AN ORDINANCE
APPROVING AND PROVIDING FOR THE SUBMISSION OF AN
APPLICATION TO THE DEPARTMENT OF LABOR FOR A FEDERAL
GRANT FOR THE PURPOSE OF CONTINUING THE MANPOWER
PLANNING OFFICE, AND AUTHORIZING THE CITY MANAGER
TO EXECUTE THE SAID GRANT AND SUCH OTHER DOCUMENTS
AS MAY BE NECESSARY TO IMPLEMENT THE SAID PROGRAM;
AND DECLARING AN EMERGENCY.
WHEREAS, the Department of Labor has expressed the availa-
bility of Federal Grants under authority of the Manpower Development
and Training Act of 1962 as amended to assist local governments to
assume a greater role in Manpower Planning and Delivery Systems;
and
WHEREAS, the City of Corpus Christi has been designated by
the Department of Labor to be eligible for such a Grant; and
WHEREAS, there is a continued need for effective coordination
of Manpower Planning efforts:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That an application be made to the Department of
Labor for a Grant of $61,750 to continue the functions of the Manpower
Planning Office.
SECTION 2. That the City Manager is hereby authorized and
directed to execute and to file such application with the Department
of Labor, to provide additional information and to furnish such
documents as may be required by said Department, to execute such
contracts as are required by said Department and to act as the
correspondent of the Applicant.
SECTION 3. That said Office of Manpower Planning continue

under the supervision of the Director of the Bepartment of Planning and
Urban Development.
SECTION 4. The necessity to authorize the City Manager to
promptly make application for federal funds for the above purposes,
creates a public emergency and an imperative public necessity requir-
ing the suspension of the Charter Rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such
ordinance or resolution shall be read at three several meetings of the

City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter Rule and
that this resolution shall be passed finally on the date of its intro-
duction and take effect and be in full force and effect from and after
its passage, IT IS ACCORDINGLY SO ORDAINED, this the Z(1 day of
September, 1973.

CONDITIONS COURNING GRANTS FOR
THE CA?-R'S SECREWIIAT PROGRAM
In addition to the Statement of Basic Grant Agreement, this grant is
subject to the conditions listed below:
I. DFIrNITIO:;S. As used in this grant the following terns shall have
the meaning set forth below:
a. "Grantee" means the organization or agency named in this grant
as the recipient of the grant award.
b. "Grant Officer" raeans that person, who while acting within the
scope of his authority, executes this grant document on behalf
of the Govern^ent.
2. SMCO'TTPJ,CTI::G. All purchases, contracts, or sub - grants in excess
of five hundred (v500.00), entered into by the grantee and using funds
granted hereunder shall require the prior written approval of the
Grant Officer.
3. AMOUNT OF CRr:'M The roiount of the Federal grant shall not exceed
the s ullcr of (1) the dollar P-mount sroan on the cover sheet or (2)
the anoint of cast, expenditures made by the Grantee for project purposes.

PROGRAM PROPOSAL
GENERAL PURPOSE
The Office of Manpower Planning will operate under the Department of
Planning and Urban Development of the City of Corpus Christi, and will be
responsible for planning manpower services in the Coastal Bend Area. For
the remainder of FY -74 the area to be covered will encompass 13 counties
with a population of 434,034. The Governor through an executive order has
accepted, on September 4, 1973, a request from the officials in Karnes
County to be added to the San Antonio State Planning Region. Therefore,
starting with FY-75 the Coastal Bend Manpower Planning Area will consist
of only 12 counties, and will reflect the loss of Karnes County to the San
Antonio area. The map which is enclosed as Attachment 1 illu?trates the
counties in the Manpower Planning Area.
The disbursement of funds provided by this grant will be made in accord-
ance with the Statement of Basic Grant Agreement, Conditions Governing Grants
for the CAMPS Secretariat Program, and with Administrative procedures estab-
lished by the City of Corpus Christi. The salary schedule and the mileage
reimbursement schedule (Attachments 2 and 3) are of special significance. It
should be noted that the City is complying with the restrictions imposed by
the Federal Cost of Living Council.
WORK PROG_vLM
The Manpower Planning Office will assist the Manpower Area Planning Council
in advising on manpower activities which can be separated into five major areas
of concern. These are:
1. Advising local governments of the needs for manpower services accordin;
to locally conceived priorities;

plans;
3. Establishing priorities and making recommendations for appropriate
program funding;
4. Assessing program operations and efficiency on a continuing basis;
5. Coordinating program and planning activities with the State Manpower
Planning Council and the Regional Manpower Coordinating Committee.
The inter— action of the five major functions will enable the Manpower
Planning Office to participate in a year —round planning process which will
result in the submission of the FY -75 Comprehensive Manpower Plan for Corpus
Christi and the Coastal Bend Area. In reaching this goal the staff will
assist the Manpower Planning Council and the City of Corpus Christi in an-
alyzing the population, labor market, and other economic developments in order

to define the community manpower needs.
Daily activities will include aiding local government officials and dif-
ferent training agencies with the planning, coordination and implementation
of Manpower programs.
It will be important for the Manpower Office to establish a working
relationship with the industrial sector in determining the occupational short-
ages and surpluses of the area. The consideration of shortages and surpluses
will be essential in reviewing program proposals for funding and in determining
the mix of manpower programs to be implemented in Fiscal Year 1975.
On a continuing basis, the manpower staff will personally visit the
personnel offices of major companies and institutions to maintain an up —to —date
inventory of those occupations that are in demand and those in which a surplus
of labor exists. A good understanding of the labor market will enable local
government to train in occupations that are in demand and to maintain a high
placement ratio.

