HomeMy WebLinkAbout11718 RES - 09/26/1973•JRR:HG:e:9 /26/73 • 1st A RESOLUTION FINDING A COMMUNITY OF INTEREST BETWEEN CORPUS CHRISTI AND ANCHORAGE AND FAIRBANKS, ALASKA, PARTICULARLY IN THE AREA OF PETROLEUM EXPLORATION, DEVELOPMENT, AND TRANSMISSION; FINDING THAT THE OPERATION OF A SINGLE PLANE SERVICE FROM CORPUS CHRISTI TO DALLAS -FORT WORTH AND HOUSTON TO ANCHORAGE AND FAIRBANKS, ALASKA IS IN THE BEST INTEREST OF THE CITY; FINDING THAT THE CITY'S PARTICIPATION IN DOCKET NO. 25742 IN THE MATTER OF THE APPLICATION OF ALASKA AIRLINES, INC., AND BRANIFF AIRWAYS, INC., FOR APPROVAL OF EQUIPMENT INTERCHANGE AGREEMENT BEFORE THE CIVIL AERONAUTICS BOARD IS IN THE BEST INTEREST OF THE CITY OF CORPUS CHRISTI; APPROVING THE CITY'S PARTICIPATION IN SAID DOCKET NO. 25742; AUTHORIZING THE FILING OF THE ANSWER OF THE CITY OF CORPUS CHRISTI AND THE AVIATION COMMITTEE OF THE CORPUS CHRISTI CHAMBER OF COMMERCE IN ACCORD- ANCE WITH THE ATTACHED EXHIBIT "A "; AND DECLARING AN EMERGENCY. WHEREAS, there is a community of interest between Corpus Christi and Anchorage and Fairbanks, Alaska, particularly in the area of petroleum exploration, development and transmission; and WHEREAS, the operation of a single plane service from Corpus Christi to Dallas -Fort Worth and Houston to Anchorage and Fairbanks, Alaska is in the best interest of the City; and WHEREAS, the City's participation in Docket No. 25742, in the matter of the application of Alaska Airlines, Inc., and Braniff Airways, Inc., for Approval of Equipment Interchange Agreement, before the Civil Aeronautics Board, Washington, D.C., is in the best interest of the City of Corpus Christi: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City's participation in Docket No. 25742, application of Alaska Airlines, Inc., and Braniff Airways, Inc., for Approval of Equipment Interchange Agreement before the Civil Aeronautics Board, Washington, D.C., is hereby approved by the City Council. The City Manager is authorized and directed to sign the Answer of the City of Corpus Christi and the Aviation Committee of the Corpus Christi Chamber of Commerce in support of said application, said answer to be in accordance with the attached Exhibit "A ", which is made a part hereof as if written herein. 117:18 • • SECTION 2. The necessity to participate in the afore- mentioned Docket No. 25742 and the necessity to execute said Answer of the City of Corpus Christi and the Aviation Committee of the Corpus Christi Chamber of Commerce creates a public emergency and an imperative public necessity requiring the sus- pension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED this the day of September, 1973. AND BRANIFF AIRWAYS, INC. FOR APPROVAL OF EQUIPMENT INTERCHANGE AGREEMENT DOCKET NO. 25742 The City and Aviation Committee of the Chamber of Commerce of Corpus Christi, Texas, file this answer in support of Alaska Air- lines, Inc. and Braniff Airways, Inc. application for approval of an interchange agreement authorizing through service between points on segment five of Braniff's route nine on the one the one hand and points on Alaska route 138 on the other hand, docket no. 25742. Expedited consideration pursuant to section 399.60 of the Board's policy statement is requested. In support thereof Corpus Christi states: I The City of Corpus Christi is a municipality under the laws of the State of Texas having the principal offices in Corpus Christi, Nueces County, Texas. II The Corpus Christi Chamber of Commerce is a non - profit corp- oration, chartered under the laws of the State of Texas to serve the economic welfare of Corpus Christi, and its Aviation Committee is charged with active participation in the development air service. III The City of Corpus Christi owns and operates Corpus Christi International Airport in which citizens of Corpus Christi have made substantial investment. The airport is served by three air carriers certificated by the Civil Aeronautics Board', namely: Braniff Air- ways, Inc., Eastern Airlines, Inc., and Texas International Air- lines, Inc. The Corpus Christi International Airport serves a Page 2 metropolitan area population of 284,832 (1970, estimated 297,300 as of January 1, 1973). Passengers enplaned and deplaned for the year 1972 totalled 347,206. The airport is the principal air service outlet for a nine county oil and gas producing area with more than 12,000 producing oil wells. IV Applicants propose commencing on or about April 1, 1974, single -plane service, between Houston, and Dallas /Fort Worth, Texas, on the one hand and Anchorage and Fairbanks, Alaska, on the other hand, via the interchange point Seattle, Washington. Corpus Christi, particularly its petroleum industry, is in- terested in improved air service to Alaska and in particular to the North Slope developments in Alaska. Corpus Christi regards the Alaska - Braniff Interchange application as an opportunity for interim through plane service until such time as the Board considers on their merits applications now on file or which may be filed, for single carrier service (e.g. Braniff Application docket 24259 and Alaska's Application, docket 25600). V The Board's Origin - Distination Survey, 1971 shows Corpus Christi and Anchorage exchange 180 passengers and Corpus Christi and Fair- banks exchanged a total of 80 passengers for a total of 250 passen- gers exchanged between Corpus Christi and the Alaska points Anchorage and Fairbanks. Corpus Christi ranked ninth of the 28 Texas points shown exchanging passengers with Anchorage and seventh of 19 Texas points exchanging traffic with Fairbanks. Page 3 VI Of primary importance in creating a need for improved air service between Corpus Christi and Alaska is the Prudhoe oil discovery along the North Slope of Alaska. Prospects that the trans - Alaska pipeline from Prudhoe Bay to Valdez on the Gulf of Alaska will become a reality are bright. Petroleum and natural gas and refined petroleum products are a major industry in the Corpus Christi area. Refineries in Corpus Christi have a combined cap- acity of about 325,000 barrels per day. The port of Corpus Christi is among the nations top ten harbors in tonnage handled, much of which consists of petroleum and related products. The foregoing facts show a community of interest between Corpus Christi and Anchorage and Fairbanks, particularly in the area of petroleum exploration, development and transmission. A strong community of interest likewise exists between other Texas cities as Alaska cities arising out of petroleum indentified relationships. There is currently no available single -plane or single carrier service between Texas cities and Alaska cities. The authority sought by the Alaska Airlines /Braniff Airlines application would, if approved, permit operation of a single -plane service from Dallas /Fort Worth and Houston, and an improved service from Corpus Christi which would afford material relief in the present basis, at least on an interim basis until such time as the Board can consider and decide on applications which have been or may be filed for single- carrier service between Alaska and Texas cities. Wherefore, Corpus Christi urges that the Board approve the Alaska /Braniff application, and that the matter receive expedited Page 4 consideration pursuant to section 399.60 of the Board's policy statement. Corpus Christi's support of this application for in- terim service is without prejudice to the position it may take when application for single- carrier service between the cities here in issue is considered by the Board.
