AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO FX1CUTE A CONTRACT
WITH THE NUECES COUNTY MENTAL HEALTH AND MENTAL
RETARDATION COMMUNITY CENTER FOR CHILD AND YOUTH
MENTAL HEALTH SERVICES AND FOR DRUG ABUSE REHABILI-
TATION AND TREATMENT SERVICES, AS MORE FULLY gm,
FORTH IN THE CONTRACT, A COPY OF WHICH IS ATTACHED
HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A ";
APPROPRIATING FROM FUND 121 FROM INTEREST EARNED
TO FUND 121, ACTIVITY 3622, THE SUM OF $5,000 FOR
SERVICES FROM THE CORPUS CHRISTI COUNCIL ON ALCOHOLISM
THROUGH MENTAL HEALTH - MENTAL RETARDATION CENTER;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION L That the City Manager be, and he is hereby,
authorized and directed to execute a contract with the Nueces County
Mental Health and Mental Retardation Community Center for child and youth
mental health services and for drug abuse rehabilitation and treatment
services, as more fully set forth in the contract, a copy of which is
attached hereto and made a part hereof, marked Exhibit "A ".
SECTION 2. There is hereby appropriated from Fund 121 from
interest earned to Fund 121, Activity 3622, the sum of $5,000 for services
from the Corpus Christi Council on Alcoholism through Mental Health - Mental
Retardation Center.
SECTION 3. The necessity to authorize the City Manager to
execute the aforementioned contract for child and youth mental health and
drug abuse services and to appropriate the sums hereinabove set forth
creates a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinace or resolution shall
be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity to exist, and
having requested the suspension of the Charter rule and that this ordi-
nance be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY

THE NUECES COUNTY MENTAL HEALTH AND MENTAL
RETARDATION COMMUNITY CENTER OF CORPUS CHRISTI, TEXAS
FOR
CHILD AND YOUTH MENTAL HEALTH AND DRUG ABUSE SERVICES
WHEREAS, THE NUECES COUNTY MENTAL HEALTH AND MENTAL RETARDATION
COMMUNITY CENTER WAS ESTABLISHED UNDER ARTICLE 55147 -201 OF THE TEXAS CIVIL
STATUTES; AND.
WHEREAS, THE CITY OF CORPUS CHRISTI IS A DESIGNATED SPONSORING AGENCY
OF THE NUECES COUNTY MENTAL HEALTH AND MENTAL RETARDATION COMMUNITY CENTER
UNDER ARTICLE 5547 -2O1; AND
WHEREAS, IT I5 THE MANDATE AND PURPOSE OF THE NUECES COUNTY MENTAL
HEALTH AND MENTAL RETARDATION COMMUNITY CENTER TO ESTABLISH AND ADMINISTER
MENTAL HEALTH, MENTAL RETARDATION, ALCOHOLISM AND DRUG ABUSE SERVICES IN NUECES
COUNTY FOR THE BENEFIT OF THE CITIZENS OF THE CITY OF CORPUS CHRISTI AS WELL
AS NUECES COUNTY; AND
WHEREAS, IT 15 THE INTENTION OF BOTH PARTIES TO THIS AGREEMENT THAT
ANY OR ALL OF THE FOLLOWING SERVICES BE MADE AVAILABLE TO THE CITIZENS OF
CORPUS CHRISTI, TEXAS:
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF CORPUS CHRISTI,
TEXAS, A MUNICIPAL CORPORATION AND BODY POLITIC, OPERATING UNDER THE HOME
RULE STATUTES OF THE STATE OF TEXAS, HEREINAFTER CALLED "CITY ", AND NUECES
COUNTY MENTAL HEALTH AND MENTAL RETARDATION COMMUNITY CENTER, HEREINAFTER
CALLED "THE CENTER", AGREE AS FOLLOWS:
1
The Center agrees it has provided and to provide the
following services to citizens of Corpus Christi, Texas:
1. Child and Youth Mental Health Services, including:
A. SOCIAL STUDY OF CHILD AND FAMILY.
B. PSYCHOLOGICAL TESTING AND DIAGNOSTIC EXAMINATIONS.
C. CHILD ANC FAMILY EVALUATIONS.
D. CHILD AND FAMILY OUTPATIENT TREATMENT AND COUNSELING.
E. CONSULTATION WITH OTHER APPROPRIATE PERSONS OR AGENCIES
• IN THE INTEREST OF THE CHILD AND FAMILY, I.E., CHURCH,
PUBLIC SCHOOL, PUBLIC HEALTH DEPARTMENT, POLICE DEPARTMENT,
ETC.
F. REFERRAL TO A.. ^PROPRIATE SERVICES IF NOT AVAILABLE THROUGH
CENTER OR IN THE COMMUNITY.
2. DRUG ABUSE COUNSELING, REHABILITATION AND TREATMENT SERVICES
INCLUDING:
A. SOCIAL STUDY OF INDIVIDUAL.
B. MEDICAL EXAMINATION AND PSYCHOLOGICAL TESTING.
C. OUTPATIENT COUNSELING AND TREATMENT.
D. REHABILITATION SERVICES INCLUDING PERSONAL AND SOCIAL
ADJUSTMENT, VOCATIONAL COUNSELING AND GROUP THERAPY.
E. REFERRAL TO OTHER APPROPRIATE SERVICES, I.E., NARCOTIC
ADDICTION REHABILITATION PROGRAM, METHADONE MAINTENANCE
PROGRAM, ETC.
Such services in accordance with the attached descriptions made a part hereof.

This agreement is effective upon execution and shall be reviewed
annually and is subject to termination by either party with thirty days written
notice.
The City agrees to pay $25.00 for the past rendition of the services
described herein.
Cost of the above services shall be billed monthly based upon the
actual cost per unit of service not to exceed a total of $50,000 per term of
this contract, subject to the funds being available to pay for such services
over and above the initial $25,000.00 payment provided above. Said cost must
be validated by a monthly accounting of services rendered to the City and is
subject to audit at any time.
It is understood that every reasonable effort will be made by the
Center to collect actual cost of services according to the client's ability
to pay, and that no billing submitted to the City of Corpus Christi shall be
for any services rendered and reimbursed by either the client or other sources.
In addition to the above payment for the above services, the City .
agrees to pay the Center $5,000 to provide the Corpus Christi Council on
Alcoholism a program of services for treatment of alcoholics through July 1,
1973.
The undersigned contracting parties bind themselves to the faithful
performance of this contract.

DESCRIPTION OF SERVICE CATEGORIES
a. Social Study - Includes initial intake and referral, social history,
and all necessary collateral contacts gathering personal social
information and making appropriate referrals.
b. Testing - Various psychiatric tests as need indicates.
c. Evaluation - In -depth interview with client, family and /or employer
developing a plan for counseling, treatment and rehabilitation.
d. Out - patient Counseling - On -going evaluation of clients progress
as well as in -depth counseling regarding behavorial modifi-
cations.
e. Agency Consultations - Contracts with other social service agencies
related to clients interests and /or program goals, i.e. , City -
County Health and Welfare, City Police Department, Public Schools,
Church and Civic Groups, etc.

EXPLANATION OF METHOD OF COMPUTATION

METHOD OF COMPUTATION
A. Child and Youth Mental Health Services - based upon $100,000
adjusted annual budget divided by number of therapeutic hours
(8,000) staff are capable of delivering per year ='s $1Z.50 per
hour.
B. Drug Abuse Services - based upon $40.000 adjusted annual
budget divided by number of therapeutic hours (5,000) staff
are capable of delivering per year ='s $8.00 per hour.
