MAKING FINDINGS OF FACT; APPROVING A NESd RATE SCHEDULE
FOR THE FURNISHING OF ELECTRICITY AND ELECTRIC SERVICE
WITHIN THE CITY OF CORPUS CHRISTI, TEXAS, BY CENTRAL
POWER & LIGHT C014PAPIY; REQUIRING A WRITTEN STATEMENT ON
COST OF FUEL; PROVIDING THAT THIS ORDINANCE SHALL NOT
LIMIT. POWERS OF REGULATION OF THE CITY; PROVIDING FOR
NO CONTEST ON ANY RATE BASE ON ANY TEST YEAR UNDER CER-
TAIN CIRCUidSTANCES; ADOPTING 1964 RATES FILED WITH THE
CITY AND REPEALING 1959 RATES; PROVIDING SEVERABILITY; �
PROVIDLTJG AN EFFECTIVE DATE.

WHEREAS, Central Power & Light Company has appeared before the
City Council requesting a new rate schedule for furnishing electricity and
electric service within the City of Corpus Christi; and
WHEREAS, a public hearing was held on such request on December 13,
1972, and continuing as a recessed hearing on December 19, 1972, January 3,
1973, January 31, 1973, and March 1, 1973; and
WHEREAS, at such hearings representatives of Central. Power & Light
Company, Corpus Christi Consumers Association, the City staff and citizens

appeared and gave evidence and supporting data regarding such requested rate
schedule; and
WHEREAS, the City Council authorized the hiring of Dr. John K.
Langum, a noted rate consultant, to study said request and report his find-
ings to the city Council at an open public meeting; and
WHEREAS, Dr. John K.' Langum studied said proposed rate schedule,
the financial condition of'Central Power & Light Company and the governing
law and economic factors relating to such request and reported his findings
to the City Council in open public hearing on January 31, 1973 with the
representatives of the abovementioned groups present; and

allow all interested parties to study said report, develop additional evi-
dence, develop cross - examination of Dr. Langum and his report, and said
hear ng vt.s reconvened in order for all interested parties to respond to
said report; and
WHEREAS, et the reconvened hearing on March 1; 1973, all interested
parties appeared before the City Council, Dr. Langum made a presentation and

was cross - examined by all interested pasties and additional evidence was
developed; and
WHEREAS, the City Council, after hearing all evidence regarding
said rate request, has carefully considered same, and makes Findings of
fact in this ordinance and finds that the new rate schedule hereinafter set
is fair, equitable and reasonable, provides a fair rate of return, and is the
lowest composite rate of return which will attract the investment of ample
capital to meet the company's growth requirements:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF TIE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi,
in regard to the aforementioned requested rate schedule, makes the following
findings based upon the evidence developed in the aforementioned public
hearings:
A. The City Council determines and hereby finds the average fair
value rate base to be $463,612,460 in 1972•
B. The City Council determines and hereby f;rds the fair rate of
return on the fair value rate base to be 7.25 %.
C. The City Council determines and hereby finds that the increase
in revenues necessary to provide during 1973 a 7.25% rate of return on the
fair value rate base is 2 %.
D. The City Council determines and hereby finds that Central Power
& Light Company to fairly and equitably distribute the above increase on its
rate of return shall apply the 2% increase equally to each rate currently
in its present schedule so as to adjust the rate increase equally among its
present rates to produce a 2% increase in the present gross revenue of the
company.
E. The City Council determines and hereby finds that in order to
provide a fair rate of return the authorized rates should be adjusted in
line with the cost of natural gas to Central Power & Light Company. Therefore,
an adjustment is authorized to the rates in accordance with the following:

