AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE
AN AGREEMENT WITH NUECES COUNTY MENTAL
HEALTH - MENTAL RETARDATION COMMUNITY
CENTER UNDER WHICH THE CENTER WILL CON-
TINUE THEIR CHILD AND YOUTH MENTAL SER-
VICES AND THEIR DRUG ABUSE PROGRAMS,
ALL AS MORE FULLY SET FORTH IN THE AGREE-
MENT, A COPY OF WHICH IS ATTACHED HERETO AND
MADE A PART HEREOF, MARKED EXHIBIT "A ";
APPROPRIATING AND REAPPROPRIATING OUT OF
THE GENERAL FUND RESERVE, ACTIVITY 4299,
CODE 490, THE SUM OF $30,000 TO CARRY
OUT THE TERMS OF SAID CONTRACT; AND DE-
CLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager be and he is hereby
authorized to execute an agreement with Nueces County Mental
Health - Mental Retardation Community Center under the terms
of which the Center will continue their child and youth mental
services and their drug abuse programs and under which the
City will contribute $2,500 per month, of which amount $416.67
Per month will be for the programs of the Corpus Christi Council
on Alcoholism, all as more fully set forth in the agreement, a
copy of which is attached hereto, marked Exhibit "A ", and made
a part hereof.
SECTION 2. There is hereby appropriated and re-
appropriated from the General Fund Reserve, Activity 4299,
Code 490, the sum of $30,000 to carry out the terms of the
aforesaid contract.
SECTION 3. The necessity to immediately authorize
the execution of the aforesaid agreement and to provide the
necessary funds to carry out the terms of the agreement creates
a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that
such ordinance or resolution shall be read at three several

meetings of the City Council, and the Mayor having declared
such emergency and necessity to exist, and having requested
the suspension of the Charter rule and that this ordinance be
passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED, this the day of October,
1973.

COMMUNITY CENTER

For
CHILD AND YOUTH MENTAL HEALTH AND DRUG ABUSE SERVICES
WHEREAS, the Nueces County Mental Health and Mental Retardation Community
Center was established under Article 5547 -201 of the Texas Civil Statutes; and
WHEREAS, the City of Corpus Christi is a designated sponsoring agency of
the Nueces County Mental Health and Mental Retardation Community Center under
Article 5547 -201; and
WHEREAS, it is the mandate and purpose of the Nueces County Mental Health
and Mental Retardation Community Center to establish and administer mental health,
mental retardation, alcoholism and drug abuse services in Nueces County for the
benefit of the citizens of the City of Corpus Christi as well as Nueces County; and
WHEREAS, it is the intention of both parties to this agreement that any or all
of the following services be made available to the citizens of Corpus Christi, Texas:
NOW, THEREFORE, BE IT RESOLVED that the City of Corpus Christi, Texas,
a municipal corporation and body politic, operating under the home rule statutes of
the State of Texas, hereinafter called "City", and Nueces County Mental Health and
Mental Retardation Community Center, hereinafter called "The Center ", agree as
follows:
I
The Center agrees it has provided and to provide the following services to
citizens of Corpus Christi, Texas:
I. Child and Youth Mental Health Services including:
A. Social study of child and family.
B. Psychological testing and diagnostic examinations.
C. Child and family evaluations.
D. Child and family outpatient treatment and counseling.
E. Consultation with other appropriate persons or agencies in the
interest of the child and family, i.e., church, public school,
public health department, police department, etc.
F. Referral to appropriate services if not available through Center
or in the community.
2. Drug Abuse Counseling, Rehabilitation and Treatment Services including:
A. Social study of individual.
B. Medical examination and psychological testing.
C. Outpatient counseling and treatment.
D. Rehabilitation services including personal and social adjustment,
vocational counseling and group therapy.
E. Referral to other appropriate services, i.e. , Narcotic Addiction
Rehabilitation Program, Methadone Maintenance Program, etc.
Such services in accordance with the attached descriptions made a pest hereof.
II
This agreement is effective August 1, 1973 and shall be reviewed annually
and is subject to termination by either party with thirty days written notice.
The City agrees to pay from its budgeted resources $2500 per month for the
continued rendition of the services described herein.
Cost of the above services shall be billed monthly from August 1, 1973 through
July 31, 1974. Said cost shall be payable at the rate of $2,083.33 /month to the Center
for Child and Youth Mental Health Services and Drug Abuse Counseling, Rehabilitation
and Treatment Services and at the rate of $416.67 per month to the Center to provide
a program of services for treatment of alcoholics through the Corpus Christi Council
on Alcoholism. Said costs shall be validated by a monthly accounting of services
rendered to the City and is subject to audit at any time.
The undersigned contracting parties bind themselves to the faithful performance
of this contract.

For the reasons set forth in the emergency clause of the foregoing
ordinance, a public emergency and imperative necessity exist for the suapen-
sion of the Charter rule or requirement that no ordinance or resolution shall
be passed finally on the date it is introduced, and that such ordinance or
resolution shall be read at three meetings of the City Council; I, therefore,
request that you suspend said Charter rule or requirement and pass this ordi-
nance finally on the date it is introduced, or at the present meeting of the
City Council.
