AN ORDINANCE t.
AMENDING ORDINANCE NO. 8127, AS AMENDED, BY AMENDING
SECTION 1, SUBSECTION (b) BY SUBSTITUTING NEW SALARY
SCHEDULES; AMENDING SECTION 2, SUBSECTION (b),
PARAGRAPHS 2, 3 AND 4; PROVIDING THAT THIS ORDINANCE
SHALL NOT BE IN CONFLICT WITH THE FEDERAL WAGE AND
SALARY CONTROLS AND REGULATIONS; PROVIDING A SEVERANCE
CLAUSE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Section 1, Subsection (b) of said Ordinance
No. 8127, as amended, be and the same is hereby amended by substituting the
attached schedules of salaries.
SECTION 2. That Section 2, Subsection (b) of said Ordinance

No. 8127, as amended, be and the same is hereby amended by amending para-
graphs 2, 3 and 4 to hereafter read as follows:
"(2) Advancement to the E step shall be made at the completion of
at least one year of service in the D step and at least 93ears of continuous
service with the City, except as provided in paragraph 6 of this subsection
(b)
(3) Advancement to the F step shall be made at the completion of
at least 18 years of continuous service with the City, except as provided in
paragraph 6 of this subsection (b).
(4) Longevity step G shall be added to the salary schedule and
the requirements for steps E and F modified according to the following
timetable:

Advancement to the G step shall be made at the completion of two years of
service at the,F step and the number of years of continuous service with the
{ City set forth in the above schedule for the appropriate time period, except
as provided in paragraph 6 of this subsection (b)."

SECTION 3. So long as payment of?the increased rates, relative to
City Fiscal 1972 -1973 authorizations and appropriations, of wages and salaries,
including longevity and "cost -of- living adjustments ", are prohibited by the
r '
application of Federal Wage and Salary controls and regulations, no officer or
employee of the City shall have, obtain or secure any title or right whatsoever
in or to said increased rate and amount of pay, and no entitlement to accrued
or retroactive payment of such increased rate and amount of pay is conferred
or recognized by the July, 1973 amendments to the City Classification and
Compensation Plan, by the City 1973 -1974 Budget Adoption Ordinance, by the -1
City 1973 -1974 Budget Appropriation Ordinance, or otherwise. Whenever the
said controls and regulations governing the wages and salaries paid by the City
are terminated, the City Council will determine thereafter and during a
control -free period a plan and schedule for payment of said increased rates
and amounts commencing as of a date to be fixed subsequent to the termination
of said controls and prior to August 1, 1974.
SECTION 4. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase; word,
or provision hereof be given full force and effect for its purpose.
SECTION 5. The effective date of the above changes shall be
August 6, 1973.
SECTION 6. The fact that there is an immediate need to adopt
new salary schedules and a need to maintain an efficient administration of
City affairs creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such ordinance
or resolution shall be read atthree several meetings of the City Council, and
the Mayor having requested the suspension of said Charter rule,and that this

ordinance be passed finally on the date of its introduction and take effect
and be in full force a ��efffeect from and after its passage, IT IS ACCORDINGLY

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