The monthly bill will be increase= decreased
the rate of .00331 ($0.000033) p
each full one - fourth cent by which the average
delivered cost of fuel to the Company during the
preceding month exceeds or is less than the average
delivered cost Of fuel during the twelve months
ended December 31, 1972. The maximum amount of the
increase per kilowatt hour will be based upon the
cost of fuel. not to exceed thirty -five cents for
that quantity of fuel used containing one million BTU.
F. The City Council determines and hereby finds that CP &L has
selected the calendar year of 1972 as the test year for all purposes in
these proceedings and has submitted its request for rate increase based on
data for such year and the aforementioned rate consultant based his findings
on such year. The City Council further finds, based upon all the afore-
mentioned hearings and evidence presented, that the calendar year 1972 is
an appropriate, proper and fair year to use as the test year.
SECTION 2. Based upcn the foregoing hearing and findings of
fact, a rate increase is approved in an amount of 2% over the existing
rate sche,:,ule, said increase to be applied equally t,) each rate presently
in effect and is established as the rate schedules to be applied for the
furnishing of electricity and electric service in this City until further
order of this City governing body. It is further provided that an adjust-
ment for fuel cost is hereby authorized, when cost exceeds the average cost
of gas for 1972 test year, said adjustment to be based on a cost of gas
not in excess of thirty -five cents (354) per million BTU, in accordance
with finding E in section 1 of this ordinance.
SECTION 3. On or before January 31 of each year, Central Power
and Light Company shall furnish the City a written statement showing the
average delivered cost of fuel per million BTUs to the Company during the
preceding twelve (12) months period ending December 31, and the resulting
accumulative change in rates from the 1972 year base as a result of such
cost of gas.
SECTION 4. It is not intended that the provisions of this
ordinance shall in any way restrict or limit the powers of rate regulation

by the City, nor constitute a waiver of the right to re- determine the M
rates applicable within the City at any time, and require the furnishing
to the City of such information as the City may deem necessary for the

purpose of considering any such re- determination of rates.

SECTION 5. No action, of any nature, to contest any rate or charge
fixed by the City Council shall be based on any test year other than a test
year for which all necessary data and information has been filed with the
City Council for a period of not less than sixty (60) days.
SECTION 6. The increase authorized by this ordinance applies to
the rates Central Power & Light Company instituted in 1964 by filing a copy
of these rates with the City Secretary on August 25, 1964, and presented to
the City Council on August 26, 1964, and filed without action on September
28,`1964, which superseded the 1959 rates authorized by Ordinance No. 5388,
passed and approved by the City Council on June 17, 1959. Said rates, even
though not officially approved by the City Council, were placed on file with
the City and since said rates were within the amount authorized by said
Ordinance No. 5388 are the current rates in force in the City.. The rates
authorized by said Ordinance No. 5388 and said ordinance are hereby repealed
and the rates authorized herein are the said 1964 rates plus the 2% increase
hereby granted in accordance with the terms and conditions herein.
SECTION 7. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction
it shall not affect any other section, paragraph, subdivision, clause,
phrase, word or provision of this ordinance, for it is the definite intent
of this City Council that every section, paragraph, subdivision, clause,
phrase, word, or provision hereof be given full force and effect for its
purpose.
SECTION 8. This ordinance and the rate increase approved and
authorized herein shall be effective from and after the date of final passage
hereof, subject to the provisions of Section 6 of this ordinance.

Ordinance #11392 was approved by the City Council on the
21st day of March, 1973 and became effective on that date approving
increased charges for the furnishing of electricity and electric service
within the City of Corpus Christi by Central Power and Light Company.
Beginning with billings on April 2, 1973, Central Power and
Light Company will apply electric rates according to the attached
schedules: CP- 145(1 -73) Terms & Conditions, RS-01 -M, WH -17-M,
Rider RH -M, GS -04-M, Rider CWH -07 -M, LWH -M, Rider CH-08 -M,
LCH -M, Commercial Heating Rider for Greenhouses, LP -30 -M,
IP-40 -M, OPL-37 -M, LI-9 -M, Rider TR-1-M, Rider US -3, Rider
US -3 -M, Rider TS-7 -M, SIP -47-M, 48-M, ECG -43-M, AL72/77 -M,
SS -8 -M, MS- 6(Rev) -M, TSS- 7(Rev) -M, MWP -6-M, MGP -7-M,
MSS -7 -M, Rider TAS- M(4 -73).
This filing is made so that the City may have copies of the
rate schedules CPL proposes to put into effect under the Ordinance
and does not in any way prejudice or waive any rights that CPL may
have to challenge the validity of said Ordinance and /or pursue any
legal remedy that may be available to it.

