HomeMy WebLinkAbout11746 ORD - 10/17/1973JRR: *:10- 16- 73:lst Ir:1:7:i.'� AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT APPLICATION TO THE CRIMINAL JUSTICE COUNCIL TO CONTINUE THE POLICE COMMUNITY RELATIONS PROGRAM THROUGH DECEMBER 31, 1974, A COPY OF WHICH APPLI- CATION IS ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A ", AND AUTHORIZING THE EXECUTION OF THE GRANT, IF OFFERED, AND SUCH OTHER DOCUMENTS AS MAY BE NECESSARY IN ORDER TO CONTINUE THE SAID PROGRAM; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. That the City Manager be and he is hereby authorized to execute a Grant Application to the Criminal Justice Council to continue the Police Community Relations Program through December 31, 1974, a copy of which Application is attached hereto and made a part hereof, marked Exhibit ` "A ", and authorizing the execution of the Grant, if offered, and such other documents as may be necessary in order to continue the said program. SECTION 2. The necessity to immediately authorize the execution of the aforesaid documents in order that the Police Community Relations Program may be continued without delay in the City of Corpus Christi creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the J_1 day of October, 1973. It is the applicant's detailed statement of the Project—its aims, precisely what will be done, who will be involved, and what is expected to result. With the project budget, it constitutes primary evidence to CJC of the soundness of the project, the care and planning that has gone into its formulation, and the responsibility and qualifications of the applicant and others who will be involved in carrying it out. This will be a continuation of Grant P3 -I1 -1268 that we are presently operating under. The primary goals of the Police Community Relations Bureau are the same as stated in our previous grants. Emphasis are centered in minority areas where there was very little positive contact. We have seen many favorable results in schools, recreation centers, and civic groups where PCR programs and "rap sessions" have been conducted. Our athletic programs involving the youths with patrolmen as coaches has shown favorable results. This summer 190 softball games were played with over 600 youths participating and 20 patrolmen coaching the teams. Hopefully, this will reduce youth offenders, hostile attitudes, and mistrust as the youth sees the policeman in a different role. Standard Grant Conditions (1) Reports, The grantee shall submit, at such times and In such forms as may be prescribed, such mports ea the Criminal Justice Council (C.J.C.) may require - 1PCluding quarterly financial and progress reports and final financial and progress reports. The fiscal administration of grant. shall be subject to such rules, regulations, and policies, concerning accounting and records, payment of funds, cost allowabdity, submission of financial reports, etc., as may be prescribed by C.J,C., including those act forth in the C.J.C. Action Grant Policies and Procedures Guide and Financial Manual for Action and Planting Grants. (3) Utilization and Payment of Funds, Funds awarded may be expended only for purposes and activities covered by the grantee's approved project plan and budget. Payments will be made on the basis of periodic requests and estimates of fund needs submitted by the grantee. Payments will be adjusted to correct previous overpayments or underpayments and &%allowances resulting from audit. - (4) Written Approval of Changes.Grantces most obtain prior written approval from C.J.C. for major project Changes. These Include (a) changes of substance in project amivtties, design. or research plans set forth in the approved application; (b) Changes In the project director or key personnel identified In the approved application: (c) expenditure of grant funds representing more than a .5% increase in any Category of the approved budget; and (d) any Increase or decrease in grantee contribution exceeding S,; within any budget Category, (5) APWleation Review Changes. Any changes effected in this application as a result of or during the cones, of C.J.C. review will be deemed to have been accepted upon reeelpt of the grantee's request for foods. (6) Maintenance of Records. (to the extent of C.J.C. contribution toward the purchase thereof) exercisable only upon notice within 90 days after the end of the grant period or termination of the grant. Grant funds may not he expended or committed for rental costs unless total space does not exceed 150 square feet per employee and unless the rental rate is consitrnt with the prevailing rates in the area and not in excess of 87 annually per square foot. A grant is not valid and grant funds may not be requested or accepted under this application until the gram"" (a) ratifies that the publicly owned budding(s) on which depreciation or use allowances are to be charged are not temporarily idle or excess facilities; (b) provides the detailed basis for the compute:ion of the depreciation or use allowance to be used: and (c) certifies that the allowanee method to be used has been determined and will be administered in accordance with the provision of paragraph B.11 of attachment B. Bureau of the Budget Circular A -87. (23) Occupancy Under !rental Purchase or Lea Ith- OPUnn- to•Purehose Agreement. Grant funds may not be requested until the applicant has certified in writing that the occupancy of facilities will not be under either a rental purchase or lease- with-option -to- purchaser agreement. (29) Equipment and Other Capital Expenditures.
