major Work Elements 200.1 Continue gathering and organizing economic, demographic, and other types of basic statistics. .c 200.2 work with other departments to develop an information system: a. determine existing data sources and type of data available: (1) Police department (2) Health and Welfare department (3) Planning department (4) Library (5). Department of Urban Development (6) Building Inspection Division (7) City Tax Office (8) Coastal Bend Council of Governments (9) Nueces County Consunity Action Ageacy (10) Private non- profit service agencies and groups (11) 1960,1970 Census of Population and Housing (12) Publications b. Determine what data are currently incorporated in the City com- puter system; c. Work with Data Processing to determine the additional capabili- ties of the City's computer; -. d. Determine basic data needs of City departments and other agencies; e. Work with agencies and departments to organize their existing in- formation so that it may be made available to all of them in some form. (1) Hire a consultant to complete the development _ of a geographic parcel numbering system for the City's data bank which will allow the Tax Office, the Department of Planning and Urban Development, and the Department of Operations and Inspection access to all data collected by each office on a particular parcel of land. - - (2) Continuously update the geographic parcel number- ing system. 200.3 Expand - sections of the Economic, Public Services, Social Prob- lems, Housing, and other studies upon request of the City's management, department heads, or other agencies; a. Devise a, method for updating the City's condition of struc- tures survey. 1200.0 CITY I-MAGEMENT SUPPORT SERVICES Management Support Services are provided to improve the planning, de- cision- making and management capability of City government and to im- prove its staffing and administrative techniques. In the process, the City should improve its ability to solve problems and formulate and im- plement policies related to community development. 1201.1 Goal Development and Policy Planning The growth and enrichment of the City and the development 'of programs to assist all its citizens would clearly benefit from 1) a clearly stated set of goals, 2) logical and comprehensive policies to attain the goals, r and,3) citizen support and participation in their attainment. Estab- lished goals ana policies provide a bench mark for subsequent action by the PIavor and Council; they act as guides for future decision makers; and they serve as directives to departmental administrators. In addition, they provide the citizen with a measure of the effectiveness of the ad- ministration and public officials. A goals program has been set up and funded initially by the Corpus Christi Chamber of Commerce. The Goals for Corpus Christi program is guided by a representative Steering Committee of ten citizens. The Steering Committee hired an Executive Director and appointed a working committee of over 100 citizens who are representative of the city in terms of geographic areas, ethnic and interest groups. It is the duty of this committee to develop alternatives which will be submitted for a vote of all persons in Corpus Christi and then used as the basis for . a set of. goals for the city. Key Issue Can a system of goals and policies be established which will 1) allow publicly beneficial actions and decisions to be organized, 2) encour- age the accomplishment of stated'objectives, and 3) receive public support and approbation. r Objectives ` c 1. Provide a plan and a mechanism which will allow the development of goals and policies; 2. Include a method for revision of goals and policies; 3. Ensure citizen awareness of, participation in, and approval of the establishment of goals and policies. 4 Major Work Elements 1201.1 Develop a preliminary plan for the development of a system of I goals and policies. 1201.2 Provide financial and Staff support for the Goals for Corpus Christi program. 1201.3 Provide staff support for whatever public meetings are required to ensure citizen awareness. 1201.4 Provide staff support on a continuing basis for updating the goals and policies.