TERMS AND CONDITIONS REV
GOVERNING ELECTRIC SERVICE
REQUEST OR CONTRACT FOR SERVICE
All requests for service, except certain government contracts, will be made on the Company's standard request or
contract form and accepted by the Company before service is supplied by the Company. The Company may refuse any
omp
applicant indebted to the Company for service rendered at any location until such Indebtedness Is paid or secured
to the satisfaction of the Company.
RATES
The rate schedules are on file in each business office, district office, and In the home office of the Company.
Copies may be obtained by the Customer on request.
Company's rates will be applied in accordance with and subject to the limitations as set out in each rate
schedule.
The rates charged the Customer will`be the Company's standard rate schedule in effect for like conditions of
service to the class of service furnished. If a rate Increase or decrease should be made, applicable to the class
of service furnished, by the Company or by order or permission of any regulatory body having jurisdiction thereof,
such increased or decreased rates will be applicable to the service rendered from and after the effective date of
such rate change.
Where it is necessary for the Company to extend its facilities to locations not presently served, or to provide
three -phase service to areas not having such services, or to provide service voltages not standard for the area,
or where an unusual investment is necessary on the part of the Company due to the character of the Customer's load
to be served; the Company reserves the right to require a minimum bill sufficiently large to justify the addition-
al investment.
OPTIONAL RATES
When more than one rate is available, the conditions and circumstances under which each of such rates is available
are explal ned in the published rate schedules, and the selection of one of these rates lies with, and is the
responsibility of the Customer.
At the request of the Customer, the Company will advise with and explain to Customer the conditions under which
each rate is available and its application to the service requirements of Customer, but the Company will not be
responsible far any failure of the Customer to select the rate which will continue to be the lowest or most
favorable to the Customer and will not be responsible for Customer being served under the most favorable rate at
all times. The Company will not make refunds due to the difference, if any, between the amount of charges under
a rate selected or agreed upon by a Customer and the amount the charges would have been under any other available
rate.
Having selected or agreests it in wd to a rate, Customer will not be entitled to a different rate available for his service
unless and until he requeriting and may not change to another available rate within the next twelve-
month period unless there is a permanent change in the character or condition of his operations and the service
used by him. `
MONTHLY BILLS
Bills for service will be rendered monthly unless otherwise specified. The terms "month" or "monthly" for billing
purposes will mean the period between any two consecutive readings of the meter by the Company, such readings to
be taken as near as practicable every thirty days:'
Monthly bills are due when rendered and are payable upon receipt at Company's business office located nearest to
point of delivery of the electric energy.
Failure to receive a bill in no way exempts a customer from payment of bills at the provisions of these Terms and
Conditions. Bills not paid promptly are in default and service may be discontinued for such default.
When the Company is unable to read a meter after reasonable effort, the Customer will be billed at the average of
the last three previous monthly bills and the bii ling will 6e adjusted when the meter is read.
SECURITY FOR PAYMENT OF BILLS AND PERFORMANCE OF OTHER OBLIGATION BY CUSTOMER
Upon request by the Company, the Customer will deposit with the Company a sum of money, or other valuable
consideration, equal to two average monthly bills for service furnished or to be furnished, as estimated by the
Company. This deposit will be security for the payment of bills owing and to become owing and for the performance
of all other obligations of the Customer. If the Customer's bills for any two consecutive billing periods of
normal operations should exceed appreciably the amount of the security, the Company may require additional security
of the Customer by the amount to cover the additional billing.
CUSTOMER'S SERVICE ENTRANCE, METERING, AND TESTING OF METERS `
If Customer is served by an overhead distribution system, he will provide a point of connection high enough above .
ground for the Company to maintain clearance as required by the National Electrical Safety Code.
At a point to be mutually agreed upon, Customer will provide a suitable location on his premises for the
installation of meter and other equipment necessary for the Company to deliver power and energy, and to protect
Company property from persons not authorized to use, service, or maintain it. Customer's bills will be calculated .
from the registration of installed meter or meters. ip ,
Customer's service entrance will be so arranged that the Company can measure the Customer's entire electric service
with one meter unless otherwise specified in the rate schedule.

