JRR /MLM /MC 3/4/73 3RD • • e 0 A RESOLUTION ENDORSING AND SUPPORTING PASSAGE OF HOUSE BILL 1278, "THE COMMUNITY DEVELOPMENT BILL" INTRODUCED BY REPRESENTATIVE CARLOS TRUAN AND COSPONSORED BY JOE SALEM AND LEROY WIETING AND CURRENTLY PENDING IN THE TEXAS HOUSE OF REPRESENTATIVES, WHICH ENABLES HOME RULE CITIES TO FULLY IMPLEMENT THEIR CODE ENFORCEMENT PROGRAMS IN ACCORDANCE WITH COMMUNITY DEVELOPMENT STANDARDS THEREIN DEFINED; DIRECTING THE CITY SECRETARY TO MAIL COPIES OF THIS RESOLUTION TO THE NUECES COUNTY DELEGATION SITTING IN THE 63RD LEGISLATURE; AND DECLARING AN EMERGENCY. WHEREAS, HOUSE BILL 1278, "THE COMMUNITY DEVELOPMENT BILL" HAS BEEN INTRODUCED BY REPRESENTATIVE CARLOS TRUAN AND COSPONSORED BY JOE SALEM AND LEROY WIETING AND IS CURRENTLY PENDING IN THE TEXAS HOUSE OF REPRESENTATIVES; AND WHEREAS, HOUSE BILL 1278 ENABLES HOME RULE CITIES TO FULLY IMPLEMENT THEIR CODE ENFORCEMENT PROGRAMS BY ACQUIRING LAND FOR RESALE TO CORRECT BLIGHT IN ACCORDANCE WITH COMMUNITY DEVELOPMENT STANDARDS THEREIN DEFINED IN CON- NECTION WITH A CODE ENFORCEMENT PROGRAM; AND WHEREAS, IT IS IMPERATIVE TO THE ECONOMICAL, SOCIAL AND ENVIRONMENTAL WELL BEING OF THE CITIZENS OF THE CITY OF CORPUS CHRISTI THAT SAID HOUSE BILL 1278 PASS AND BE APPROVED BY THE GOVERNOR: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1. THAT THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI ENDORSE AND SUPPORT PASSAGE OF HOUSE BILL 1278 CURRENTLY PENDING IN THE TEXAS HOUSE OF REPRESENTATIVES, POPULARLY KNOWN AS "THE COMMUNITY DEVELOPMENT BILL ", WHICH ENABLES HOME RULE CITIES TO FULLY IMPLEMENT THEIR CODE ENFORCEMENT PROGRAMS IN ACCORDANCE WITH COMMUNITY DEVELOPMENT STANDARDS DEFINED THEREIN. SECTION 2. THE CITY SECRETARY IS HEREBY AUTHORIZED AND DIRECTED TO MAIL COPIES OF THIS RESOLUTION TO THE NUECES COUNTY DELEGATION SITTING IN AUSTIN IN THE 63RD LEGISLATURE. SECTION 3. THE NECESSITY TO ENDORSE AND SUPPORT HOUSE BILL 1278 FOR THE ECONOMICAL, SOCIAL AND ENVIRONMENTAL WELL BEING OF THE CITIZENS OF THE CITY OF CORPUS CHRISTI AT THE EARLIEST POSSIBLE DATE CREATES A PUBLIC ,y EMERGENCY AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ 11353 • JRR /MLM /Mc 3/13/73 2ND AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE AND THAT THIS RESOLUTION BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE _lq____ vt.L„ DAY OF MARCH, 1973• Z.
