PERIOD REV- ENUE SHARING RESERVE THE SUM OF $25,000 FOR THE OPERATION OF THE AFORESAID PROGRAM; AND DECLAR- ING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, • SECTION 1. That the City Manager be, and he is hereby, authorized and directed to establish a Tenant Assistance and Information Center, as more fully described in Exhibit "A ", attached hereto and made a part hereof. SECTION 2. There is hereby appropriated from the First Entitlement Period Revenue Sharing Reserve the sum of $25,000 for the operation of the aforesaid program. SECTION 3. The necessity to authorize the establishment of the aforesaid Tenant Assistance and Information Center and to provide the funds for the operation thereof in order to assist low- income families in the City of Corpus Christi creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and afterj its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of ATTEST: City Secretary MAYOR U _ THE CITY OF CORPUS CHRISTI, TEXAS APPR VED: Z DAY OFl FX� City Attorney . 11 759 ERHIBIT "A" • TENANT ASSISTANCE AND INFORMATION CENTER PROPOSAL In Corpus Christi there are nearly 3,000 low income families who live in Federally subsidized housing provided under such programs as 221(d -3), 236, 23 -9, and public housing. Generally these families lack adequate income with which to secure standard housing on the private market. In many cases the lack of money is not actually a causative factor but the result of fixed incomes, unemployment or underemployment due to lack of job skills. In addition to their housing problem, tenant families face numerous other problems such as health, absence of sufficient motivation, inaccessibility to child care facilities and a variety of other complex problems which prevent them from operating in the mainstream of our community life. The variety and complexity of these problems faced by these families of limited income indicate that solutions can best result from concentrated efforts on the part of those who care. It is in light of the foregoing that it is hereby proposed that the City of Corpus Christi establish, staff and financially,support a Tenant Assistance and Information Center. This office would serve as a source of assistance and information for tenants of Federally subsidized housing, specifically those in public and rent supplement housing. The function and responsibility of this office would be to assist the needy families in every way possible. It would also keep up -to -date information on all public services in Corpus Christi in order to inform and advise tenants of these services. The service can be placed administratively under the Director of Planning and Urban Development with direct supervision from the Director of Neighbor- Hood Improvement. The Tenant Assistance and Information Center would in no way attempt to perform or replace the functions of any public service agencies in the community. Rather it would enhance and further their usage by making their presence more readily known and more easily accessible. -2- • Social programs such as those now being carried out by the Housing Authority will be used to complement the services suggested in this proposal. OPERATIONAL PLAN Physical location of the Tenant Assistance and Information Center. The physical location of the Tenant Assistance and Information Center can be at the City's Neighborhood Improvement Office at 1022 Leopard. This location seems to be the most feasible since this is currently a City Office, and better control of the operation could be maintained. Adequate office space could be provided without interference to the Neighborhood Improvement operation. Staff of Tenant Assistance and Information Center. The staff would be composed of a counselor and three neighborhood aides, at least two of whom should speak Spanish as fluently as English. The job descriptions of these staff members are described below. Job Descriptions of Tenant Assistance and Information Center Staff Members. Class Title: Counselor. Duties and Responsibilities: Is responsible for the conduct and administration of the Tenant Assistance and Information Center and supervision and direction of the activities of the Center's staff. Minimum Qualifications: At least two years of college with emphasis on Sociology, Social Work, Psychology or a related field. Should have at least one year of successful, responsible experience in a supervisory capacity. Knowledge Skill and Personal Qualities: Must possess the skill, enthusiasm and tact to create a positive and continuous working relationship with the occupants of the various housing projects as well as with government and private public service agencies in Corpus Christi. Must possess the creative ability to make the Center and its services known and accepted. Must be capable of effective -iy training, guiding and supervising a small group of Neighborhood Aides. -3- Class Title: Neighborhood Aide Characteristics: Under the supervision and guidance of the Counselor. Duties and Responsibilities: Primary responsibility is to provide competent and reliable assistance and information to the occupants of subsidized housing projects and assist in the research of and constant updating of public service information and other pertinent and necessary information maintained by the Center. Minimum Qualifications: Graduation from high school or the equivalent. Must possess a deep interest in this type of work with initiative and enthusiasm as well as compassion for the multi - problemed family.