Should any meter fail to register, the electric power and energy delivered during the period of failure will be
estimated for billing purposes from the best information available.
Where a demand meter is needed for computation of bills, the maximum demand as recorded by an approved type meter
will be regarded as conclusive unless a test shows the meter in error by more than three percent (3 %) full scale.
The amount of energy supplied to the Customer will be determined by means of an Integrating watt -hour meter of
standard approved type, and the the thereof will be conclusive evidence as to the quantity of energy supplied
thereunder, unless upon being tested said meter will be found to register inaccurately and its error will exceed
two percent (2 %).
Demand and /or watt -hour meters will be tested as reasonably necessary, and whenever any test will show meters to
be registering in error beyond the limits specified, such meters will be adjusted. Whenever said meters are so
adjusted, the readings thereof will be corrected and payment will be made accordingly. If it will be shown by the
test that any of the measuring instruments are inaccurate, proper allowance as shown by the test to be necessary
will be made to the party entitled thereto, but not for a longer period than thirty (30) days prior to the time
when written complaint on inaccuracy is made. No allowance will be made on any bill on account of claim for
inaccuracy of measurement unless Customer will in writing request such allowance within thirty (30) days from date
of bill.
MAINTENANCE OF ELECTRICAL EQUIPMENT ON CUSTOMER'S PREMISES
AND RESPONSIBILITY FOR INJURIES AND DAMAGE THEREFROM
Customer will maintain adequate protection equipment in good operating condition on his equipment and otherwise
install and maintain his electrical equipment in an entirely safe and efficient manner and in full compliance with
all laws and local ordinances and the National Electrical Code and the rules and regulations of the Company in
effect at any time. Customer will provide, free of cost to Company, all rights -of -way on and over Customer's
premises for the extension and furnishing of s
ha ervice by Company. The duly authorized agents of the Company will
ve tree access at all reasonable hours to the premises of the Customer for the purpose of Inspecting wiring,
apparatus and equipment, removing the Company's property, reading meters, and for other purposes incident to the
furnishing of service. The Company does not assume any duty of inspecting the Customer's wiring, apparatus,
machinery, or equipment, and will not be responsible therefor. It is particularly understood that the Customer
assume full responsibility for electric energy furnished to him at and past the Point of Delivery described as
being the point where the electric energy first leaves the line provided and owned by Company and enters the line
provided and /or owned by Customer, and will protect the Company from all claims for injuries and damages to
persons and property occurring upon premises of Customer except where it is shown that the negligence of the
Company or Its agent or agents was the sole proximate cause of such injury or damage.
LIMITATIONS OF LIABILITY OF COMPANY FOR INJURIES AND DAMAGE
The Company will not be responsible or liable for injuries, and /or damages caused by or resulting from failure
to furnish electric energy and service of any kind and amount contracted for, and /or for injuries and damages
resulting from the performance or non - performance of any acts by Company connected with the furnishing of energy
and service by Company, unless it be shown that the negligence of the Company or its agent or agents was the
sole proximate cause of an injury or damage complained of, and under no circumstances will the Company be liable
for consequential damages.
EXCLUSIVE SERVICE ON INSTALLATION CONNECTED
Except in cases where the Customer has a contract with the Company for reserve or auxiliary service, no other
source of electricity or power will be used by the Customer on the same installation in conjunction with the
Company's service.
LOADS IMPAIRING OTHER CUSTOMER'S SERVICE
Certain types of equipment used by Customers have electrical characteristics which may interfere with the service
of the Company to its other Customers. In such cases, the Company may decline to serve such equipment under the
Company's established rate schedule until the Customer having such equipment has provided at his expense suitable
apparatus to hold to reasonable limits the effects of such interference. Some loads may require separate service,
and in such event the Company may meter and bill such service separately from other service furnished to the
Customer.
MOTOR INSTALLATIONS
Unless otherwise agreed upon by authorized representatives of the Company and the Customer prior to installation,
all motor installations will be as follows:
(a) All motors of 7 -1/2 horsepower rating or less will be single - phase, unless three -phase service is available
at the premises and can be furnished without additional cost to the Company.
(b) All motors of more than 7 -1/2 horsepower rating will be three - phase.
(c) Company reserves the right to require the installation of: (1) reduced voltage starting equipment, and
(2) a low voltage release attachment.
GASEOUS TUBE LIGHTING DEVICES
With the installation of neon lamps, mercury vapor lamps, fluorescent lamps, or other gaseous tube lamps or
lighting devices having low power factor, the Customer may be required to provide, at his own expense, power
factor corrective equipment which will maintain the power factor of each such device at not less than ninety
w percent (90 %).
AGENTS CANNOT MODIFY
No agent has authority to amend, modify, alter, or waive any of the Terms and Conditions.

