HomeMy WebLinkAbout11697 ORD - 09/12/1973JRR0d:9- 12- 73:2nd AN ORDINANCE CREATING THE CORPUS CHRISTI AMERICAN REVOLUTION BICENTENNIAL COMMISSION; PROVIDING FOR APPOINT- MENT OF THE COMMISSIONERS, ELECTION OF OFFICERS, SELECTION OF EXECUTIVE COMMITTEE AND ADDITIONAL COMMITTEES AND SUBCOMMITTEES AND AUTHORIZING PERSONS OTHER THAN COMMISSION MEMBERS TO SERVE THEREON; STATING THE COMMISSION'S PURPOSE; PRO- VIDING FOR QUARTERLY MEETINGS; PROVIDING TERMI- NATION DATE; AND DECLARING AN EMERGENCY. WHEREAS, this great Nation came in to being by declaring its independence on July 4, 1776; and WHEREAS, on July 4, 1976 Americans throughout this freedom - loving land will celebrate the 200th anniversary of our Country's founding; and WHEREAS the anniversary date provides a perfect opportunity for Americans everywhere to pause and review the ideals of 1776 and to consider • our successes and failures thereby giving just cause for a patriotic celebration by all Americans; and WHEREAS the President's American Revolution Bicentennial Commission and the American Revolution Bicentennial Commission of Texas are actively planning a historic remembrance of the 200th anniversary of the founding of our Nation; and WHEREAS the City of Corpus Christi recognizing the rich and historic events that preceeded and are associated with the American Revolution desires to participate actively in the commemoration of the birth of our Nation; and WHEREAS, an ad hoc committee of Corpus Christi citizens was formed and recommended members of the Corpus Christi American Revolution Bicentennial Commission which recommendation was accepted and approved by the City Council on August 15, 1973. NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That there is hereby created the American Revolution Bicentennial Commission of Corpus Christi. This Commission is composed of those citizens recommended by the aforementioned ad hoc committee as approved by the Mayor and the City Council on August 15, 1973. The Mayor and City Council 11697 may from time to time as they may deem necessary, appoint additional citizens to the Commission. The Mayor and City Council may appoint representatives from the Communications Media, Trade and Professional Groups, the Chamber of Commerce, the Ministerial Alliance, Civic, Service, Cultural, Patriotic and Historical Organizations, the Military, and secondary and higher level educators either as individuals or as representatives of their office as well as other citizens. The Commission shall be broadly representative of the community in regard to age, race and sex. The Museum Director of the Corpus Christi Museum shall serve as ex- officio member and provide staff support for the Commission. Upon appointment of the Commission, the Mayor shall issue a proclamation naming the initial members of the Commission, charging them with the responsibility of planning the City of Corpus Christi American Revolution Bicentennial Celebration and designating a time and place for the initial meeting. He shall cause a certified copy of this Ordinance and his proclamation to be submitted for approval as an official American Revolution Bicentennial Commission of Texas endorsed project. At the first meeting of the Commission they shall elect such officers from among their members as they deem necessary, elect an executive committee of €iv _ e members and '12 select select such committees and subcommittees and their membership as the Commission deems necessary from time to time. Members of the various committees and subcommittees may or may not be composed of Commission members, but the Chairman thereof shall be a Commission member. The whole Commission shall meet at least quarterly and the various committees and subcommittees shall meet as necessary. The Commission is encouraged to seek the assistance of voluntary groups in planning the Corpus Christi American Revolution Bicentennial Celebration. It should follow the broad guidelines set out by the National and State Commission, but bear in mind the rich cultural heritage of Corpus Christi. SECTION 2. The Commission is encouraged to plan commemorative projects providing each citizen an opportunity to share thecelebration of our Country's 200th anniversary. At least one such project should be permanent in nature to benefit the entire community. As projects are selected by the Commission they should be forwarded to the City Council for passage of a U • resolution to be submitted for approval as official American Revolution Bicentennial Commission of Texas endorsed projects. SECTION 3. While the Commission is encouraged to plan at least one bicentennial project of a permanent nature, at the close of the Bicentennial Celebration the Commission shall terminate. SECTION 4. The necessity to immediately implement the planning of a Corpus Christi American Revolution Bicentennial Celebration creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT CCORD TGLY SO ORDAINED, this the day of 1973.
