A RESOLUTION
SUPPORTING THE HARBOR ISLAND AND ARANSAS PASS CHANNEL
MODIFICATION OF THE NUECES COUNTY NAVIGATION DISTRICT
NO. 1, THE DEEP WATER PORT FACILITY AT HARBOR ISLAND;
AND DECLARING AN EMERGENCY.
WHEREAS, the 63rd Legislature recently sitting in Austin passed
HCR 174 by Representative L. DeWitt Hale which Resolution encourages the
Nueces County Navigation District No. 1 to implement the Harbor Island and
Aransas Pass Channel Modification: "The deep water port facility at Harbor
Island "; and
WHEREAS, said HCR 174'reads as follows:
"HOUSE CONCURRENT RESOLUTION
encouraging Nueces County Navigation District No. 1
to implement its project for a deep water port
facility at Harbor Island.
WHEREAS, the people of Texas are fortunate in that at Harbor Island
near Port Aransas, Texas, there is a site which is naturally suited for the
development of a safe, environmentally sound, economical and efficient multi-
purpose, deep draft inshore port to accommodate very large ships; and
WHEREAS, there is great need in the nation for port facilities to
handle deep draft vessels, particularly vessels carrying crude oil for the
energy needs of Texas and the nation; and
WHEREAS, Harbor Island has been a Federally authorized deep water
port since 1911 and Nueces County Navigation District No. 1 has recognized
the natural advantages of the Harbor Island site and has proposed that the
existing channel from the Gulf be deepened to 72 foot depth with the con-
struction of a turning basin and terminal facilities for handling liquid car-
goes at Harbor Island, a location which for over sixty years has been used
for petroleum handling and storage facilities; and
WHEREAS, the House Public Works Committee of the United States
Congress by resolution adopted September 19, 1972, has recognized the impor-
tance of this project and the project has also been approved within the plan
of development of the Coastal Bend area by the Coastal Bend Council of Govern-

WHEREAS, the proposed 72 foot, deep water project at Harbor Island
is capable of early accomplishment, will fulfill the needs of the West Gulf

for facilities to accommodate cargo carriers up to approximately 250,000
dead weight tons, in size, many of which are in service today and are unable
to utilize existing facilities in Texas, and such project will help to ful-
fill the crude oil import needs of the State until such time as a 100 foot
depth project can be accomplished and will complement that project after it
is completed; and
WHEREAS, the project when constructed will provide maximum protec-
tion for the environment in that cargo handling facilities will be located
in calm, nearly land- locked waters which will permit spill boom encirclement
of vessels while handling cargo and entrapment of spills, if any should occur,
by booming between land areas; and
WHEREAS, the proposed project is suited for stage development to
meet the immediate needs for increased deep draft facilities in the Gulf in
order to accommodate vessels now in the crude oil trade, and in increments '
to be increased to accommodate deeper draft vessels as required; and
WHEREAS, it is the belief of the Texas Legislature that it is in
the best interest of the people of Texas and the nation that deep draft ship
handling facilities be provided for the State as soon as practicable in order
to provide facilities to assist in meeting the needs of the State and nation:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
THE SIXTY -THIRD LEGISLATURE, the Senate concurring, that the Legislature of
the State of Texas finds that a 72 foot, deep water port facility at Harbor
Island is desirable and beneficial for the State of Texas, and Nueces County
Navigation District No. 1 is encouraged to work towards implementation of
the project and the Federal Government is urged to give this project top
priority to assist in alleviating the shortage in much needed shipping
facilities;" and
WHEREAS, the City Council of the City of Corpus Christi wishes to
add its support to the deep water port facility at Harbor Island Project of
the Nueces County Navigation District No. 1:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi
adopts and ratifies the aforementioned HCR 174 and supports the Harbor Island

and Aransas Pass Channel Modification, the deep water port facility at Harbor
Island, of the Nueces County Navigation District No. 1.
SECTION 2. The necessity to support this vital project which will
benefit the people of Texas and the citizens of this City creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction but that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, and having requested the
suspension of the Charter rule and that this ordinance be passed finally
on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this
the 0.2(— day of June, 1973.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
