• AN ORDINANCE
AMENDING ORDINANCE NO. 11309, AS AMENDED BY ORDINANCE
NOS. 11358, 111,111 AND 11511, GENERALLY KNOWN AS THE
"REVENUE SHARING BUDGET" FOR THE FIRST ENTITLEMENT
PERIOD SO AS TO DELETE CERTAIN APPROPRIATIONS IN SAID
BUDGET AND TO MAKE REAPPROPRIATIONS THEREIN; PROVIDING
FOR SEVERABILITY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT ORDINANCE NO. 11309, AS AMENDED BY ORDINANCE NOS.
11358, 11414 AND 115111, BE AND THE SAME IS HEREBY AMENDED AS FOLLOWS: THAT
THE APPROPRIATION OF $66,333 IN ACTIVITIES 121 -3320 AND 121 -3600 FOR THE FIVE
PERCENT (5 /o) SALARY INCREASE IN ACTIVITIES 33211, 3326, 3330, 3611, 3612, 36111, „i•

3615 AND 3618, RESPECTIVELY, BE AND THE SAME HEREBY IS DELETED THEREFROM AND y
SAID $66,333 IS HEREBY TRANSFERRED TO ACTIVITY 121-6701, REVENUE SHARING RESERVE.

SECTION 2. THAT THERE IS HEREBY APPROPRIATED OUT OF ACTIVITY 121- 6(Ol, ";
REVENUE SHARING RESERVE, THE AMOUNT OF $66,333 TRANSFERRED TO SAID ACTIVITY BY ,
SECTION 1 OF THIS ORDINANCE AND IN ADDITION THERETO THERE IS HEREBY APPROPRIATED r
OUT OF THE INTEREST EARNED ON FIRST ENTITLEMENT PERIOD CHECK, THE AMOUNT OF
$857, SAID COMBINED AMOUNTS OF $67,190 APPROPRIATED HCREIN TO ACTIVITY 121 -3324,
CODE 503, FOR THE PURCHASE OF NINETEEN (19) POLICE VEHICLES FOR USE BY THE POLICE.

SECTION 3. THAT ORDINANCE NO. 11309, AS AMENDED BY-ORDINANCE NOS.
11358, 11414 AND 11511 BE AND THE SAME IS HEREBY AMENDED AS FOLLOWS: THAT THE

AT THE OSO GOLF COURSE, THE APPROPRIATION OF $5,000 IN ACTIVITY 121-6511 FOR
REDUCED BUS FARES FOR THE ELDERLY, AND $13,525 OF THE $148,000 APPROPRIATION IN
ACTIVITY 121 -5621 FOR THE OSO WASTCWATER TREAT14ENT PLANT 'EXPANSION BE AND THE
SAME HEREBY ARE DELETED THEREFROM AND SAID TOTAL AMOUNT OF $23,525 IS HEREBY
• TRANSFERRED TO ACTIVITY 121-6701, REVENUE. SHARING RESERVE.
SECTION 4. THAT THERE IS HEREBY APPROPRIATED OUT OF ACTIVITY 121 -0,101,
REVENUE SPARING RESERVE, THE AMOUNT OF $23,525 TRANSFERRED TO SAID ACTIVITY BY'
SECTION 3 OF THIS ORDINANCE TO ACTIVITY 121- 33211, CODE 506, FOR THE PURCHASE OF
TWENT'i••FIVE (25) WALKIL'- TALKIES FOR USE BY THE POLICE DIVISION.
SECTION 5. IF FOR ANY REASON ANY SECTION, PARAGRAPH, SUBDIVISION,
CLAUSE, PHRASE, WORD OR PROVISION OF THIS ORDINANCE SHALL BE HELD INVALID OR

UNCONSTITUTIONAL BY FINAL JUDGMENT OF A COURT OF COMPETENT JURISDICTION IT
SHALL NOT AFFECT ANY OTHER SECTION, PARAGRAPH, SUBDIVISION, CLAUSE, PHRASE,
WORD, OR PROVISION OF THIS ORDINANCE, FOR IT IS THE DEFINITE INTENT OF THIS CITY
COUNCIL THAT EVERY SECTION, PARAGRAPH, SUBDIVISION, CLAUSE, PHRASE, WORD, OR
PROVISION HEREOF BE GIVEN FULL FORCE AND EFFECT FOR ITS PURPOSE.
SECTION 6. THE NECESSITY TO MAKE THE ABOVE CHANGES IN THE GENERAL
REVENUE SHARING BUDGET AT THE EARLIEST POSSIBLE DATE CREATES A PUBLIC EMERGENCY
AND IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE
THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS
INTRODUCTION BUT THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE
SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR HAVING DECLARED SUCH EMERGENCY
AND NECESSITY TO EXIST, AND HAVING REQUESTED THE SUSPENSION OF THE CHARTER RULE
AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE-OF ITS INTRODUCTION AND
TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS
ACCORDINGLY SO ORDAINED, THIS THE „LF DAY OF JUNE, 1973.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council,
