AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH GENERAL ADJUSTMENT BUREAU, INC., TO PREPARE
A VALUE. APPRAISAL OF 89 CITY BUILDINGS TO ESTABLISH
VALUES FOR FIRE AND EXTENDED COVERAGE INSURANCE
POLICIES, A COPY OF WHICH CONTRACT IS ATTACHED HERETO
AND MADE A PART HEREOF, MARKED EXHIBIT "A "; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That the City Manager be, and he is hereby, authorized
to execute a contract with General Adjustment Bureau, Inc., for a fee
not to exceed $7,455, to prepare a value appraisal of 89 City buildings
to establish values for fire and extended coverage insurance policies,
a copy of which contract is attached hereto and made a part hereof, marked
Exhibit "A ".
SECTION 2. The necessity to authorize the execution of the
aforesaid contract at the earliest practicable date creates a public
emerge-icy and an imperative public necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction but that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity to exist, and
having requested the suspension of the Charter rule and that this ordi-
nance be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this thec2 I-dIt day of February, 1973.

WHEREAS, UNDER THE TERMS OF THE CITY OF CORPUS CHRISTI.FIRE AND
EXTENDED CWERAGE INSURANCE POLICIES THERE IS AN 80% CO- INSURANCE CLAUSE WHICH
REQUIRES THE CITY TO CARRY 80;' OF THE ACTUAL CASH VALUE OF THE INSURED
PROPERTY; AND
WHEREAS, THE VALUE APPRAISAL SERVICE RELATING TO THE 80% CO- INSURANCE
CLAUSE HAS BEEN PERFORMED BY THE INSURANCE COMPANIES IN THE PAST BUT THE

COMPANIES' PROVISION OF THIS SERVICE HAS NOW DECREASED TO THE POINT OF BEING
NON - EXISTENT; AND
WHEREAS, IT IS NECESSARY FOR THE CITY TO PROTECT ITSELF BY HAVING
THE ACTUAL CASH VALUES OF THE INSURED PROPERTY ESTABLISHED WHICH VALUES ARE
ACCEPTED BY INSURANCE COMPANIES; AND
WHEREAS, GENERAL ADJUSTMENT BUREAU,INC. PROVIDES VALUE APPRAISALS
FOR FIRE INSURANCE PURPOSES NATIONW DE AND THEIR VALUES ARE ACCEPTED BY
INSURANCE COMPANIES; AND
WHEREAS, GENERAL ADJUST 64'I BUREAU, INC. HAS PROPOSED TO PREPARE A
VALUE APPRAISAL OF EIGFITY -NINE (89) CITY -OWNED BUILDINGS UNDER CERTAIN CIRCUM-
STANCES FOR A FEE NOT TO EXCEED SEVEN THOUSAND FOUR HUNDRED FIFTY -FIVE DOLLARS
($7,455); AND
WHEREAS, THE INSURANCE ADVISORY COMMITTEE OF THE CITY HAS CAREFULLY
STUDIED THE AFOREMENTIONED PROPOSAL AND RECOMMENDS THE CITY ACCEPT SAID PROPOSAL.
NOW, THEREFORE, FOR AND IN CONSIDERATION OF THE PAYMENTS, COVENANTS
AND UNDERTAKINGS HEREIN RECITED, DO THE CITY OF CORPUS CHRISTI, A MUNICIPAL
CORPORATION AND BODY POLITIC UNDER THE LAWS OF THE STATE OF TEXAS, HEREIN
CALLED CITY, AND GENERAL ADJUSTMENT BUREAU, INC., HEREIN CALLED BUREAU, CONTRACT,
COVENANT AND AGREE AS FOLLOWS:

BUREAU AGREES TO COMPLETE A VALUE APPRAISAL. OF ALL CITY -OWNED
BUILDINGS, EXCLUDING THOSE CONSTRUCTED IN THE LAST TWELVE (12) MONTHS, TO
ESTABLISH A VALUE FOR EACH BUILDING FOR FIRE AND EXTENDED COVERAGE INSURANCE,
NOT TO EXCEED EIGHTY -NINE (89) BUILDINGS. BUREAU AGREES TO COMPLETE THE