4. The heating elements of twin element water heaters will be so controlled
that not more than one element can operate,at any'one•t!me.
Section 3
Space Heating Service - Winter Months Only
When all electric service used on the premises is supplied through one meter,
and when electricity.is. the sole source of energy for all comfort heating on
the premi,ses, and when all electric space heating equipment is permanently
installed, the first 500 Kwh used per month will be billed on-the rate in
Section 1, and., during the Winter Months only, all kilowatt hours used in
excess of 500 will be billed at 1.14 per kilowatt hour.

I. If kilowatt hours are less than 900, customers will be billed under
Section 2.

Winter Months as used herein will be the five months service period beginning
when meters are read in the October 19th - November 19th meter reading period
and ending when meters are read in the March 19th - April 19th meter reading
period. Bill dates are from November 26 - April 25, inclusive.
.FUEL COST ADJUSTMENT
The monthly bill will be increased or decreased at the rate of .0033¢
($0.000033) per kilowatt hour for each full one - fourth cent by which the
average delivered cost of fuel to the Company during the preceding month
exceeds twenty cents or is less than fifteen cents for that quantity of fuel
used containing one million BTU, said adjustment to be based on a cost of gas
not in excess of thirty -five cents (35Q) per million BTU..
TERMS OF PAYMENT
All bills are due when rendered.
TERMS AND CONDITIONS
Service will be furnished under Company's Standard Terms and Conditions
Governing Electric Service.
*NOTE: The billing on this rate schedule, with the exception of the fuel adjustment
clause, will be increased by 2.00$, effective April 2, 1973.

RESIDENTIAL ELECTRIC SERVICE 4 -73
AVAILABILITY
This schedule Is• available for electric service used.for residential purposes
in In private dwellings and in individually metered apartments.
Where two housekeeping units are served through one meter, the minimum bill .
and the kilowatt hour steps other than the water heater block will be doubled
for billing purposes. Where more than two housekeeping units or apartments
are served through one meter, billing will be on the applicable non - residential
rate.
TYPE OF SERVICE

The electric service furnished hereunder will be single phase, 60 hertz; at
the Company's standard secondary voltage. Three phase service will be
furnished as provided in Company's published Terms and Conditions Governing
Electric Service.

Section 2
Water Heater Service - Uncontrolled
A Customer having in regular use one or more approved type electric water
heaters will be allowed up to 400 Kwh per month as water heater use to be
billed at 1.12 per kilowatt hour provided the first 200 Kwh of use is billed
at the regular rate.
Water Heater Specifications
1. All single - family dwelling units and all multi - family dwelling units
having provisions for individual laundry facilities must have at least one
water heater having not less than 40 gallons capacity or must have multiple
heaters having a combined capacity of at least 50 gallons..
2. Individually metered mobile homes and multi - family dwelling units without
provisions for individual laundry facilities must have at least one water
heater having not less than 30 gallons capacity.
3. The capacity.of any single heating element must_not exceed 6,000 watts.

Residential Water Heater
This schedule is available for servvice to approved type residential water
heaters installed prior to September I, 1964. No new connections for service
under this schedule will be made after September I, 1964. t '
Commercial Water Heaters
This schedule is: available for service to Commercial water heater installations`
under the terms and conditions stated herein.
NET MONTHLY RATE,*

$0.50 per water heater.

The monthly bill will be increased or decreased at the rate of .0033¢

TERMS OF PAYMENT
All bills are due when rendered and are payable within ten days thereafter.
TERMS AND CONDITIONS {
Service will be furnished under the Company's Standard Terms and Conditions and !
the following additional terms and cohditions.pertaining to this rate.
I. Service will be supplied through a separate circuit, which will be
installed by Customer, to which no equipment except the heating elements
of the water heater, and space heating equipment when served under the
provisions of Rider No. RH, may be connected. This service will be
measured through a separate meter owned and maintained by the Company and
located at the point of delivery for Customer's regular service.
2. The heating elements will be uncontrolled as to hours of operation.
3. Residential Water Heaters
(a) The capacity of any single heating element shall not exceed 4,500 watts.
(b) The tank capacity of any water heater shall be not less than 40 gallons. :y
(c) The heating elements of twin element heaters shall be so controlled
that not more than 4,500 watts can operate at any time.

