j A RESOLUTION
FINDING THAT IT IS IN THE BEST INTEREST OF THE
CITY TO AUTHORIZE THE CLOSING OF MEETINGS
ALLOWED TO BE CLOSED BY ARTICLE 6252 -17, VACS,
"TEXAS OPEN MEETINGS LAW "; AMENDING RESOLUTION
iY NO. 11366, PASSED AND APPROVED BY THE CITY
COUNCIL ON MARCH 21, 1973,.50 AS TO MODIFY
CITY COUNCIL ACTION TO AUTHORIZE THE CLOSING
OF MEETINGS AUTHORIZED TO BE CLOSED UNDER THE
AFOREMENTIONED ARTICLE 6252 -17, V.A.C.S.;
AND DECLARING AN EMERGENCY.
' WHEREAS, the City Council passed Resolution No. 11366,
on March 21, 1973, declaring all meetings of the City Council to
be open including those allowed to be closed by the "Open
Meetings Law ", Art. 6252 -17, V.A.C.S.; and
WHEREAS, the City Council has operated under this
policy for a period of approximately four months and has
developed valuable experience in assessing the benefit to the
best interest of the citizens of such policy; and
WHEREAS, the City Council has found and hereby deter-
mines that it is in the best interest of good government and

to the benefit of the citizens of this City that those meetings
of the City Council allowed to be closed by the aforementioned
"Open Meetings Law ", Article 6252 -17, V.A.C.S., should be closed
if the City Council should so decide when considering those
matters allowed by law to be considered in closed session:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS: '
t SECTION 1. That Resolution No. 11366, passed and approved
by the City Council on March 21, 1973 be amended by amending Section
1 thereof to hereafter read as follows: .
"Section 1. That the City Council of the City of Corpus
Christi, to insure that the citizens of this community shall be
fully informed, hereby declares that all meetings of the City

Council are open to the public, except those meetings which are
allowed to be closed under the provision of the Texas Open Meetings
Law, Article 6252 -17, V.A.C.S., and reaffirms its commitment to
the right of the citizens to be fully informed of the actions

of their elected representatives as authorized by the aforemen-
tioned state law."
SECTION 2. The necessity to modify City policy to comply
with State Law creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of
its introduction but that such ordinance or resolution shall be
read at'three several meetings of the City Council and the Mayor
having declared that such emergency and necessity exist, and
having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction
and take effect and be in fufl force and effect from and after
its passage, IT IS ACCORDINGLY SO ORDAINED, this the../ ay-
of July, 1973.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
