HomeMy WebLinkAbout11677 ORD - 09/05/1973• JRR:ap:9 /5/73:lst AN ORDINANCE APPROPRIATING AND REAPPROPRIATING $10,000 OUT OF THE THIRD ENTITIM1ENT PERIOD FEDERAL REVENUE SHARING RESERVE ACCOUNT AS APPROPRIATED BY ORDINANCE NO. 116o4, FOR PAYMENT TO THE COASTAL BEND HALFWAY HOUSE FOR ALCOHOLICS, INC.; AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT, ATTACHED AS EXHIBIT "A" FOR SERVICES TO WOMEN AT A NEW HALFWAY HOUSE FACILITY; AND DECLARING AN EMERGENCY. • BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That there is hereby appropriated and reappropriated $10,000 out of the Third Entitlement Period Federal Revenue Sharing Reserve Account as appropriated by Ordinance No. 11604, for payment to the Coastal Bend Halfway House for Alcoholics, Inc. SECTION 2. Authorizing and directing the City Manager to execute a contract, attached as Exhibit "A" for services to women at a new Halfway House facility. SECTION 3. The necessity to appropriate the above sums for expendi- ture for the purpose aforesaid creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in fall force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the'ftj)_'��ay of September, 1973. ATTEST: "I., -, Al,,L�, Ci y Secr t APPROVED. -) fly AY PF SEPTEMBER, 1973: City Atto ney � MAYOR - THE THE CITY OF CORPUS CHRISTI, TEXAS n 677 06G:hb:9/5/73 • 1st C O N T R A C T STATE OF TEXAS X COUNTY OF NUECES X KNOW ALL M BY THESE PRESENTS: WHEREAS, the Coastal Bend Halfway Houses for Alcoholics, Inc., Corpus Christi, Texas, is in a position to offer residential rehabilitation for indigent alcoholics and particularly women alcoholics in the City; and WHEREAS, the City of Corpus Christi is desirous of pur- chasing residential rehabilitation service for indigent alcoholics within the City in the furtherance of the health and welfare of its citizens: NOW, THEREFORE, for and in consideration of the terms, conditions and payments herein, do the City of Corpus Christi, Texas, a municipal corporation and body politic under the laws of the State of Texas, hereinafter called City, and the Coastal Bend Halfway Houses for Alcoholics, Inc., hereinafter called Halfway Houses, covenant, agree and contract as follows: I The City agrees.to purchase, upon execution of this con - tract,residential rehabilitation services for indigent alcoholics within the City from Halfway Houses for $10,000, in accordance with the terms and conditions herein. II Halfway Houses agree, in consideration of the aforementioned sum, to provide residential rehabilitation services for indigent alcoholics within the City. Said service shall consist of resi- dential rehabilitation which includes social adjustment, group theraphy, work orientation, and room and board. A staff physician and psychiatrist will be available for medical and psychiatric counseling as required. The cost of service per client per month is Two Hundred Thirty and no /100 ($230). It is anticipated that F-xHl13 IT "H" 60 to 70 clients will be seen during the ensuing year, but the City share is limited to the aforementioned $10,000. III Halfway Houses agree to submit monthly reports to the City Manager showing the number of clients furnished service dur- ing the month and such other information as may be deemed necessary by the City. Halfway Houses agree to keep competent records in- dicating the services rendered, purchases, salaries, expenses and other costs in a businesslike manner, in a form acceptable to the Director of Finance, and to make such records available at reasonable times for inspection by the City or its duly authorized employees or agents. IV This contract is for the purchase of the services de- scribed herein for a period of one (1) year from date of execution and payment for such services shall be in one lump sum due upon execution. ►7 Halfway Houses agree to indemnify and hold the City harm- less from any and all claims, suits or liability of any kind whatsoever arising from or out of the purchase by the City of the services herein. Acklen Director Corpus Christi, Texas '_ZZ_ day of — , 19 7.7 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordi- nance finally on the date it is introduced, or at the present meeting of the City Council.