4. Commercial Water Heaters
(a) The capacity of any single heating element shall not exceed 125 _watts
per gallon of tank capacity nor 15 kilowatts.
(b) The tank capacity of any water heater shali•be not less than 40 gallons.
(c) The heating elements of water heaters having two or more elements shall
be so controlled that not more than 125 watts per gallon of tank
'capacity nor more than 15 kilowatts can operate at any time.
*NOTE: The billing on this rate schedule, with the exception of the fuel adjustment
clause, will be increased by 2,00 %, effective April 2, 1973.

RESIDENTIAL SPACE HEATING SERVICE
(No new connects will be made on this Rider after September 1, 1964)
APPLICABLE
To service furnished for space heating equipment (heat pump or resistance
heating) during the winter ironths only, when used in conjunction with rate

TERMS AND CONDITIONS
Service will be furnished .under the Company's Terms and Conditions applicable v
to Water Heater Service and the following additional Terms and Conditions:
I. Electric service will be supplied during the winter months to the
permanently installed and connected 230 -volt electric space heating
equipment through a separate circuit to be installed by the customer to
which no other equipment may be connected except air conditioning
equipment used in conjunction with the space heating equipment.
2. The Customer will also supply general service house wiring and water
heater circuit wiring so that there can be readily installed adjacent to
the meters a switching device, to be furnished by the Company, to connect
the electric space heating circuit to the +meter serving the water heater
during the winter months and to the, meter registering the general house
service during the summer months. The space heating circuit and all
water heating service will be uncontrolled as to time and hours of
operation.
3. Winter Months:
Winter Months as used herein will be the five months service period
beginning when meters are read in the•October 19th - November 19th meter
reading period and ending when meters are read in the March 19th -
April 19th meter reading period. Bill dates are from November 26th to
April 25th, inclusive.
4. Summer Months:
Summer Months as used herein will be that portion of the year which
is not included in the Winter Months (Section 3 above).

DETERMINATION OF DEMAND -

instead of measured demand, to determine the Customer's maximum demand for-
billing purposes. The demand will be measured when Customer's energy
consumption exceeds 1,400 kilowatt hours, and /or, when Customer's total
connected load exceeds 25 horsepower in motors or other inductive -type
equipment.

water heater may be connected. This service will be measured through a
separate meter owned and maintained by the Company and located at the point
of delivery for Customer's regular service.
2. The capacity of the individual heating elements will not exceed 225 watts
per gallon of storage tank capacity or 54 kilowatts.
3. All multiple dwelling units having provisions for individual laundry
facilities must have at least one 40 gallon capacity water heater when
each dwelling unit is provided with an individual water heater unit. If
laundry facilities are not provided for the individual dwelling unit, the
water heater size may be reduced to 30 gallon capacity. The capacity of
any single dwelling unit heating element swill not exceed 6,000 watts.
The heating elements of twin element water heaters will be so controlled
that not more than one element can operate at any one time.

This Rider is available under Company's Contract for Electric Service furnished
through one meter under the Company's General Service (GS), Combined Lighting .
and Power (LP), and Industrial Power UP) Rate Schedules to Customers who have
twenty -five (25) KW or more of connected load in electric water heating
equipment, (except water heating equipment for swimming pools) meeting the'
requirements specified herein and in regular use supplying Customer's total
water heating requirements.
The provisions of such rate schedules are modified only as shown herein.
DETERMINATION OF BILLING DEMAND
The total electric service used by Customer will be billed in accordance with
the rate schedule to which this rider is applied, except that Customer's
monthly billing demand will be the maximum measured demand for the month
reduced by twenty -five (25) percent of Customer's total connected KW in
electric water heating equipment (except water heating equipment for swimming
pools), provided that:
Customer's monthly billing will not be reduced to an amount less than 50% of
r the maximum demand established during the current month.
Notwithstanding any provision hereof, Customer's monthly billing demand will
not be less than the Customer's minimum billing demand provided for in the
service contract to which this rider is applied.
SPECIFICATIONS FOR WATER HEATER INSTALLATIONS SERVED UNDER THIS RIDER
I. Total water heating load will be 25 KW or more.
2. The heating elements will not'exceed 225 watts per gallon of storage tank
capacity.
3. All dwelling units having provisions for individual laundry facilities must
have at least one 40 gallon capacity water heater when the dwelling unit is
provided with an individual water heater unit. If laundry facilities are
not provided for the individual dwelling unit, the water heater size may
be reduced to 30 gallon capacity. The capacity of any single dwelling unit
heating element will not exceed 6,000 watts.
4. Only one element of a twin - element heater, such as a water heater having
upper and lower elements designed for non - simultaneous operation, will be
considered as connected load under this rider.
5. Instantaneous or booster -type equipment will not be considered as connected
water heating load under this rider.

