BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Ordinance No. 4168, generally known as the Platting Ordinance of the City of Corpus Christi, as amended, be and the same is hereby amended by amending SectionlV - Design Standards, Subsection A, Item 14, to hereafter read as follows: "14. Street grades shall be established with due regard being had for topography, contemplated land use, and the existing City Drainage Plan and facilities in the area surrounding the land to be subdivided, provided that the min9mim street grade shall be two- tenths of one percent (0.25) except that the minitmm grade across valley gutters, where approved, shall be five- tenths percent (0.55,). No land shall be rejected for subdi- vision purposes for failure to provide for greater etreet grade than that contained in this ordinance." SECTION 2. That Ordinance No. 4168, as amended, be amended by amending Section V - Required Improvements, Subsection A, Item 2, to here- after read as follows: -11742 • 10 -17 -73 � ; - _ • "2. Before beginning any construction of the improve- ments outlined in this section on proposed road- ways or public utilities pertaining to any sub- division coming under the provisions of this ordi- nance, five (5) complete sets of plans and speci- fications, if for streets only, five (5) sets if for water line construction only, five (5) sets if for sewer construction only, seven (7) sets if for combined water and sewer construction or eight (8) sets if for combined water, sewer and street con- structions, in the form of plats, sketches, or other satisfactory written descriptions shall be filed with the Director of Engineering and Physical Development of the City of Corpus Christi. These shall show such features as roadways, cross- sections and longitudinal slope for drainage, full descrip- tion of proposed pavement or street improvement, its grade and slope, dimensions and specifications of materials and construction, and profile maps of all sanitary and storm sewers showing both ground surface and flow line, and any other pertinent information of similar nature." - SECTION 3• That Ordinance No. 4168, as amended, be amended by amending Section V - Required Improvements, Subsection B, Item 1, to here- after read as follows: "l. Road Pavement a All roadway pavement for street types designated as Residential, Marginal Access and /or Collector Streets herein shall be constructed with a base of caliche having a minimum compacted thickness of six(6) inches. This shall also apply to public alleys where such are constructed in subdivisions. All roadway pavement for streets in industrial subdivisions or within commercial areas shall be constructed with a base of caliche having a mini"nim compacted thickness of eight (8) inches. The City will approve the use of sand -shell base streets, using 60 -70% shell and 30 -40% sand, in the Flour Bluff portion of the City and in areas of Padre Island either in the city limits or within a 5 mile radius thereof. Base thickness for sand -shell base shall correspond to the thickness in this section for caliche base. Prior to placing the base materials, the sub -base and at least one foot beyond the back of the curb shall be tested for compaction by a commerical laboratory and shall have a minimum of ninety -five percent (95%) of the standard proctor maximum density as determined at the optimum moisture content. The base material shall be constructed in layers, each layer shall be compacted to a minimum of ninety -eight percent (98 %) of proctor density, (AASHO T- 99 -57) method D. (b) The base shall be surfaced with a Hot -Mix Asphal- tic Concrete Pavement (Item 340), a Hot -Mix Cold Laid Asphaltic Concrete Pavement (Item 350), a Cold Mix Lime- stone Rock Asphaltic Concrete Pavement (Item 330)0 said item reference from 1972 Texas Highway Standard Specifica- tions for Construction of Highways, Streets, and Bridges. - 2 - All street types designated as Residential or Marginal Access Streets shall be surfaced with a minimum of one and one half (12) inches of the above material. A three coarse surface treatment (Item 324) may be used in lieu of the above described surface materials for Residential Streets, Marginal Access Streets or Alleys. All street types designated as Collector Streets, Minor Streets for apartment use, Major Thoroughfares or any street whose planned use is other than single family residential use, shall be surfaced with a minimum of two (2) inches of Hot -Mix Asphaltic Conceret Pavement (Item 340) or a Hot -Mix Cold Laid Asphaltic Concrete Pavement (Item 350). SECTION 4. That Ordinance No. 4168, as amended, be amended by amending Section V - Required Improvements, Subsection B. by adding a new item, 1(e), to hereafter read as follows: "e. Laboratory Testing All materials to be used in subdivision construction shall be subject to testing if warranted. The pre- ponderance of testing to be performed in subdivisions is directly related to street construction and a series of laboratory tests normally associated with road and street construction will be required in sub- divisions, said tests being performed by an indepen- dent testing laboratory using qualified personnel. The testing laboratory will be selected by the City and the City will pay all testing fees for ma- terials directly to said laboratory. The cast for such testing fee will be paid by the developer to the City prior to the City accepting the subdivision fpr; maintenance and operation. The Engineer shall notify the City Director of Engineering and Physical Development at least one week prior to the contractor beginning construction. When this notification has been received, the Director of Engineering and Physical Development will designate an independent testing laboratory to perform necessary material tests and the testing fee for the testing services will be determined. A copy of the testing lab authorization along with the fee for testing will be sent to the Engineer. It is assumed that the pre- ponderance of testing required in the subdivision is that testing related directly to street construction. Inlets ... ..............................1 set (3) per 6 inlets The above schedule is a minimum schedule for testing, failures not included. In the event of failures, ad- ditional tests will be taken. If excessive rain occurs on a previously tested section, the City shall have the right to order retests as necessary. - 4 - 10_17 -73 • The City's representative on the job shall notify the testing lab when tests are to be taken. If the con- tractor cannot locate the City's representative within a reasonable period of time (2 hours) he may contact the Engineer or his representative who may then, after he has inspected the work, authorize the testing lab to take tests at the subdivision site. In the event neither the Engineer or the City's representative is available within two hours, Contractor may order the lab test. Provided, however, if it is necessary to re -test, such re- testing shall be at Contractor's expense. Except as otherwise provided above, it is the intent of the City that the Contractor not contact the lab for the purpose of requesting routine tests. The scope of testing of materials incorporated in subdivision construction is not necessarily limited to those tests outlined above. In the event of unusual conditions or other factors which may give the City reason to question the quality of the materials in any portion of the subdivision, the City will have the right to order such additional tests as are necessary at the City's expense. However, the City will consult with the Engineer on reasons for such additional tests before a testing lab will be asked to conduct such tests. All testing in accordance with these requirements will be performed in accordance with the American Society of Testing Materials (ASTM) latest revision, and /or as elsewhere provided in approved plans and specifications for the subdivision. The City will require all subdivi- sion test reports to be certified by a Registered Professional Engineer (Texas Registration) and will further require that the City be furnished a minimum of two (2) copies of testing reports. Further, the Engineer shall provide the City, for the testing laboratory, a set of plans and specifications as well as a tabulation showing the estimate of quantities of material in the subdivision." and adding to said Subsection B, a new item 1 (f), to hereafter read as follows; "f. Lot Grading Lot grading in subdivisions will be such that lots drain toward the street. Accordingly, all lots graded within subdivisions will be sloped such that a minimum grade of one percent (3) exists from the front prop- erty line to the rear of the lot. In the event it is not practical to drain lots to the street (rear to front) then an alternate drainage plan may be submitted for approval by the Director of Engineering and Physi- cal Development. If drainage from adjacent property crosses such subdivision,-drainage from adjacent property.yill be physically diverted to adequate drainage facilities or handled with the run -off from the subdivision itself. -5- SECTION 5. If for any reason any section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgement of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word, or provision hereof be Given full force and effect for its purpose. SECTION 6. Publication she be made one time in the official publication of the City of Corpus Christi, by publishing the caption of this ordinance, stating in substance'the purpose of the ordinance.
