That Ordinance No. 10430, passed and approved by the City Council on August 259 1971, be and the same is hereby amended by amending Section 3 thereof so as to correct and adjust the assessments levied against as is hereinafter provided: -2- 4 abutting property owners on the following streets within the Hillcrest Neighborhood Improvement Project: 1. NOAKES STREET, FROM;41JECES BAY BOULEVARD TO PEABODY AVENUE; 2. HULBIRT STREET, FROM NUECES BAY BOULEVARD TO KENNEDY AVENUE; 3. KOEPKE STREET, FROM NUECES BAY BOULEVARD TO KENNEDY AVENUE; 4. MINTON STREET FROM NUECES BAY BOULEVARD TO PEABODY AVENUE, THEN FROM KENNEDY AVENUE TO NORTH PORT AVENUE; ;- 5. SIDEWALK IAIPROVEhENTS ABUTTING PROPERTY ON THE NORTH SIDE OF BUFFALO STREET FROM KENNEDY STREET TO NORTH PORT AVENUE, AND ALONG THE NORTHWEST SIDE OF NORTH PORT AVENUE FROM BUFFALO STREET TO WINNEBAGO STREET; as is hereinafter provided: -2- 4 SECTION 2. The necessity to correct and adjust the assessments, as hereinabove set forth, relating to the Hillcrest Neighborhood Improvement Project, creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall, be passed finally on the date of its introduction but that such ordi- nance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested that suchhCharter rule be suspended and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of August, 103.
