AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO APPLY FOR STATE
ASSISTANCE AND TO SUBMIT SUCH INFORMATION AS MAY
BE NECESSARY AND REQUIRED TO ESTABLISH A TRAFFIC
SAFETY COORDINATOR FOR THE CITY OF CORPUS CHRISTI,
IN ACCORDANCE WITH THE ATTACHED EXHIBIT "A"; AU)
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1.. That the City Manager be, and he is hereby, authorized
to apply for State assistance and to submit such information as may be
necessary and required to establish a Traffic Safety Coordinator for the
City of Corpus Christi, in accordance with the attached Exhibit "A ".
SECTION 2. The necessity to establish the position of Traffic
Safety Coordinator for the City of Corpus Christi at the earliest practicable
date creates a•public emergency and ar, imperative public necessity requiring
the Euspension of the Charter rule tt.at no ordinance or resolution shall
be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three .several meetings of the City Council,
and the Mayor having declared that such emergency and necessity exist,
and having requested the suspension of the Charter rule and that this
ordinance be passed finally on the date of its introductim and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the d.1,,,t day of , 1973.

Coordinate planning and implementation of traffic safety yunctions of the City Of
Corpus-Christi. TO reduce crashes-, reduce mileage death rate and bring the city
into conformance with the (National Highway Traffic Safety Standards.
GOALS (WHAT TANGIBLE GOALS WILL BEDEnIVED7)17o develop a Coordinated planning and imple-
mentation system to meet traffic - safety needs in Corpus Christi. To reduce mileage
death rate in the City of Corpus Christi. In 1971, Corpus Christi had the highest
traffic fatality rate in the nation for cities in the 200,000 - 350,000 pop. group,

'elements of City Government with Traffic Safety responsibility. He will coordinate
the activities of the City Traffic Safety Advisory Board- to-achieve meaningful
traffic safety programs for the City of Corpus Christi. .
EVALUATION (HOW AND BY WHOM WILL THE RESULTS OF THE PI oJECT BE MEASURED FOR SUCCESS7)'
The eighteen (18) ilational Safety Standards will be used to evaluate the Traffic
Safety Program at its' beginning, during its' progress and at completion. Crash
records will be maintained to judge effect of.program.
FOLLOW -UP (WHAT FUTURE EFFORT IS PLANNED TO MAKE USE OF BENEFITS FROM THIS PROJECT?)[
The City will insure that continuing emphasis will be placed on traffic programs
which are developed. Program will be continued after 3rd year if successful.

TRAFFIC SAFETY COORDINATOR
General Description
Provides highly responsible administrative direction of the city's
traffic safety activities and programs by acting as a chief advisor
to the city manager (or mayor). Provides general direction and
coordination of all the various official activities in the assess-
ment of local traffic safety needs, the establishment of priorities,
and the planning of a systems management approach to implement the
program to impact on each area of the National Highway Safety
Standards. Work involves the responsibility for planning, coordinating
and evaluating extensive programming of activities in traffic safety
initiated by the local jurisdiction in conformance with the Texas
Traffic: Safety Program and funded by grants through the Office of
Traffic Safety Administration and by local funds. Exercises consider-
able i.iitiative and has wide latitude for independent judgment in
planning and carrying out detail:; of the work. Serves as liaison
with cit.v council, TTSA and representatives of the federal government.
Acts as principal contact with the public and news media in order to
enlist and maintain traffic safety•support and program acceptance.
Is'responsible directly to the city manager.
Examples of Work Performed
Provides administration and management function for the total traffic
safety program effort of the community and has full authority to
structure an action organization of public officials and citizen
support groups.
Initiates study and analysis of traffic safety activities to determine
areas of deficiencies and greatest needs and to support priori*ies.
Develops channels-of communication, vertically and laterally, Hith
attending feedback through the management structure.
Directs the development of the public information and education
structure and coordinates the dissemination of program information.
Provides leadership for the development of a comprehensive traffic
safety program and continuing evaluation processes.
Identifies coordination requirements in providing 'guidance and.assist-
ance to local officials and others involved in the traffic safety
problem. Coordinates. planning, implementation and evaluation
processes.
Designs program specifications with assistance of public officials,
develops independent research, assesses intermediate 'results, deter-
mines and suggests innovative countermeasure approaches.
Exercises considerable independent judgment in coordinating and
implementing traffic safety activities and efforts.

Administers federal- state -local funding relationships.
Inspects and assesses program progress and develops emergency
procedures to overcome temporary delays.
• General Qualification Requirements
Education
Earned degree or equivalent, with major work in public administration
and /or management. Additional in- service training or job related•
experience highly desirable.
Experience and Training
Considerable progressive respons`ble administrative and public re-
lations experience leading'to thr, ability to think creatively and
innovatively in the program development area. Should have con -
siderable experience in planning, intergovernmental relations and
management.
Knowledge, Skills, Abilities
Ability to communicate effectively through both speaking and writing.
Ability to plan, organize, coordinate, stimulate and work effectively
and successfully with a wide variety of individuals at local and
state level.
Primary and dominant requirement is :�dministrative ability., G,.neral
knowledge in the traffic safety fieli desirable, however, not
absolutely essential.
