AN ORDINANCE
AMENDING ORDINANCE 104494, ESTABLISHING THE AREA MANPOWER
PLANNING COUNCIL SO AS TO INCREASE THE MEMBERSHIP FROM '
15 TO 27 MEMBERS, AND TO PROVIDE THAT 13 MEMBERS BE
APPOINTED FORA ONE -YEAR TERM AND THE REMAINING 114
MEMBERS BE APPOINTED TO A TWO -YEAR TERM; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
- SECTION 1. THAT ORDINANCE NO. 10494, PASSED AND APPROVED BY THE
CITY COUNCIL ON SEPTEMBER 29, 1971 ESTABLISHING THE AREA MANPOWER PLANNING
COUNCIL, BE AND THE SAME IS HEREBY AMENDED BY AMENDING SECTION 1, TO HEREAFTER
READ AS FOLLOWS:
"SECTION 1. THAT AN AREA MANPOWER PLANNING COUNCIL, TO CONSIST OF
27 MEMBERS, ONE -THIRD OF WHICH WILL BE REPRESENTATIVES FROM MANPOWER TRAINING
PROGRAMS, ONE -THIRD OF WHICH WILL REPRESENT THE CLIENT SECTOR, AND ONE -THIRD
OF WHICH WILL REPRESENT THE BUSINESS/LABOR SECTOR, BE APPOINTED. THE MEMBERS
OF SAID COUNCIL SHALL BE APPOINTED ON THE EFFECTIVE DATE OF THIS ORDINANCE AS
FOLLOWS: THIRTEEN (13) MEMBERS OF SAID COU'N'CIL SHALL BE INITIALLY APPOINTED
FOR A TERM OF ONE (1) YEAR; AND FOURTEEN (14) MEMBERS OF SAID COUNCIL SHALL
BE APPOINTED FOR A TERM OF TWO (2) YEARS. INSOFAR AS POSSIBLE, THE EXPIRING
TERMS OF OFFICE SHALL BE EQUALLY DIVIDED AMONG THE MEMBERSHIP OF THE THREE
SECTORS OR AREAS HEREINABOVE DESCRIBED. UPON EXPIRATION OF THE TERM OF OFFICE
OF THE FIRST THIRTEEN APPOINTEES, THE SUCCEEDING TERM OF OFFICE FOR EACH OF
THE SAID TWENTY -SEVEN MEMBERS SHALL THEREAFTER BE FOR A TERM OF TWO YEARS.
MEMBERS MAY BE REAPPOINTED AT THE DISCRETION OF THE CITY COUNCIL."
SECTION 2. EXCEPT AS HEREIN AMENDED, ORDINANCE NO. 10494 SHALL BE
AND REMAIN IN FULL FORCE AND EFFECT.
SECTION 3. THE NECESSITY TO ADOPT THE PROVISIONS HEREINABOVE PRO-
VIDED AT THE EARLIEST PRACTICABLE DATE CREATES A PUBLIC EMERGENCY AND IMPERA-
TIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO
ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION
BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS
OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY
TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS
ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT

FOR THE REASONS SET FORTH IN THE EMERGENCY •CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL.; I, THEREFORE, '
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT 14EETING OF THE
CITY COUNCIL.