APPRAISAL IN ACCORDANCE WITH THEIR PROPOSAL DATED FEBRUARY 14, 1973, ATTACHED
HERETO AND INCORPORATED HEREIN BY THIS REFERENCE. WHILE THIS CONTRACT FOR
PERSONAL SERVICES IS NOT FOR ANY CERTAIN TIME, BUREAU AGREES TO COMPLETE THE
APPRAISALS CONTEMPLATED HEREIN NOT LATER THAN MARCH 311 1973•

CITY AGREES TO COOPERATE WITH THE BUREAU IN THE CONDUCT OF THE
AFOREMENTIONED APPRAISAL, TO ALLOW THE BUREAU FREE ACCESS TO THE CITY BUILDINGS
AND SUPPLY ANY INFORMATION NEEDED TO COMPLETE THE APPRAISAL. CITY AGREES
TO ACCEPT THE APPRAISAL, REVIEW IT AND PAY BUREAU A FEE, BASED UPON BUREAU'S
.BILLING, NOT TO EXCEED SEVEN THOUSAND FOUR HUNDRED FIFTY -FIVE DOLLARS $7,455)
UPON APPROVAL OF THE APPRAISAL.

Dear Mr. Zick:
We recently inspected a number of the city owned properties,
in order to present a bid to complete a Value Appraisal on
those structures. I find that we can appraise the city
properties, excluding the new buildings, for a fee of
$7,455.00.
GeneraL Adjustment Bureau, Inc. is a nationwide organization.
with offices to serve every city in the United States. We also
have a number of foreign branches and the firm has been in
existence since 1885. We provide claims adjustment and value
appraisal services to the insurance industry, and the general
public. We also provide a host of other special services to
the insurance industry. As such, ours is the largest firm of
it's type in existence, and our reputation is unequaled by any
firm. You could probably call any insurance company in this
nation and find that they are aware of our organization, and
it's reputation. Further, you would also find that the majority
of those insurance companies have utilized our services, at one
time or another.
Our Value Appraisal Service is accepted by the Insurance Industry,
the Federal Government, and a number of states and municipalities.
We recently furnished several thousand appraisals for the SmaLL
Business Administration. In addition, we provided the Value
Appraisal Services for a large number of school districts, churches,
factories, and private homes. We recently completed the Livingston
Independent.SchooL District, in Livingston, Texas. Locally, we
have just concluded a Value Appraisal for the properties of
Crystal Oil Company and the private homes of Mr. O.D. Edwards
and Mr. Sam Lightner. We are currently preparing Vatue Appraisals
for a number of churches in Sinton, Texas. The list could go on
and on, and if you require additional qualifications, we will be
happy to respond.

Should you decide to accept our bid, the actual appraisal
work would quite probably be prepared by more than two
individuals. The persons available would include Bill
Wiltshire, Jack Lockhart, A.R. Marlowe, Robert Prinz,
and myself.
Bill Wiltshire is District Manager for this firm, and he
supervises a 3 -state area. He is a qualified value appraisal
instructor and is actively engaged in this instruction at the
present time. He has experience-in excess of 20 years.
Mr. Jack Lockhart is a Regional Manager for our firm, supervises
approximately 16 separate branch offices. This geniieman has
in excess of 26 years experience.
Mr. A.R. Marlowe, who is one of our Senior Representatives has
over 35 years experience. He is currently based in our Houston,
Texas Office.
I am the Manager of our Corpus Christi Branch Office, and Mr.
Robert Prinz is a member of this staff. Mr. Prinz performs
the majority of our local appraisals. We each have 10 years
experience.
If you require any additional information, I am most happy to
respond. Should a personal interview be required, I would be
immediately available to that purpose.
