AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT OF
$65,159 MADE POSSIBLE THROUGH THE OLDER AMERICANS
ACT AND THE GOVERNOR'S COMMITTEE ON AGING FOR THE
SENIOR CITIZENS ASSISTANCE PROGRAM, AND TO EXECUTE
ANY NECESSARY RELATED DOCUMENTS; AND DECLARING AN
r EMERGENCY.
TEXAS:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY, AUTHORIZED
TO ACCEPT A GRANT OF $65,189 MADE POSSIBLE THROUGH THE OLDER AMERICANS ACT AND
THE GOVERNOR'S COMMITTEE ON AGING FOR THE SENIOR CITIZENS ASSISTANCE PROGRAM,
AND TO EXECUTE ANY RELATED CONTRACTS, APPLICATIONS OR OTHER DOCUMENTS NECESSARY
TO THE RECEIPT OF SAID GRANT BY THE CITY.
SECTION 2. THE NECESSITY TO ACCEPT A GRANT'PROVIDING FOR TRANS-
PORTATION, RECREATION AND INFORMATION SERVICES FOR THE AGED AT THE EARLIEST
POSSIBLE DATE CREATES A PUBLIC EMERGENCY AND IMPERATIVE PUBLIC NECESSITY RE-
QUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL

BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION BUT THAT SUCH ORDINANCE OR

RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE
MAYOR HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, AND HAVING REQUESTED
THE SUSPENSION OF THE CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY
ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT
FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED, THIS THE :�tk

ADMINISTRATION ON AGING
It is agreed that'i£ the in -kind contributions used for matching funds exceed
the amount of the non - federal share for this project which is $21, 730.00
that none of the over contributed amount will be expected to earn additional
federal matching funds.
It is understood that accountability for all equipment, furniture and fixtures
purchased with Title III funds is the responsibility of the State Agency and
at the termination of any Title III project the State Agency, at its option,
shall exercise its accountability responsibility and proceed to reclaim the
equipment or its fair share of value in accordance with State Agency policy.
We certify that we are in agreement with the contract as it is awarded and
outlined on the reverse side of this form AOA -304. We further agree to be
responsible for records pertaining to this project for a period of three years
after the end of the fiscal year if an audit by or on behalf of the Department
of Health, Education and Welfare has occurred by that time. If an audit has
not occurred the records will be retained until an audit or until five years
following the end of the fiscal year, whichever is earlier and in all cases
records shall be retained until settlement of,any audit questions. The
records will be kept at the following location:

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Chanter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