The annual plan, which will be prepared in accordance with published
regulations and guidelines of the Department of Labor, will be submitted at
the proper time to the Governor's Office for review and comment and to
obtain coordination with the State Manpower Planning Office. After the Re-
gional Manpower Coordinating Committee (RMCC) has approved the plan it will
be submitted to the appropriate Federal Agencies in Washington. The plan
will be subject to amendments throughout the year in order to meet unforeseen
developments.
Another important responsibility of the Manpower Planning Office will be
to provide coordination of the Manpower programs in order to obtain linkages,
to avoid duplication of effort, and to maximize the utilization of our
resources. This will be achieved by the activation of an inter- agency commit-
tee that will serve as a mechanism which will assist in the identification of
manpower needs, in improving manpower services and in the exchange of pro -
grammAtic information. Resource agencies which complement manpower programs
will be encouraged to participate in.the inter - agency committee. This commit-
tee will meet periodically to discuss services that are available and to what
extent these services can be utilized. Ideas which will,be developed at these
meetings will be taken into consideration in the planning process.
The Manpower Area Planning Council (MAPC) newsletter continues to be an
important tool in improving the coordination of Manpower and related agencies.
This newsletter has a monthly distribution of approximately 250 copies which are
distributed to agencies working in Manpower and related services as well as
most elected officials and public service agencies throughout the area. The
newsletter is desigaed to inform the citizens of training opportunities and to
delineate eligibility criteria. Any developments that are significant and that
may be utilised in establishim; better linkage between programs are included in

the newsletter. It also serves to facilitate inter - agency referrals of
individuals to training program openings.
Adequate participation of the clientele sector in the MAPC will be a key
factor in analyzing the opinions and attitudes of the target populations.
Program participants, ex- participants and potential participants will be in-
terviewed to obtain a perspective that only they can provide. Although the
main mechanism in obtaining participant input will be the MAPC itself, the
effort will be extended to the community in general. These analyses will be
instrumental is pin - pointing un -met needs in the community and in recognizing
weak spots in the programs.
The 1kinpower Office will also provide technical advise and supportive
services to the Labor Market Advisory Council (LMAC) of the Work Incentive
Program (WIN) of Nueces County. This assistance will enable the WIN Program
to train welfare recipients in occupations in which there is a demand and to
maintain a high placement rate of Aid to Families with Dependent Children
recipients. The occupational demand /shortage inventory will be instrumental
in providing this help.
Me special concern that the youth present to the MAPC and the Manpower
Plannirg staff will result in the focusing of efforts to improve services to
them. Strong efforts will be made to maintain high quality programs that will
meet the complex problems that affect our youth. Evaluation of youth oriented
pro;r.:ms will be made as part of a follow -up procedure.
The resources being made available by this grant will give local gov-
ernments tha ability to maintain an effective system of manpower services that
will give the unemployed, under - employed, especially the disadvantage, an
opportunity to obtain meaningful employment.

DUTIES AND RESPONSIBILITIES: Acts as Secretariat to the Manpower Area Planning
Council. Assumes all administrative responsibilities in connection with work.
Prepares and /or screens all training applications proposed or submitted by Area
Program operators.
Aids local government officials and training agency directors and their staffs
in the planning, coordination, preparation, and execution of local government
and /or civil Manpower Training Programs. Keeps Mayor and City staff informed
as to the status of programs being planned or in stages of development, as well
as ongoing programs. Assists local civil or government training agencies in
determining training needs, such as basic education, institutional, and /or on-
the —job training. Assists training agencies in the development and preparation
of training programs. Works directly with and assists the local Manpower Area
Planning, Council Chairman in the development, coordination, and preparation of
all manpower reports, including the annual Comprehensive Area Manpower Plan.
Assists in the implementation and coordination of all local manpower training
programs, evaluates and makes recommendations to local government officials for
program improvements and /or changes needed to effect the maximum utilization of
local manpower training resources.
Performs such other related duties as may be required.

OCIASS TITLE: Youth Kinpower Coordinator
DUTIES AND RESPONSIBILITIES: Serves as a catalyst for youth program development.
Insures that youth are involved at all levels in the planning, implementation, and
evaluation of youth programs. Works closely with youth program agencies in the
planning and coordination of youth employment activities. Works with Federal,
State, and local training agencies, business, labor unions, educational systems,
and program operators in the planning of the summer youth employment program.
Mects with local Parks and Recreations Departments to insure adequate planning
for disadvantaged youth programs. Provides technical assistance to.agencies
operating youth programs. Performs such other related duties as may be required.
