HomeMy WebLinkAbout11788 ORD - 11/14/1973JRR:jb:ll- 14- 73;,2nd / • AN{ORDINANgE,r: FOR THE REGULATING OF PARIUNG IN ALL ZONES OF THE CITY HERETOFORE ESTABLISHED BY CORPUS CHRISTI CITY CODE, 1958, AS AMENDED BY ORDINANCE NO. 7693, AND ORDINANCES SUBSEQUENT THERETO, FOR A PERIOD OF TIME FROM NOVEMBER 22, 1973, TO DECEMBER 28, 1973, INCLUSIVE; AUTHORIZING A PERMIT TO BE ISSUED BY THE DIRECTOR OF TRAFFIC ENGINEERING TO CENTRAL BUSINESS ASSOCIATION FOR PLACING DECORATIONS IN THE DOWNTOWN BUSINESS AREA; RESERVING IN SAID PERMIT AUTHORITY AT ANY TIME TO PREVENT ENERGIZING DECORATIVE LIGHTING BY MEANS OF ELECTRICITY OR PETROLEUM PRODUCTS IN THE EVENT SUCH ACTION IS REQUIRED TO PRESERVE ENERGY; EXPRESSING THE CITY'S APPRECIATION TO THE CENTRAL BUSINESS ASSOCIATION'S INSTALLATION OF THE CHRISTMAS DECORATIONS; AND DECLARING AN EMERGENCY. WHEREAS, a request has been made of the City Council of the City of Corpus Christi to permit two-hour free parking in the Downtown Business area of the City for a period of time from November 22, 1973 to December 28, 1973, inclusive; and THE, it has been determined by the City Council that said request should be granted and the Director of Traffic Engineering should either remove the parking meters or cover the same with a bag or hood, and the Director of Traffic Engineering and employees under his supervision, as well as Police officers and such other officers and employees of the City of Corpus Christi may be authorized and should be directed to supervise parking, and issue in writing, on a form provided by the City, a notice to answer to the charge of overparking of all vehicles which exceed two hours or such lesser times as are otherwise provided by ordinance on all streets and at all parking spaces in accordance with this ordinance: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The Director of Traffic Engineering is hereby authorized and directed to put into effect a two-hour free parking plan for meters Iocated in the downtown area of the City and such areas and streets as may be determined by the Director of Traffic Engineering; and to either conduct the removal of parking meters or cover the same with a hood or bag, upon which bag or hood the parking time may be indicated. The Director of Traffic Engineering and employees under his supervision, as well as Police officers and such other officers and employees of the City, are authorized 11'788 to supervise parking and issue in writing on a form provided by the City a notice to answer to the charge of overparking of all vehicles which exceed two hours or such lesser times as are otherwise provided by ordinance on all streets and at all parking spaces in accordance with this ordinance and the other ordinances of the City. SECTION 2. Where any parking meter is not covered or hooded, the regulations applicable to said parking space, as now provided by the Corpus Christi City Code, 1958, as amended, shall be applicable. All curb signs and signs pertaining to restricted or no parking areas shall continue in full force and effect. SECTION 3. This ordinance shall be in effect from November 22, 1973 to December 28, 1973, inclusive, but the termination of &e. effective- ness of this ordinance shall not excuse any violation thereof and all charges of violation in the Municipal Court shall proceed as though the ordinance continued in full force and effect as to all charges of violations alleged to have occurred during the period of November 220 1973 to December 28, 1973, inclusive. SECTION 4. The Director of Traffic Engineering is hereby authorized to issue a permit to the Central Business Association for the placing of Christmas decorations in the Downtown Business area. Said permit shall reserve the authority to the City at any time to prevent energizing decorative lighting by means of electricity or petroleum products in the event such action is required to preserve energy. SECTION 5. The City expresses its grateful appreciation to the Central Business Association for its continued efforts to foster the true spirit of Christmas by the installation in the Downtown Business District of Christmas decorations. SECTION 6. The fact that it is urgent to adopt and publish a Notice of the adoption of this ordinance so as to make the same effective as of November 22, 1973 creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordiname or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at.three several meetings of the City Council, and the Mayor having declared such emergency and necessity ..2- to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the : ` day of November, 1973.
