HomeMy WebLinkAbout11727 ORD - 10/03/1973• HC:EB:jkh:lO -2 -73; 2nd 0 ..AN ORDINANCE PROVIDING FOR THE ESTABT.ISITMENT OF A SENIOR COMMUNITY SERVICES ADVISORY COMMITTEE TO ASSIST AND ADVISE IN THE PLANNING AND FORMULATION OF SENIOR CITIZENS PROGRAMS; PROVIDING FOR A FIFTEEN (15) MEMBER ADVISORY COMMITTEE CONSISTING OF SENIOR CITIZENS, REPRESENTATIVES OF SENIOR CITIZEN ORGANIZATIONS AND REPRESENTATIVES OF AGENCIES WITH DIRECT SERVICES OR PROGRAMS FOR SENIOR CITIZENS; AND PROVIDING STAFF SUPPORT: AND DECLARING AN EMERGENCY. WHEREAS, the application for a grant under Title III of the Older Americans Act dated May 5, 1973 provides for the creation of a fifteen (15) member Advisory Council; and WHEREAS, said application was approved in its entirety by the Governor's Committee on Aging; and WHEREAS, the City of Corpus Christi has expressed a commitment to involve senior citizens in the formulation and development for such programs insofar as possible; and WHEREAS, said funded program required the formulation of such an Advisory Committee whose duties will be: 1) To advise the Senior Community Services staff of the needs for services according to locally conceived priorities; 2) To assist the Senior Community Services staff in the develop- meat of comprehensive senior citizens program plans; 3) To establish priorities and make recommendation for appropriate program funding; 4) To review and evaluate Senior Community Services operations; 5) To coordinate program and planning activities with local agencies and organizations that serve senior citizens: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council shall appoint a Senior Community Services Advisory Committee, to consist of 15 members, three of which shall represent agencies with direct services to senior citizens. The remainder shall reflect a proportionate representation of the ethnic and income distribution of the elderly population. The members of said Advisory Committee shall be appointed on the effective date of this ordinance as follows: 1 '72'7 Eight (8) members of said Advisory Committee shall be initially appointed for a term of one (1) year, and seven (7) members of said Advisory Committee shall be appointed for a term of two (2) years. Upon expiration of the term of office of the first eight appointees, the succeeding term of office for each new member shall be for a term of two years. Members may be reappointed at the discretion of the City Council. SECTION 2. The Committee shall at its first meeting select from among its membership a chairman, a vice chairman and a secretary, and any other officers deemed necessary, and such officers shall serve for the ensuing year or until their successors are selected. SECTION 3. The personnel of the Senior Community Services Program shall provide staff support to the aforesaid Advisory Committee. SECTION 4. The necessity to adopt the provisions hereinabove pro- vided at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter Rule that no Ordinance or Resolution shall be passed finally on the date of its introduction but that such Ordinance or Resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter Rule and that this Ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, THIS THE3,1,kDAY OF OCTOBER, 1973.