COMMERCIAL SPACE HEATING RIDER
AVAILABILITY
This. Rider is available for electric service during the Winter Months to
Customer receiving electric service on Company's Combined Lighting and Power
Rate Schedule, Industrial Fower Schedule, or General Service Rate Schedules
who have in regular use, permanently installed for space heating purposes, not
less than 5 kilowatts of electric space heating equipment consisting of a
reverse cycle heat pump and /or resistance -type space heating equipment,
provided that electricity is used as heat source for all comfort space heating
in the electric air - conditioned areas on Customer's premises.
During the Winter Months, any space heating equipment served hereunder will be
connected to a separate space heating electric circuit. Said separate circuit
will be installed by Customer and will be terminated at metering point for
Customer's regular service and will be used only to supply service to equipment
used for comfort space heating or to an integral all- electric heating and
cooling system. Electric service furnished to the space heating circuit will
be metered separately from Customer's other service requirements.
MONTHLY RATE - DURING WINTER MONTHS'
1.35¢ each for the first 5,000 kilowatt hours supplied to the space heating
circuit.

This Rider is available for electric service furnished through one meter during
the Winter space- heating season, as defined herein, under Company's General
Service (GS), Combined Lighting and Power (LP), and Industrial Power (IP) Rate
Schedules to Customers who have both five (5) tons or more of electric air -
conditioning connected load supplying their total comfort cooling requirements
and five (5) kilowatts or more of permanently installed and regularly used
electric comfort space- heating equipment supplying their total comfort space -
heating requirements in the electric air- conditioned areas.
The provisions of such rate schedules are modified only as shown herein.
DETERMINATION OF BILLING DEMAND
During the Winter space- heating season, the total electric service used by
Customer will be billed in accordance with the rate schedule to which this
rider is applied, except that:
Customer's monthly billing demand will be the measured maximum demand for the
month or the maximum demand established during the seven months immediately
preceding the beginning of the current Winter space- heating season, whichever
Is higher, reduced by one (1) kilowatt for each rated ton of customer's
electric air - conditioning equipment, provided that:
Customer's monthly billing demand will not be less than fifty percent (50 %)
of customer's maximum measured demand for the month or less than fifty percent
(50 %) of maximum demand established during said seven month's period.
Notwithstanding any provision hereof, the Customer's monthly billing demand 1
will not be more than the measured demand for the month and will not be less
than the Customer's minimum billing demand provided for in the service contract!
to which this rider is applied.
The electric air - conditioning connected load will be determined by using
standard ratings for cooling as published by American Refrigeration Institute.
Where ARI ratings are not published, the•certified rating by the manufacturer
at the standard design conditions recommended by American Society of Heating,
Refrigeration and Air - Conditioning Engineers for the specific location will
apply.
WINTER SPACE - HEATING SEASON
The Winter space- heating season will be the five months period beginning when
Customer's meter is read in the October 19 to November 19 meter reading period
and ending when the meter is read in the March 19 to April 19 meter reading
period'.

AVAILABILITY
This Rider is available under Company's Contract for Electric Service during
the Winter Months, to Customers receiving electric service on Company's
Combined Lighting and Power Rate Schedule or General Service Rate Schedules
who have in regular use, permanently installed for heating purposes n the d
Greenhouse area, not less than 35 KW of electric heating equipment, p
that electricity is used as the sole heat source in the Greenhouse area.
Heating.equipment served hereunder will be connected to a separate heating
circuit. Said separate circuit will be installed by Customer, and will be
terminated at metering point for Customer's regular service, and will be
used only to supply service to equipment used for heating the Greenhouse area.
MONTHLY RATE
During the Winter Months, Customer will be billed on Rate CH -08 -M, Commercial
Space Heating Rider. During the Summer Months, any kilowatt hours registered
by the meter on the heating circuit will-be added to the registration of the
kilowatthour meter on Customer's regular service for billing on rate schedule
applicable to Customer's total load.
Customer will pay monthly, in addition to his billing for service, an amount
equal to 1.67% of the excess investment Company has made to serve Customer's
Greenhouse heating load, over that investment Company would have made had no
Greenhouse heating equipment been served hereunder.

