AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO ACCEPT THE PROPOSAL
OF TRACOR CORPORATION TO PROVIDE SOUND STUDIES AT
CORPUS CHRISTI INTERNATIONAL AIRPORT; APPROPRIATING
OUT OF NO. 245 AIRPORT BOND FUND $12,200 FOR SAID
SERVICES, APPLICABLE TO PROJECT NO. 245- 68 -16; AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed to accept the proposal of Tracor Corporation to provide sound
studies at Corpus Christi International Airport, applicable to Project No.
245- 68 -16, a copy of said proposal, marked Exhibit "A ", being attached here-
to and made a part hereof.
SECTION 2. There is hereby appropriated the sum of $12,200 out of
the No. 245 Airport Bond Fund, applicable to Project No. 245- 68 -16.
SECTION 3. The necessity to accept the proposal aforesaid and to

appropriate the sum hereinabove set out at the earliest possible date so that
sound studies may commence, creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shell be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the ay of September, 1973.

Dear Mr. Lontos:
Thank you for the time which you and Mr. Smith spent with me
earlier this week discussing a noise study for Corpus Christi
International Airport. We have subsequently reviewed various
kinds of information regarding the airport and its future
development. On the basis of this preliminary examination,
we are pleased to submit the following proposal for a noise
study which we feel will be most useful for land use planning
and control purposes. The City of Corpus Christi, in taking
into consideration the noise exposure around the airport
before sensitive development has occurred, sold be able
to avoid what for many cities has become a re problem.
Tracor proposes to perform noise measurements around the airport
which, together with air traffic information aftained from
local authorities, will be used to compute contours of equal
noise exposure around Corpus Christi Internatimnal Airport.
These contours will be in terms of Noise Exposnre Forecast (NEF)
values, which is the most widely accepted andimsed airport
noise descriptor in the USA. When superimposed upon a map of
the area, these geographical contours provide a ready assess-
ment of compatible land use potential at any tract or point
in the vicinity'of the airport. NEF contour sets will be
prepared for the following three stages in the development of
the airport:
1) Existing airport configuration anD traffic
2) Airport following addition of new 17/35
and 13/31 runways, with projected future
traffic
3) Airport following further addition: of
another 13/31 ILS runway, with projected
future traffic

We think that these three conditions will provide an adequate
assessment of the noise situation, both present and future.
The developed contours will be superimposed upon a montage
of U.S. Coast and Geodetic Survey maps (or other suitable
maps as directed by City engineers) and supplied in large
scale reproducible Mylar form. A separate map and contour
set will be provided for each of the three conditions
enumerated above. The contours will also be incorporated
in reduced size into a formal report. The report will document
the basic data from which the NEF computations were made and
will contain a complete discussion relating different land
uses to the zones bounded by the various contours. From this
information it will be possible to determine, for example,
those land areas which are compatible with light industrial
development from the standpoint of noise.
The on -site noise measurements and data collection will require
approximately one week. If we are authorized to begin the
work shortly, the analyses, reports, and - contours can be
completed and submitted in February 1974. Tracor will perform
the work outlined above for a firm fixed price.of $12,200.
I am enclosing for your information a Tracor Annual Report,
biographical data on staff members who may be assigned to
the proposed project, and information on some of our previous
work in the field of airport noise. In particular, your
attention is called to the following recent or current
projects:
Dynamic Preferential Runway System, Kennedy
International Airport, New York -This is a
computerized noise abatement runway selection
system, installed in 1971 and presently being
expanded. Sponsors: Aviation Development
Council, FAA, Port Authority of New York and
New Jersey. Cost: $50,000 initial, $35,000
expansion.
Air ort Noise Monitor S stem San Jose
Internationa Airport - This is a community
noise monitoring system meeting the require-
ments of new state regulations and consisting

of eight monitor stations (expandable to
fifteen) and a central processor. It is
now being installed. Sponsor: City of
j San Jose, California. Cost: $129,498.
Noise Studies at Naval Air Stations - This
series of studies is to document noise exposure
around several facilities in terms of Composite
Noise Rating (CNR) contours and is currently
near completion. Sponsor: Naval Facilities
Engineering Command (Southern Division).
Cost: $66,000 plus negotiated increase.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suspen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