If the electric service is delivered at primary voltage of the distribution
system and if the Customer owns, operates, and maintains all the facilities
for receiving such service at delivery voltage, a 5% discount will be made on
the energy charge of the rate.
TRANSMISSION VOLTAGE DISCOUNT ".'
If the electric service is rendered and metered at Transmission Line Voltage
_(69,000 volts or higher) and if the Customer owns, operates, and maintains all
the facilities for receiving such service at delivery voltage, an"ad'dational
5% discount will be made on the net kilowatt hour charge remaining after the

'METERING VOLTAGE

If the electric service is delivered and metered at Transmission Voltage

all the facilities required for receiving such service at delivery voltage,

This Rider is available to customers such as traveling shows, carnivals, fairs,

The Company reSerAes the right to furnish such service only when proper
equipment is available at the local-ion and when the conditions set out in this
schedule are met. Where it is necessary to set a meter or to provide any

AVAILABILITY
This schedule is available under written contract to Municipalities, Counties,
and the State Highway Department for electric service to traffic control
signals and signs, where the signals and signs and related facilities are owned,
operated, and maintained by the Customer, and where service facilities of
suitable voltage are adjacent to the location to be served.
NET MONTHLY RATE
(A) Flasher Type Signals
(1) $1.50 per month for a fixture havi.ng not more than 75 watts 'in lamps
connected.
(2) When the tofal wattage of the fixture or fixtures served by one service
drop exceeds 75 watts, billing will be at the rate of two cents (2¢)
per kilowatt hour used. Monthly Kwh•use, for billing purposes, will
be estimated by Company, based on data supplied by Customer on each
signal's wattage and hours of operation, but the monthly charge will be
not less than $1.50.
(B) Stop and Go Type Signals
(1) $0.90 per month per Control Face.
(C) Sign Lighting (Freeways B'Highway5)
(1) Electric service-furnished .for the bighting of traffic directing signs
operated and controlled by and through -a Customer owned street
light•Ing system wilt be billed at the rate of I.I.d per Kwh. Monthly
Kwh use, for billing purposes, will be estimated on the basis of
information supplied by Customer on each sign's wattage and hours of
operation.
(2) Signs served by individual service drops, where the signs are not
served by the same circuit and controls as the street lighting system,
will be billed at the rate of 2.0¢ per Kwh, but not less than.$1.50
per month for each point of delivery. Monthly Kwh use will be
estimated as in C(I) above.
DESCRIPTION OF CONTROL FACE
The word "Control Face" as used in this schedule means the entire side or
section of a fixture used to control automobile and /or pedestrian traffic
approaching from one direction.
SIZE OF LAMPS USED
The above rate for stop and go signals is based on the use of lamps of 75 Batts
or less. In case individual lamps larger than 75 watts are used, the rate
will be increased proportionally.
*NOTE: The billing on this rate schedule, with the exception of the fuel adjustment
clause, will be increased by 2.00 %, effective April 2, 1973.

TELEVISION AMPLIFIER SERVICE
AVAILABILITY
This Rider is available under Company's Contract for Electric Service in
conjunction with General Service Rate Schedules for service to unmetered
connection of all types of amplifiers used on wired television signal circuits
connected to a community antenna.
NET MONTHLY RATE
(A) The kilowatthours used at each point of delivery will be billed
separately on the applicable General Service Rate.
(B) The billing for the various points of delivery will be accumulated
into one amount and a discount of ten percent (10 %) applied to
determine Customer's net monthly bill.
Minimum Monthly Bill
The minimum monthly bill at each point of delivery will be the minimum monthly
bill of the applicable General Service Rate.
DETERMINATION OF KILOWATTHOURS USED
The kilowatthours for billing purposes will be estimated on the basis of
check meters installed on the various types of amplifier installations.
INSTALLATION OF CUSTOMER'S EQUIPMENT
A ) equipinenf installed by Customer for service under this rider will comply
with the provisions of.the existing pole contact agreement between Company
and Customer.
